    Abstract
    The explosive growth in client server technology, and the availability and popularity of Internet based navigational tools and access services, present reference libraries with a range of opportunities to expand the quality of its services and the scope of its mission. Proposes, however, that this sudden rate of change in the underlying technological infrastructure has surpassed the ability of most libraries to identify, let alone assimilate, these opportunities properly. Examines emerging Internet based strategies for community libraries, and suggests the need for a new set of information access models in the areas of: user access and control; rights and usage tracking; cost recovery on WWW based services; Internet based interloans; self service for remote users; and community marketing via the Web

    Abstract
    Am 1. Oktober 2000 fiel der offizielle Startschuss für ein neues Projekt im Rahmen der Digitalen Bibliothek. Ab sofort sollen die Vorteile der DigiBib nicht mehr nur staatlichen Hochschulen, sondern auch Öffentlichen Bibliotheken zurVerfügung stehen. Drei Öffentliche Bibliotheken, die Stadt- und Landesbibliothek Dortmund, die StadtBibliothek Köln und die Stadtbüchereien Düsseldorf, haben sich entschlossen, als Pilotanwender in einem auf zweieinhalb Jahre angelegten Projekt für ihre Nutzer einen Zugang zu diesem Such- und Informationswerkzeug einzurichten. Der StLB Dortmund steht ihr Zugang seit Mitte März zur Verfügung, während die StB Köln ihren seit Mitte Juni nutzen kann. Beide Bibliotheken stellen ihren Kunden je zwei PCs ausschließlich für die Benutzung der DigiBib zur Verfügung. Natürlich kann die DigiBib auch von den anderen Internet-Arbeitsplätzen aus genutzt werden. Die Stadtbüchereien Düsseldorf verfügen derzeit (Juli 2001) nur über einen Testzugang. Dies wird sich mit der Fertigstellung des Web-OPAC, spätestens aber im Herbst diesen Jahres ändern. Auf Basis der gewonnenen Daten und Erfahrungen soll letztendlich allen Öffentlichen Bibliotheken die Teilnahme an der DigiBib ermöglicht werden.

    Abstract
    The proliferation of digital information resources and electronic databases challenges libraries and demands that libraries develop new mechanisms to facilitate and better inform user selection of electronic databases and search tools. We developed a prototype, Web-based database selection expert system based on reference librarian's database selection strategy. This system allows users to simultaneously search all databases available to identify databases most relevant to their quests using free-text keywords or phrases taken directly from their research topics. This article reports on (1) the initial usability test and evaluation of the Selector-the test design, methodology used, performance results; (2) summary of search query analyses; (3) user satisfaction measures; (4) the use of the findings for further modification of the Selector; and (5) the findings of using randomly selected subjects to perform a usability test with predefined searching scenarios. Future prospects of this research have also been discussed in the article.

    Abstract
    Reports on the performance of five free digital reference services (DRS) in answering ten reference questions. The first five questions were of a simple, factual, nature which should have ready answers. The second set of five were based on the subject of film studies. The answers to these questions varied from a simple one- or two-word response, to more extensive information, such as question 10. This study notes the use of various delivery methods for DRS: chat, Web forms, e-mail. It outlines the individual and co-operative approaches; and the challenges posed to the academic libraries by the so-called expert services. This study also intends to check if the services would ask for further information to ensure accuracy or simply provide the best answer based on the first query. It finds that there is often a trade-off between speed of response and quality or accuracy of response.

Variously called "live reference," "virtual reference," or "chat reference," these Services utilize chat, MOO, instant messaging, and other online technologies to extend the live, synchronous interaction of the library reference desk to the Internet. In 2001, Stephen Francoeur found 272 libraries with chat reference Services worldwide, and in June 2003 Bernie Sloan's online listing of chat consortia included 47 consortia, which together represented more than 550 U.S. libraries. (Francoeur, 2001; Sloan, 2003) Jana Ronan's book is the latest entrant among recent works intended to guide librarians in the growing trend of setting up synchronous online "chat reference" services, and provides information about selecting software, setting service policies, conducting training, and managing staffing for a variety of different service configurations. Ronan, who serves as Interactive Reference Coordinator for the George A. Smathers Libraries at the University of Florida, Gainesville, covers the practical aspects of launching and managing chat reference services in 10 chapters, followed by five chapters of individual case studies contributed by other authors who describe chat reference implementations at SUNY Morrisville, Austin Peay State University, Paradise Valley Community College, University of South Florida, and the University of Florida.
    Other recent works in this field include Marc Meola and Sam Stormont's 2002 "how to do it manual" for starting and operating live reference services, and Anne Grodzins Lipow's 2003 "handbook" for virtual reference librarians (Meola & Stormont, 2002; Lipow, 2003). As with Ronan's book, each of these is targeted toward librarians who are considering offering live interactive online reference services as part of a digital library presence. While Meola and Stormont provide extensive guidance an adapting chat services to specific staffing configurations and Lipow focuses more deeply an developing staff skills for the chat reference interaction, Ronan's book offers the most comprehensive overview for analyzing and selecting among chat reference software choices. Ronan's first two Chapters are focused an software choices. Chapter 1 describes "basic" software such as Internet Relay Chat (IRC), MOO, instant messaging, and Web-based chat, while Chapter 2 covers "advanced" options such as online distance education courseware and Web-based call center software. In Chapter 3, Ronan discusses the audience for chat reference services. Chapter 4 concerns the criteria for selecting "real time software" appropriate for the library and its users. Chapter 5 explores staffing models of all types, from recruitment of regular staff to work extra hours to outsourcing of chat reference work among vendors, consortia, and independent contractors.

