    Taking a step beyond Meta search engines which require Web site evaluation skills and a knowledge of how to construct effective search statements, we encounter the concept of a seamless, Web-based library. These are electronic libraries created by information professionals, Meta sites for the 21st Century. Here is a place where average people with average Internet skills can find significant Web sites arranged under a hierarchy of subject categories. Having observed client behavior in a university library setting for a quarter of a century, it is apparent that the extent to which information is used has always been determined by content applicable to user needs, an easy-to-understand design, and high visibility. Recently, a handful of articles dealing with the mechanisms and personal use of Usenet have appeared in the library literature, but little attention has focused on Usenet as a reference tool.     Abstract
    Although at first sight the WWW appears to have the potential for making printed reference sources obsolete, a systematic study of 104 reference questions, at the West Virginia Library Commission, demonstrated that, although the WWW is a powerful source of information, at the present time it is not a source that will answer a majority of reference questions. The WWW is strong in some categories of referenc equestions and weak in others. Time spent searching the WWW is another factor that must be taken into consideration by reference librarians. Concludes that it is not a wise decision to discard a reference book that will answer a question in 5 minutes when it will take 20 minutes to find the answer on the Web

    Abstract
    In a reassessment of Internet usage for reference purposes, data are tabulated from a 1995 class in advanced electronic searching and compared with a previous study from fall 1994. The current data are from 195 searches initiated by students assigned questions on a series of topics: science and technology, medicine and biology, social sciences, arts and humanities, current events, business, legal and government information. The Internet was selected as a viable source 58% of the time and determined to be successful in 86% of theses searches. Although both the selection and success rates differ with the topic being searched and the individual searchers, there is a considerable increase in both Internet selection and success rates from those of the previous year
