    Abstract
    In 1994, the Library of Congress issued a rule interpretation to AACR2 detailing how uniform titles for choreographic works should be established. The value of the rule interpretation is discussed, and it is contrasted with prior practices. The origins of the concept behind the rule are traced back to the New York Public Library in the mid twentieth century, and its evolution into the current guidelines is delineated.

    Abstract
    The Library of Congress' Cataloging in Publication (CIP) Program has been in existence for forty years. During this time, the CIP Program has moved from a model where the Library of Congress created all pre-publication metadata for publishers to a partnership where other libraries share in the creation of metadata. This article documents the evolution of the Electronic Cataloging in Publication (ECIP) Cataloging Partnership Program. The ECIP Cataloging Partnership Program can be used as a model to leverage limited resources across libraries to the benefit of library users nationwide.

    Abstract
    The chief of cataloguing policy and support office at the LoC presents her views on the usefulness of conceptual modelling in determining future directions for cataloguing and the MARC format. After describing the evolution of bibliographic processes, suggests usign the entity-relationship conceptual model to step back from how we record information today and start thinking about what information really means and why we provide it. Argues that now is the time to reexamine the basic principles which underpin Anglo-American cataloguing codes and that MARC formats should be looked at to see how they can evolve towards a future, improved structure for communicating bibliographic and authority information

    Abstract
    Scholars have long noted the significance of Allegheny College's special collections to American cultural and educational history. Special collections have value to colleges and universities as publicity devices to draw scholars, students, and funding to the institution. Catalogers have an important role to play in marketing the library and the college through improved bibliographic access to these collections. Rare book and manuscript cataloging presents many challenges to catalogers, especially at smaller institutions. This report traces the evolution of Allegheny College's catalog, from book format in 1823, through card format, and finally to online. It also explores the bibliographic challenges created as the library moved from one format to another.

    Abstract
    Cataloging rules for computer-based materials were first introduced in the 1970s, and since then have undergone almost continuous modification and revision. This article focuses on analysis and comparison of the various codes and guidelines for practice issued for what are now called electronic resources. Creation of new cataloging rules has been spurred by introduction of new physical carriers, the preeminence of materials accessed remotely versus those with physical carriers, the need for guidance in cataloging specific instances of computer-based materials, and the evolution of the theoretical concerns underlying the cataloging codes. Based on this history of constant change, it is easy to predict many more changes in the cataloging standards for computer-based materials in the future. However, continuous changes in the cataloging rules may have produced as much confusion as clarity for working catalogers. Caution should be exercised in the creation of new rules and standards for cataloging electronic resources, as it is possible that older rules and standards may, in fact, be readily adapted to new types of electronic resources.

    Abstract
    The Library of Congress (LC) has many of the same challenges as other libraries, especially large ones. LC has many different types of resources - books, journals, maps, music, manuscripts, audio, moving image, still image, artifacts, electronic - with large collections of each. Different levels of access are needed for this material: for some, collection level bibliographic description is adequate; for many, item level access is adequate; but for others, such as sound recordings, analytic, or sub unit access is highly desirable.The sizes of the LC collections are a major challenge - over 125 million non-electronic and over 3 million electronic items (and growing rapidly). And finally, electronic resources are presenting us with new issues - from metadata to preservation to storage to linking techniques. LC has tried to approach these challenges from a service perspective. Access must be successful for the end user, which mandates as much coherence and consistency in the metadata as possible and access systems that are easy to use. This paper focuses an the Library of Congress' perspective an metadata in the following three areas: (1) descriptive metadata in our current operations, (2) pathways that are developing that will support possible evolution in the future, and (3) broader metadata needs with digital material. The discussion is from a metadata element set and format point of view, not a cataloging data and cataloging rules view. Most acronyms used in this paper are expanded in an Appendix.

    Abstract
    This article discusses the development of descriptive cataloging in Germany and the evolution of cataloging principles. The Instruktionen für die alphabetischen Kataloge der preußischen Bibliotheken (Instructions for the Alphabetic Catalogs of the Prussian Libraries, known as the Prussian Instructions, or PI, for short) were published in 1899. The so-called Berliner Anweisungen ("Berlin Instructions," Instructions for the Alphabetic Catalog in Public Libraries) appeared in 1938. Discussion for reform of cataloging rules began in the 1950s and received impetus from the International Conference on Cataloging Principles in Paris in 1961 and from the International Meeting of Cataloging Experts in Copenhagen in 1969. Preliminary drafts of the new Regeln für die alphabetische Katalogisierung, RAK (Rules for Descriptive Cataloging) were issued between 1969 and 1976; the complete edition of the RAK was published in the German Democratic Republic (East Germany) in 1976 and in a slightly different version in 1977 for the Federal Republic of Germany (West Germany). A version for academic libraries appeared in 1983, followed by a version for public libraries in 1986. Between 1987 and 1997, supplementary rules for special categories of materials were published.
