    Abstract
    The paper shows that the present evaluation methods in information retrieval (basically recall R and precision P and in some cases fallout F ) lack universal comparability in the sense that their values depend on the generality of the IR problem. A solution is given by using all "parts" of the database, including the non-relevant documents and also the not-retrieved documents. It turns out that the solution is given by introducing the measure M being the fraction of the not-retrieved documents that are relevant (hence the "miss" measure). We prove that - independent of the IR problem or of the IR action - the quadruple (P,R,F,M) belongs to a universal IR surface, being the same for all IR-activities. This universality is then exploited by defining a new measure for evaluation in IR allowing for unbiased comparisons of all IR results. We also show that only using one, two or even three measures from the set {P,R,F,M} necessary leads to evaluation measures that are non-universal and hence not capable of comparing different IR situations.

    Abstract
    Contemporary information systems, both the private and the commercially available ones, have often been blamed for their low effectiveness in terms of precision and recall, especially when they have reached considerable size with respect to file volume and use frequency (see, for example, Belkin, 1980; Blair, 1996, p.19; Desai, 1997; Drabenstott, 1996; Knorz, 1998). Saracevic (1989), after having reviewed the contemporary design of online subject access, calls "for radically different design principles and implementation" (p. 107). Van Rijsbergen (1990) writes: "The keywords approach with statistical techniques has reached its theoretical limit and further attempts for improvement are considered a waste of time" (p. 111). Lancaster (1992) deplores that very little really significant literature an subject indexing has been published in the last thirty or so years. In her preface to the Proceedings of the Sixth International Study Conference an Classification Research in 1997, Mcllwaine (1997) writes, "many were surprised to find that the problems with which they wrestle today are not greatly different from those that have been occupying the minds of specialists in the field for over a generation, and probably a great deal longer" (p. v).

    Abstract
    This article focuses an analysing students' information needs in terms of conceptual understanding of the topic they propose to study and its consequences for the search process and outcome. The research subjects were 22 undergraduates of psychology attending a seminar for preparing a research proposal for a small empirical study. They were asked to make searches in the PsycINFO database for their task in the beginning and end of the seminar. A pre- and postsearch interview was conducted in both sessions. The students were asked to think aloud in the sessions. This was recorded, as were the transaction logs. The results show that during the preparation of research proposals different features of the students' conceptual structure were connected to the search success. Students' ability to cover their conceptual construct by query terms was the major feature affecting search success during the whole process. In the beginning also the number of concepts and the proportion of subconcepts in the construct contributed indirectly via search tactics to retrieving partly useful references. Students' ability to extract new query terms from retrieved items improved search results.
