    Abstract
    The American state of Alabama has recently developed a national notoriety as a toxic place for lesbian, gay, bisexual, transgender, and questioning/queer (LGBTQ+) people owing to several laws that have supported human rights violations and denied their civil liberties. This case study assesses how Alabama's public libraries are providing culturally relevant web access and coverage to LGBTQ+ information to meet their needs/concerns in a region that is oppressive to sexual and gender minorities. In the process, it illustrates public libraries' emerging role as simultaneously impotent to the majority's infringements, while finding creative ways to serve as counter narrative spaces of resistance representing "voices" of, and from, the margins. This exploratory assessment is based on documenting web-based information for LGBTQ+ people in Alabama's 230 public libraries and identifies seven intersectional examples of information offerings, categorized into three groupings: (a) information sources (collections, resources); (b) information policy/planning (assigned role, strategic representation); (c) connections (internal, external, news/events). It provides a taxonomic framework with representative examples that challenge the regional stereotype of solely deficit marginalization. The discussion provides new opportunities to build collaborations of sharing within Alabama's public library networks to better address LGBTQ+ concerns and inequities in their local and regional communities.

    Abstract
    Information and communication technology for development (ICT4D) research sporadically leverages information science scholarship. Our qualitative study employs the "information grounds" (IG) lens to investigate the consequences of information exchanges by pregnant women on Facebook, who are vulnerable in the doctor-centric birth culture in rural America. The thematic analysis of in-depth interviews with members and administrators of the Vaginal Birth After Cesarean (VBAC) group shows that positive consequences outweigh negative consequences of information exchanges and lead to the following progression of outcomes: (a) VBAC group as an information ground, (b) social capital (e.g., cognitive, structural, and relational capital) built on the information ground, (c) seven emergent properties of the information ground, and (d) value co-created (e.g., local, affordable, timely, enduring, and reliable support) by VBAC group members. The IG lens reveals the following roles of Facebook, an ICT, in development: (a) a linker that lets people with similar needs and interests convene and shapes their interactions, (b) a prerequisite to building an online, "third place" for social interactions, and (c) an apparatus for ubiquitously seeking, searching, sharing, and storing information in multiple formats and controlling its flow on the VBAC group. This paper fills in six gaps in the ICT4D research.

    Abstract
    Many successful retrieval models are derived based on or conform to the probability ranking principle (PRP). We present a new derivation of a document ranking function given by the probability of relevance of a document, conforming to the PRP. Our formulation yields a family of retrieval models, called probabilistic binary relevance (PBR) models, with various instantiations obtained by different probability estimations. By extensive experiments on a range of TREC collections, improvement of the PBR models over some established baselines with statistical significance is observed, especially in the large Clueweb09 Cat-B collection.

    Abstract
    There is a need for highly trained special collections and rare books catalogers as found in recent job postings. Where will these catalogers learn the unique skills needed for them to succeed in their careers? This paper is an environmental survey of courses offered by the 68 Library and Information Science programs accredited by the American Library Association. It evaluates what course offerings in cataloging and special collections are available. These findings suggest LIS programs currently do not offer sufficient numbers of courses to train special collections and rare books catalogers. Additional skills, from extra languages to knowledge of DCRM(B), need to be acquired in other ways, before, during, and after traditional LIS degree work.

    Abstract
    The use of intelligent machines-digital technologies that feature data-driven forms of customization, learning, and autonomous action-is rapidly growing and will continue to impact many industries and domains. This is consequential for communities of researchers, educators, and practitioners concerned with studying, supporting, and educating information professionals. In the face of new developments in artificial intelligence (AI), the research community faces 3 questions: (a) How is AI becoming part of the world of work? (b) How is the world of work becoming part of AI? and (c) How can the information community help address this topic of Work in the Age of Intelligent Machines (WAIM)?     Abstract
    The aim of this study was to investigate the relationships between national culture and information source use (ISU) on a global level. A secondary analysis was carried out on three different data sets. They were (a) country-level data on ISU from World Values Survey (2005-2009); (b) country-specific mean scores of Hofstede's national culture dimensions (HNCD) of individualism (IDV), power distance (PDI), time orientation, uncertainty avoidance (UAI), masculinity (MAS), and indulgence (IVR); and (c) measures of wealth. The analysis showed the importance of three national culture dimensions of PDI (the way people of a nation interact with authorities), IDV (the degree of centrality of person or groups in a country), and IVR (the agreeableness of joy and happiness in a country) for explaining the cross-cultural differences of ISU. The findings were explained through HNCD, and four cultural patterns of ISU were identified. However, further research is required to better understand the complex relationships of cultural factors, ISU, and other societal variables.
