    Abstract
    The history of user evaluation of reference service is traced and related to other methods of reference evaluation, including librarian self report of success, behavioral guidelines, and ubobtrusive observation. The evidence to be derived from presently available user evaluations is considered in the light of criteria for a reference evaluation instrument. Concludes that reference success cannot be explained by any one group of factors, and that the best evaluation will utilize many methods

    The strategic vision for information services at the University of Maryland at Baltimore incorporates the integration concept advocated by the National Libary of Medicine.     Abstract
    The emergence of free online information services focused on the needs of local communities is a growing phenomenon around the nation. This report outlines the development of one such service, CapAccess, in the Washington, DC metropolitan area. It focuses on the coalition of organizations and individuals whose voluteer efforts have set the stage for its establishment as an ongoing resource in the local community. Participating entities like local governments, public libraries, social service organizations, and schools, most of whom are not likely to finace their own online platforms, now use CapAccess fir real service but also as an incubator to test the interconnected medium for their future outreach and service needs. Being situated in the nation's capital at the time of an activist administration also presents CapAccess with additional opportunities as a participant in national networking programs; and the challenges of a dual mission to consider if those are pursued. This report also discusses the underdeveloped potential of community networks to serve as local platforms for pilot projects that are part of the NREN and more specific National Information Infrastructure initiatives. Because the value of these initiatives is not so much the technology they put into use (at the outset, computer bulletin boards services, many with Internet connections), their primary value is in the local coalitions they bring together

The main speaker, Patrick Wilson, spoke on consequences of information overload and rapid conceptual change.     Abstract
    In Germany there are currently only 3 public libraries which supply information by means of external data bases: the munipical library systems of Duisburg, Cologne and Düsseldorf. Staff members belonging to the working group which has been established by these 3 institutions report their experiences to date. Findings revealed that data base searches offer a valuable supplement to the traditional reference tools, that new groups of users can be won by providing electronic information retrieval, and that the image of the library was raised in the eyes of the general public and the city administration. On the other hand, considerable effort is necessary in order to publicise the service and there are significant costs involved for the library and its users

    Abstract
    This paper is a summary of a final report that assessed the impact of providing Internet connectivity to rural public libraries. The purpose of the evaluation was to determine impacts on the librarians, libraries, local communities, and the larger Internet community as a results of Internet connectivity. The results of this study indicate that a number of important impacts and benefits resulted from the Internet connections, that such an approach is technological feasible, and that the librarians in the study were able to master the skills and competencies required. The paper describes critical success factors for public libraries connecting rural public libraries to the Internet

    Abstract
    Discusses the nature of reference work and the role of reference librarians in digital libraries where many users serve themselves by means of the Bath ISI Data Service (BIDS) and other free-at-point-of-use information services which emulate the Bath service (MIDAS, EDINA). Considers how the concept of the 'reference desk' can be defined where points of presence for both users and librarians are distributed. Reports results of research, undertaken in Edinburgh, Scotland, to explore these issues in the context of the enhanced regional communications available through EaStMAN (Edinburgh and Stirling Metropolitan Area Network). The project involved the BIOSIS Abstracts service hosted by the EDINA consortium and linked 3 university libraries (Edinburgh University, Heriot-Watt University and Napier University). Investigated the experiences of users and the work patterns of librarians and related these to the design rationale of a prototype WWW based network reference consultation support system. Focused on types of user problems end expert responses across various media and genres of interaction.
