    Argues that the comprehensive introduction of electronic information resources into libraries has meant a considerable increase in the workload of reference and public services staff and that the staffing needs of these services have been largely ignored in the shift to electronic resources. Compares the typical amount of work and skill required to answer common user requests for information before and after the introduction of the electronic library, to exemplify the additional work in reference services in the electronic library. Lists the new or extended activities and services being carried out by usually the same number of reference/public services staff, stressing that it is the availability of staff as much as resources which will determine how well libraries survive in the elctronic age

    The author, librarian at the USIS Reference Center, the American Embassy, Oslo, does not share other Norwegians' enthusiasm for the Internet and regrets the shift from physical collections to access to information in a virtual library. The boundlessness of cyberspace has led to dissolution of identify for individuals, institutions and nations.     Abstract
    The electronic library and the Internet intensifies the need for information skills in academic research, in 3 categories: judgement; knowledge and operation of resources; and linguistic and logical skills. Outlines strategies for training within the doctoral supervision process. Qualitative data from the Information Access project on current practice among supervisors, suggest that successful training of researchers requires: recognition of the size of the problem; adoption of a different model of library skills training; recognition of the developmental nature of training needs; recognition of the important role research supervisors play alongside librarians; explicit discussion of metacognitive aspects of these skills; formulation of training policy by national and local institutions; training and support for supervisors themselves; and the nees for academics and students to take resposibility for their learning in this area

    Abstract
    Auf dem Weg in die globale Informationsgesellschaft werden öffentliche Bibliotheken ihre Dienstleistungen entsprechend modifizieren müssen. In dieser Arbeit wird deshalb zunächst die Rolle öffentlicher Bibliotheken in der Informationsgesellschaft diskutiert, die sich daraus ergebenden neuen Aufgabenbereiche der Bibliotheken, Applikationsfelder des Internet in der bibliothekarischen Praxis, sowie Probleme des Einsatzes von Internet in öffentlichen Bibliotheken besprochen. Im zweiten Teil der Arbeit wird die Studie des Project GAIN vorgestellt, um Erfahrungswerte öffentlicher Bibliotheken zur Installation eines Internet-Anschlusses und der Integration des Internet in deren Service vorzulegen. Die Helsinki City Library und die Internet Public Library liefern außerdem Beispiele einer kreativen Umsetzung tradtioneller Dienstleistungen öffentlicher Bibliotheken in Internet-Serviceleistungen.     Im Vergleich mit der konventionellen Bibliothek stellt der Autor schrittweise die Recherchemöglichkeiten in der virtuellen Bibliothek Internet vor. Dabei werden detailliert Methoden und Strategien zur Informationsgewinnung zunächst beschrieben und anschließend mit Anwendungsaufgaben eingeübt.     Abstract
    Daß die Computernetze in den USA ihre Wuzeln unter anderem in den Grass-Roots-Initiativen haben, ist bekannt. Weniger bekannt ist, daß das Projekt der Clinton/Gore-Regierung zur Schaffung einer Informations-Infrastruktur auch von aktiven Bürger-Initiativen kritisch-konstruktiv begleitet und beeinflußt wird. Während in Deutschland die Weichen für die zukünftige Mediengesellschaft hinter verschlossenen Türen gestellt werden, ist dies in den USA ein offener Prozeß. Dabei ist die zentrale Frage, wie eine Grundversorgung der Bevölkerung mit Information sichergestellt werden kann

    Abstract
    Der erste WiNShuttle-Zugang zum Wissenschaftsnetz wurde im Dezember 1995 in der StB Stuttgart geschaltet. Seitdem stehen den Besuchern der StB Computer mit ZUgang zum Internet zur Verfügung. Einführungen und Veranstaltungen zum Thema ergänzen das Angebot. Mit WiNShuttle wird es öffentlichen Bibliotheken möglich, ihr traditionelle Informationsangebot mit digitalen Informationen 'aus dem Netz' zu ergänzen. Gleichzeitig leisten sie einen Beitrag zur Vorbereitung ihrer Nutzer auf die Informationsgesellschaft
