Ganz außen ist die Organisation zu finden, eins weiter drinnen die Business strategy und den Kern bildet die information strategy. Das strategische Management der Information stellt also in der Vorstellung der Autorin den Kern einer Firma oder Organisation dar. Das Werk soll die Anleitung zu einer solchen Strategie geben. Allerdings handelt es sich im Grunde bei diesem Buch um bekannte Inhalte, da es sich um die nahezu unveränderte, und auch in den Bibliographien der einzelnen Kapitel nicht aktualisierte zweite Auflage von Practical information policies aus dem Jahre 1999 handelt. Aus diesem "Klassiker" wurden die detaillierten Fallstudien entfernt und hier durch eine neue Einleitung und zwei abschließende Kapitel ergänzt. Die Autorin weist denn auch in der Einleitung darauf hin, dass dieses Buch als Studienausgabe des Werkes von 1999 anzusehen ist. Die Literaturangaben der übernommenen Artikel wurden nicht aktualisiert, jene der neu hinzugefügten Kapitel endet bei 2002. Beim Lesen entfaltet das Werk seinen ganzen Charme angelsächsischer Kompetenz, praktische Inhalte theoretisch angeleitet und doch mit immensem Praxisbezug durchzuarbeiten und auszubreiten. Der Inhalt ist häufig durch Aufzählungen und Auflistungen ergänzt, wobei als Kritikpunkt anzumerken -ist, dass die Aufzählungspunkte im Unterschied zu der Vorauflage nicht jeweils auf einer neuen Zeile stehen, sondern in den Zeilenfluss eingearbeitet wurden um Platz zu sparen. Dies geht auf Kosten der Obersichtlichkeit, was einem Werk, das laut Verlagstexten auch für Lehr- und Studierzwecke eingesetzt werden soll, schlecht ansteht.

Im Informationsmanagement ist er als Autor wohl bekannt - er gibt bei Saur die Reihe heraus, in der auch dieses Buch erschienen ist-, im Bibliothekswesen war er für den Bereich der One-Person Librarians (OPL) von Bedeutung, stand er doch in den USA und auch in Deutschland am Anfang deren »Bewegung«. Nun also ein neues Berufsbild und neue Ausbildungsformen als Entwurf, sagen wir gleich: als Utopie. Schauen wir aber ein wenig genauerhin. Zertifizierte Aus- und Fortbildung Am Anfang seiner Überlegungen steht die These, dass keiner der herkömmlichen Informationsberufe - Bibliothekar, Dokumentar und Archivar - den Anforderungen so ganz entspricht, dass auch die Aus- und Fortbildung für diese Berufe im Argen liegt, wie Schließungen von Hochschulen und fortwährende Studiengangs- und Curriculumsrevisionen zeigen. Er versucht daher, den gordischen Knoten zu durchschlagen, indem er einen neuen Beruf des »Knowledge Workers« konzipiert, der sich aus der Konvergenz des Informationsmanage ments, Wissensmanagements und des strategischen, arbeitsorientierten Lernens ergeben soll. Obwohl er zu Anfang neben Spezialbibliotheken auch wissenschaftliche und Offentliche Bibliotheken diskutiert, beziehen sich seine späteren Überlegungen vor allem auf die Spezial- und hier insbesondere auf die Firmenbibliotheken beziehungsweise -informationszentren. Und auch hier sind es weniger die kleinen und mittleren Firmen mit ihren One-Person Libraries als die großen Firmen mit umfangreicheren Informationsdienstleistungseinheiten, auf die seine Überlegungen passen. Bei ihnen soll, ähnlich den Firmen-»Universitäten«, wie wir sie bereits von großen Konzernen her kennen, ein »Knowledge Services Learning Institute« implementiert werden, das die Ausund Fortbildung für die im Informationssektor Beschäftigten organisieren und zertifizierte Kurse und Abschlüsse anbieten soll.

The book is significant in that it captures both the rich history of partnership between the fields, and because it demonstrates clearly the incomplete nature of our understanding of that partnership. In the post-9/11 world, such understanding is increasingly important, as we struggle with the problem of transforming information into intelligence and intelligence into effective policy. Information science has an important role to play in meeting these challenges, but the sometimesambiguous nature of the field combined with similar uncertainties over what constitutes intelligence, makes any attempt at definitive answers problematic. The book is a collection of works from different contributors, in the words of one editor "not so much a created work as an aggregation" (p. 1). More than just an edited collection of papers, the book draws from the personal experiences of several prominent information scientists who also served as intelligence professionals from World War II onward. The result is a book that feels very personal and at times impassioned. The contributors attempt to shed light on an often-closed community of practice, a discipline that depends simultaneously on access to information and on secrecy. Intelligence, like information science, is also a discipline that finds itself increasingly attracted to and dependent upon technology, and an underlying question of the book is where and how technology benefits intelligence (as opposed to only masking more fundamental problems of process and analysis and providing little or no actual value).