    Abstract
    Reports results of a questionnaire survey, conducted by the School of Information and Media, Robert Gordon University, Aberdeen, Scotland, between June and November 1997, to compare and contrast the range and value of use of the Internet with traditional reference sources in Scottish public libraries. Data was collected on the extent of Internet connectivity in Scottish public libraries in 1995, the uses of the Internet in public libraries and the percentages of library staff using it and the type of work for which they are using it. The current study built upon the work of the UKOLN survey by looking at the use of the Internet in reference work by library reference staff in comparison to their usage of traditional printed sources. Recommends that consideration ahould be given to obtaining additional external funding for Internet and WWW access, authorities should consider allocating more resources to training reference staff in Internet use, consideration should be given to providing reference staff with training on the technical difficulties associated with using the Internet and information on authoritative, quality Web sites should be made available to reference staff in all public libraries

    Abstract
    This article discusses the history and emergence of non-library commercial and noncommercial information services on the World Wide Web. These services are referred to as "expert services," while the term "digital reference" is reserved for library-related on-line information services. Following suggestions in library and information literature regarding quality standards for digital reference, researchers make clear the importance of developing a practicable methodology for critical examination of expert services, and consideration of their relevance to library and other professional information services. A methodology for research in this area and initial data are described. Two hundred forty questions were asked of 20 expert service sites. Findings include performance measures such as response rate, response time, and verifiable answers. Sites responded to 70% of all questions, and gave verifiable answers to 69% of factual questions. Performance was generally highest for factual type questions. Because expert services are likely to continue to fill a niche for factual questions in the digital reference environment, implications for further research and the development of digital reference services may be appropriately turned to source questions. This is contrary to current practice and the emergence of digital reference services reported in related literature thus far.

    Abstract
    There is very little qualitative data on what impact the Internet is having on information seeking in the workplace. Using open-ended interviews, questionnaires and observation, the impact of the Internet on the British Media was assessed. The focus was largely on newspapers, with The Guardian being covered in some depth. Over 300 journalists and media librarians were surveyed. It was found that amongst traditional journalists use was light. Poor access to the Internet - and good access to other information resources - were largely the reasons for this. Of the journalists it was mainly the older and more senior journalists and the New Media journalists who used the Internet. Librarians were also significant users. Searching the World Wide Web was the principal Internet activity and use was generally conservative in character. Newspapers and official sites were favoured, and searches were mainly of a fact-checking nature. Email was used on a very limited scale and was not regarded as a serious journalistic tool. Non-users were partly put off by the Internet's potential for overloading them with information and its reputation for producing information of suspect quality. Users generally dismissed these concerns, dealing with potential overload and quality problems largely by using authoritative sites and exploiting the lower quality data where it was needed. Where the Internet has been used it has not been at the expense of other information sources or communication channels, but online hosts seem to be at most risk in the future.

