    Abstract
    A summary of brain theory is given so far as it is contained within the framework of Localization Theory. Difficulties of this "conventional theory" are traced back to a specific deficiency: there is no way to express relations between active cells (as for instance their representing parts of the same object). A new theory is proposed to cure this deficiency. It introduces a new kind of dynamical control, termed synaptic modulation, according to which synapses switch between a conducting and a non- conducting state. The dynamics of this variable is controlled on a fast time scale by correlations in the temporal fine structure of cellular signals. Furthermore, conventional synaptic plasticity is replaced by a refined version. Synaptic modulation and plasticity form the basis for short-term and long-term memory, respectively. Signal correlations, shaped by the variable network, express structure and relationships within objects. In particular, the figure-ground problem may be solved in this way. Synaptic modulation introduces exibility into cerebral networks which is necessary to solve the invariance problem. Since momentarily useless connections are deactivated, interference between di erent memory traces can be reduced, and memory capacity increased, in comparison with conventional associative memory

    Abstract
    Many of the most pressing issues in information ethics-informational privacy, surveillance, intellectual property, access to information, and the distribution of information resources-can only be addressed at the level of global politics. This paper develops an approach to theorizing about political questions of concern to information ethics. It begins by situating a political philosophy of information within the broader field of ethics and defending a theoretical approach that is practical, person-centered, and pluralistic. The method of dialogic public reason, as articulated by John Rawls and supplemented with insights from Jürgen Habermas, is described and defended. It is argued that dialogic public reason provides a way to justify political principles in a diverse global context. The paper concludes by relating the idea of dialogic public reason to international human rights. The putative human right to intellectual property is criticized on the grounds that it does not pass the test of public reason.

    Abstract
    The flood of information brought to us by advancing technology is often accompanied by a distressing sense of "information overload," yet this experience is not unique to modern times. In fact, says Ann M. Blair in this intriguing book, the invention of the printing press and the ensuing abundance of books provoked sixteenth- and seventeenth-century European scholars to register complaints very similar to our own. Blair examines methods of information management in ancient and medieval Europe as well as the Islamic world and China, then focuses particular attention on the organization, composition, and reception of Latin reference books in print in early modern Europe. She explores in detail the sophisticated and sometimes idiosyncratic techniques that scholars and readers developed in an era of new technology and exploding information.

    Abstract
    The concepts of 'information literacy' and 'digital literacy' are described, and reviewed, by way of a literature survey and analysis. Related concepts, including computer literacy, library literacy, network literacy, Internet literacy and hyper-literacy are also discussed, and their relationships elucidated. After a general introduction, the paper begins with the basic concept of 'literacy', which is then expanded to include newer forms of literacy, more suitable for complex information environments. Some of these, for example library, media and computer literacies, are based largely on specific skills, but have some extension beyond them. They lead togeneral concepts, such as information literacy and digital literacy which are based on knowledge, perceptions and attitudes, though reliant on the simpler skills-based literacies

    "Overflowing inboxes, endlessly topped up by incoming emails. Constant alerts, notifications and text messages on your smartphone and computer. Infinitely scrolling streams of social-media posts. Access to all the music ever recorded, whenever you want it. And a deluge of high-quality television, with new series released every day on Netflix, Amazon Prime and elsewhere. The bounty of the internet is a marvellous thing, but the ever-expanding array of material can leave you feeling overwhelmed, constantly interrupted, unable to concentrate or worried that you are missing out or falling behind. No wonder some people are quitting social media, observing "digital sabbaths" when they unplug from the internet for a day, or buying old-fashioned mobile phones in an effort to avoid being swamped. This phenomenon may seem quintessentially modern, but it dates back centuries, as Ann Blair of Harvard University observes in "Too Much to Know", a history of information overload. Half a millennium ago, the printing press was to blame. "Is there anywhere on Earth exempt from these swarms of new books?" moaned Erasmus in 1525. New titles were appearing in such abundance, thousands every year. How could anyone figure out which ones were worth reading? Overwhelmed scholars across Europe worried that good ideas were being lost amid the deluge. Francisco Sanchez, a Spanish philosopher, complained in 1581 that 10m years was not long enough to read all the books in existence. The German polymath Gottfried Wilhelm Leibniz grumbled in 1680 of "that horrible mass of books which keeps on growing"."

