    Abstract
    "Zu den subtilen Absonderlichkeiten, mit denen Mark Twain in Europa konfrontiert wurde, gehörte für ihn die deutsche Sprache. "Ich verstehe Deutsch so gut wie der Wahnsinnige, der es erfunden hat, aber ich spreche es am besten mit Hilfe eines Dolmetschers". Tatsächlich hat er versucht, Deutsch zu lernen - und seine kritischen Bemerkungen zeigten, daß er sich enrsthaft bemüht hat -, aber als er seine Kenntnisse anwenden wollte, verstand man ihn nicht so, wie er es erwartet hatte. Folglich machte er Vorschläge zur Verbesserung der deutschen Sprache, die er sich so kurz und bündig wünschte wie seine eigene. Andernfalls müßte man sie zu den toten Sprachen zählen. Auch hier galt ihm sein Amerika als leuchtendes Vorbild, und seine lachenden Leser bewiesen ihm durch den Erfolg seiner Reisebücher und Vorträge ihre Dankbarkeit dafür, daß er sie in ihren Vorurteilen gegen fremde Länder und Gebräuche bestätigt und bestärkt hatte."

    Abstract
    Technological and regulatory developments are opening the door for competition and new services in the local loop. The reunification of Germany created an opprotunity for Deutsche Telekom to install fibre in the loop on a large scale in eastern Germany. Deutsche Telekom's strategy consists of 4 steps: fibre in the loop is seen as a process innovation. New broadband services - product innovations - can be based on the process innovation. Only a sufficient number of installations will enable the industry to invest in new products. Besides the local networks equipped with fibre, there is an overlay network for the rapid delivery of fibre access for business customers. The experience gained in eastern Germany will be transferred to western Germany when tranforming its existing network structure

    British Telecom, France Telecom and Deutsche Telecom have all implemented major organizational changes during the past 2 years. On the one hand their new organizational structures reflect changes in their environment, regulation in particular, as well as in technology. On the other hand their organizational design is a result of the strategic approach taken by management. Due to the fact that networks are the prerequisite for the provision of services and that they account for far more than half of the costs of a telecommunications operator, their organization is crucial for the success of the whole organization.     Discusses issues relating to the access and preservation of electronic publications with special reference to the German National Library, Die Deutsche Bibliothek (DDB) which has designed its technological infrastructure specifically to meet the requirements of future networking. Considers the factors which must be taken into consideration in order for DDB to fulfil its responsibilities as an electronic library, including ensuring the long term availability of electronic publications; and establishing precise bibliographic search terms to make controlled access possible. Discusses the tasks and responsibilities of librarians in the new world of digital information and the importance of training and education of librarians. Libraries will remain indispensable for society only as long as they possess both a powerful information infrastructure and a well qualified and highly motivated staff

    Presents extracts from the Final Report LIB-Pilot/2 (CD-ROM) Evaluation of Pilot Discs with National Bibliographic Information. Reports results of a project to evaluate the test CD-ROM data base developed by the Brtish Library, Bibliothèque Nationale and Deutsche Bibliothek as a means of publishing their national bibliographies. 64 libraries took part in the evaluation, which was funded by the Commission of European Communities.