Das Dilemma von Suchmaschinen wird dabei offensichtlich: Ausgerechnet der Name des Werbesponsors, für den Verona ihr Sprüchlein aufsagen darf, ist unter den Verweisen nicht zu entdecken: Telegate AG. Dabei bietet der Münchner Telekom-Konkurrent mit dem Handelsgiganten Metro Holding und Ex-Postminister Christian Schwarz-Schilling als Kapitalgeber mehr als nur Auskunft über Telefonnummern: Anrufer können unter der Nummer 11880 zum Beispiel auch Adressen, Postleitzahlen, Börsenkurse, Konzerttermine oder Wetterprognosen erfragen. Dauert die Antwort länger als zwei Minuten - bis dahin sind 2,904 Mark fällig - verspricht Telegate kostenlose Offline-Recherche mit, Rückruf. Als Beispiel nennt die Telegate-Werbung die Suche nach der Adresse eines alten Schulfreunds, den man aus den Augen verloren hat. Quelle für solche Auskünfte ist das Internet. Neben Telegate entdecken jetzt auch andere Anbieter das Geschäft mit Ratsuchenden für alle Lebenslagen. Angesichts von gegenwärtig vier Milliarden Internet-Seiten mit einem Zuwachs von sieben Millionen Seiten pro Tag, so die Schätzung des Internet-Forschungsinstituts Cyveillance, sind Orientierungsprobleme im Netz vorprogrammiert. Suchmaschinen werfen auf Schlagworteingabe oft eine Unzahl von Verweisen aus - und lassen den Suchenden ratlos. - Exotische Fragen - Das stellten auch die Marktforscher Fittkau & Maaß bei einer Online-Umfrage fest: 57 Prozent der Internetsurfer finden es schwierig, Informationen aufzuspüren, 36 Prozent haben Probleme, vorhandene Seiten im World Wide Web zu finden und über ein Fünftel konnte nicht einmal bereits besuchte Websites wiederfinden. Dabei hat die Info-Sintflut erst begonnen. Die School of Information und Management Systems der University of California in Berkeley hat herausgefunden, dass allein 1999 1,5 Exabyte (1,5 Millionen Terabyte) neuer Daten erzeugt wurden - das sind 1.500.000.000.000.000 Bücher im Umfang von rund 300 Seiten. Derzeit taxieren die Autoren Hal Varian und Peter Lyman das Volumen aller weltweit verfügbaren Informationen auf zwölf Exabyte (= zwölf Millionen Terabyte), bis 2003 werden noch mehr Informationen erzeugt werden. Das bedeutet: In etwas mehr als zwei Jahren entstehen mehr Informationen als in den letzten 300 000 Jahren zusammen. Angesichts solcher Zahlen dürften Auskunftsdiensten goldene Zeiten bevorstehen.     Abstract
    Die sich rasant verändernde Informationslandschaft erfordert ein Umdenken in den verschiedenen Informations- und Dokumentationsstellen; es gibt kaum noch einen Arbeitsbereich, der nicht stetigen Umwälzungen unterworfen ist. Besonders in der Auskunftstätigkeit sehen wir uns mit neuen Herausforderungen konfrontiert, um der zunehmenden Disintermediation zu begegnen. Unseren Kunden stehen übers Internet vielfältige Wege zur Verfügung, um sich die Informationen selbst zu beschaffen, was jedoch meist dazu führt, dass sie sich in den Weiten des World Wide Web verlieren. Die Kompetenz und sachkundige Navigationshilfe der Informations- und Dokumentationsspezialisten wird demnach je länger, umso mehr gefordert sein; es verändert sich lediglich die Art und Weise des Auskunftgebens: ,Librarians need to more formally incorporate this awesome information power into a new model of service provision so that they may position themselves to meet the needs of reference services in the next century". Vor diesem Hintergrund drängt sich nicht nur ein anderes Vorgehen beim Kundeninterview auf, sondern es stellt sich ebenfalls die Frage, wie man die Informations- und Kommunikationstechnologien (l+K-Technologien) sinnvoll einsetzen kann, sowohl für den konventionellen als auch für den virtuellen Auskunftsdienst. Das zunehmende Aufkommen virtueller Universitäten verlangt nach neuen innovativen Ideen, um den potenziellen Studenten angemessene Dienstleistungen zu bieten, die es ihnen erlauben, das ganze Spektrum der l+K-Technologien voll auszuschöpfen. Virtuelle Auskunftsdienste bzw. "virtual reference desks" sind immer häufiger beliebte Themen in der Fachpresse und werden in Zukunft als entscheidender Wettbewerbsfaktor gelten. Wie kann man die vorhandenen Informationen so bündeln und kanalisieren, dass unsere Kunden so rasch und so effizient als möglich zu den von ihnen nachgefragten Inhalten kommen? Ein kurzer Überblick über den heutigen Entwicklungsstand der "virtual reference desks" zeigt auf, dass vor allem die "Internet Public Library" (IPL) auf diesem Gebiet Pionierarbeit geleistet hat, dass ihre Angebote jedoch nicht über E-Mail-Auskunft hinausgehen. Anhand eines dreistufigen Auskunftsmodells werden fortschrittliche Möglichkeiten aufgezeigt, wie man Fernauskunft unter Einbezug aller Internetdienste (E-Mail, Newsgroups, Chat, WWW) abwickeln und gestalten könnte, wobei vor allem technische Ansätze berücksichtigt werden, das ganze Umfeld einer virtuellen Universität jedoch nicht außer Acht gelassen wird.