    Abstract
    Starts from the premise that meaning is not an intrinsic property of information items. Approaches to 'meaning' in diverse humanities disciplines, including philosophy, psychology, and the history of arts and music, are drawn on to enhance the understanding of meaning in the context of multimedia information retrieval on the Internet. The approaches described include philosophy of language and meaning, psychology of language including repertory grids and semantic differential, iconography and levels of meaning, and representation of music. A consistent theme in all these disciplines is the recognition that meaning is context dependent and may be analyzed at a variety of different levels, with nomenclature and number of levels varying across disciplines. Identifies the strengths and weaknesses of searching and retrieval on the Internet with particular emphasis on subject content and meaning. It shows the limitations of searching using the most basic level of meaning, while attempting to cater for a wide diversity of information resources and users. Recommends enhanced retrieval interfaces linked to the needs of specific user groups and the characteristics of specific media on the Internet

    Technological changes are occuring rapidly and students entering colleges are bringing very disparate computer skills and attitudes. Some students are reluctant to embrace new technologies, others demand electronic resources for all assignments. By considering the computer access and Internet resources available to elementary school students today, it is possible to imagine what tomorrow's users will expect from libraries. Although college students may arrive at libraries with increased computer skills, their knowledge of electronic information may be lacking.     Abstract
    In April 2010, Bill Gates gave a talk at MIT in which he asked: 'are the brightest minds working on the most important problems?' Gates meant improving the lives of the poorest; improving education, health, and nutrition. We could easily add improving peaceful interactions, human rights, environmental conditions, living standards and so on. Philosophy of Information (PI) proponents think that Gates has a point - but this doesn't mean we should all give up philosophy. Philosophy can be part of this project, because philosophy understood as conceptual design forges and refines the new ideas, theories, and perspectives that we need to understand and address these important problems that press us so urgently. Of course, this naturally invites us to wonder which ideas, theories, and perspectives philosophers should be designing now. In our global information society, many crucial challenges are linked to information and communication technologies: the constant search for novel solutions and improvements demands, in turn, changing conceptual resources to understand and cope with them. Rapid technological development now pervades communication, education, work, entertainment, industrial production and business, healthcare, social relations and armed conflicts. There is a rich mine of philosophical work to do on the new concepts created right here, right now.
    Here, we introduce PI now. We cover core ideas, explaining how they relate both to traditional philosophy, and to the conceptual issues arising all over the place - such as in computer science, AI, natural and social sciences, as well as in popular culture. This is the first version, for 2013. Next year we'll tell you about PI 2014. We hope you love PI as much as we do! If so, let us have your feedback, and come back in 2014. Maybe some of you will ultimately join us as researchers. Either way, enjoy it.     Die breiteste Definition stammt von Knowledge Ecology International: Dazu gehören "the social aspects of the creation, management and control of and access to knowledge resources", auch im Zusammenhang von intellectual "property rules" und "mechanisms to enhance access to knowledge, incentives and systems for the transfer of technology to developed countries", "efforts to protect privacy" und sogar "discourage nuclear proliferation", vor allem aber "issues as diverse as freedom of speech, authors' rights, access to public sector information, new models for publishing, organizing and sharing information", etc. etc. So breit angelegt, verschwimmt ein Begriff leicht ins Unverbindliche. Wissensökologie ist verwandt mit dem Begriff der Kommunikationsökologie, der schon Ende der 80er Jahre im Zusammenhang der Technikfolgenabschätzung entstanden ist. Angesichts weitgehender Eingriffe technisierter Kommunikation in alle individuellen und gesellschaftlichen Lebensbereiche/Umwelten sollen deren Auswirkungen auf Mensch, Natur und Gesellschaft untersucht und Vorschläge zur Entwicklung eines nachhaltigen und humanen Austauschs von technologieabhängiger Information entwickelt werden. Eine kommunikationsökologische Übertragung von Umweltverschmutzung in natürlichen Umgebungen auf solche in elektronischen Räumen (Spam, Datenmissbrauch, Orientierungslosigkeit, Verletzung von Privatheit) liegt nahe.

    It is argued that the current generation of online catalogues do not meet basic user expectations about how to search for information. After a brief examination of virtual reality and its associated technology, a new form of online catalogue, the 'virtual reality library' is proposed. Users browse an information space, a computer-controlled set of shelf orderings for items. Its form, workings and design are investigated in detail.     Abstract
    The central problem with understanding brain and mind is the neural code issue: understanding the matter of our brain as basis for the phenomena of our mind. The richness with which our mind represents our environment, the parsimony of genetic data, the tremendous efficiency with which the brain learns from scant sensory input and the creativity with which our mind constructs mental worlds all speak in favor of mind as an emergent phenomenon. This raises the further issue of how the neural code supports these processes of organization. The central point of this communication is that the neural code has the form of structured net fragments that are formed by network self-organization, activate and de-activate on the functional time scale, and spontaneously combine to form larger nets with the same basic structure.
