    Abstract
    Dieser Beitrag behandelt den zuletzt vom W3C hervorgebrachten Standard für dezentrale Identi­fikatoren (Decentralized Identifiers, kurz: DIDs) in Bezug auf den Bereich des Forschungsdatenmanagements. Es wird dargelegt, dass die aktuell im wissenschaftlichen Publikationswesen häufig verwendeten persistenten Identifikatorensysteme (Persistent Identifiers, PIDs) wie Handle, DOI, ORCID und ROR aufgrund ihrer Zentralisierung fundamentale Probleme hinsichtlich der Daten­sicherheit, dem Datenschutz und bei der Sicherstellung der Datenintegrität aufweisen. Dem werden als mögliche Lösung das System der DIDs gegenübergestellt: eine neuartige Form von weltweit eindeutigen Identifikatoren, die durch jedes Individuum oder jede Organisation selbst generiert und auf jeder als vertrauenswürdig erachteten Plattform betrieben werden können. Blockchains oder andere Distributed-Legder-Technologien können dabei als vertrauenswürdige Datenregister fungieren, aber auch direkte Peer-to-Peer-Verbindungen, auf bestehende Internetprotokolle aufsetzende Methoden oder statische DIDs sind möglich. Neben dem Schema wird die technische Spezifikation im Sinne von Datenmodell und die Anwendung von DIDs erläutert sowie im Vergleich die Unterschiede zu zentralisierten PID-Systemen herausgestellt. Zuletzt wird der Zusammenhang mit dem zugrundeliegenden neuen Paradigma einer dezentralen Identität, der Self-Sovereign Identity, hergestellt. SSI repräsentiert ein gesamtes Ökosystem, in dem Entitäten ein kryptografisch gesichertes Vertrauensnetzwerk auf der Basis von DIDs und digitalen Identitätsnachweisen bilden, um dezentral manipulationsgesichert und datenschutzgerecht identitätsbezogene Daten auszutauschen. Zum Schluss der Abhandlung stellt der Autor fünf zuvor herausgearbeitete Anforderungen in Bezug auf eine zeitgemäße Umsetzung von persistenten Identifikatoren vor.

    In den Sozialwissenschaften gibt es zwei fundamental unterschiedliche Auffassungen, was unter Kommunikation zu verstehen ist. Angelehnt an das Alltagsverständnis und daher auch in den Sozialwissenschaften dominant, gehen "handlungstheoretische" Vorstellungen von Kommunikation davon aus, dass diese instrumentellen Charakters ist. Es sind Menschen in ihrer physisch-psychischen Kompaktheit, die mittels Kommunikation, sei dies in mündlicher oder schriftlicher Form, Informationen austauschen. Kommunizierende werden nach dieser Vorstellung wechselseitig als Sender bzw. Empfänger von Informationen verstanden. Kommunikation dient der mehr oder minder erfolgreichen Übertragung von Informationen von Mensch zu Mensch. Davon paradigmatisch zu unterscheiden sind "systemtheoretische" Vorstellungen von Kommunikation, wie sie wesentlich von dem 1998 verstorbenen Soziologen Niklas Luhmann in Vorschlag gebracht wurden. Nach diesem Paradigma wird behauptet, dass ihr "Eigenleben" charakteristisch ist. Kommunikation zeichnet sich durch ihre rekursive Eigendynamik aus, welche die Möglichkeiten der Kommunizierenden begrenzt, diese zu steuern und zu beeinflussen. Gemäß dieser Konzeption befindet sich individuelles Bewusstseins - in ihrer je gedanklichen Eigendynamik - in der Umwelt von Kommunikationssystemen und vermag diese mittels Sprache lediglich zu irritieren, nicht aber kontrollierend zu determinieren. Dies schon deshalb nicht, weil in Kommunikationssystemen, etwa einem Gespräch als einem "Interaktionssystem", mindestens zwei bewusste Systeme mit ihrer je unterschiedlichen gedanklichen Eigendynamik beteiligt sind.

    Abstract
    Die deutsche Informationswissenschaft existiert nur dem Namen nach. Eine eher sporadisch stattfindende fachliche Diskussion dreht sich ausschließlich um praktische Probleme, die Theorie wird weitgehend ignoriert. Kaum jemand ist bereit, über den Tellerrand zu blicken. Es wird versucht, die Informationswissenschaft zur Geisteswissenschaft zu erklären. Die Naturwissenschaften werden ausgeschlossen. Bibliotheks-, Dokumentations- und Archivwissenschaft sollen in der Informationswissenschaft aufgehen. Diese Vorgänge leiteten u. a. das Ende der wissenschaftlichen Dokumentation ein. In diesem Artikel wird dargestellt, wie die Informationswissenschaft aufgebaut werden kann und welche Themen sie behandeln sollte. Dabei wird davon ausgegangen, dass es sich um die "Wissenschaft von der Information" handelt. So muss es Grundlage sein, zu klären, worum es sich bei dem Phänomen "Information" handelt. Es werden verschiedene Ansätze betrachtet und ausgewertet, beginnend mit Shannons Kommunikationstheorie bis hin zur Physik. Der Weg zu einer möglichen Definition wird ebenso behandelt, wie die Eigenschaften der Information und ihre Abgrenzung zu Daten und Wissen.

    Wie wir alle vom technischen Fortschritt profitieren. Revolution des Menschseins - Wir brauchen eine Besinnung auf eine gemeinsame demokratische Kultur. "Wie die Bewältigung der Human-Krise gelingen kann und was von jedem dafür verlangt wird, davon erzählt mein neues Buch "Mehr Zukunft wagen" [1]. Er betrachtet die Möglichkeiten, wie wir die allseits propagierten negativen Entwicklungen abwenden, den technologischen Fortschritt human gestalten und mit seiner Hilfe für alle Menschen ein wahres Paradies auf Erden erschaffen können. So richtig ernst ist das alles nicht, wenn auch 59 Prozent sagen, sie würden in der Freizeit oder im Urlaub den Weltraum besuchen."
