    Schwerpunkt betriebliche Bildung Wie schon gesagt, es ist ein Konzept, das auf große Verhältnisse passt. Eine Anpassung der primär auf Firmen bezogenen Überlegungen an größere wissenschaftliche und Öffentliche Bibliotheken wäre leichter zu vollziehen als eine Anpassung an kleinere Einheiten. Hier wäre eine solche permanente Fortbildung innerhalb des Trägerrahmens sicher schwer zu organisieren und ihr eine solche Priorität einzuräumen, wie St. Clair es vorschlägt. Wenn aber die Ausund Fortbildung Träger übergreifend, beispielsweise bei einem Regionalverband, organisiert wird, verpufft der starke Impuls, der auf die Organisation selbst zurückwirken soll. Weiter stimmt skeptisch, dass das Konzept sich ganz und gar auf die betriebliche Bildung stützt. Wie wir aus mannigfachen Umstrukturierungsprozessen von Organisationen wissen, wird da oft lediglich mit Begriffen an der Oberfläche operiert, ohne dass - beispielsweise aus Gründen der Macht oder der Trägheit von Mitarbeitern - tiefere Veränderungen stattfinden. Blaupause für Veränderungsprozesse Insofern also ist dieser Rahmen nur bedingt tauglich für eine Umsetzung. Dennoch gehört dieses Buch nicht nur in die Hand von Hochschullehrern, Bibliotheksleitern und von Managern größerer Firmen, sondern auch in die Hand jener, die mit der Weiterentwicklung des Informationswesens betraut oder daran interessiert sind: Selbst wenn keine Umsetzung eins zu eins infrage kommt, so ist der Text sehr inspirierend für die Antwort auf die Frage, wie die Aus- und Fortbildung vor dem Hintergrund steigender Anforderungen in Folge der Entwicklung des Informationsbedarfs hin zu einem Wissensbedarf umstrukturiert werden könnte. Und nicht nur das: Von St. Clair kann man allemal lernen, wie man einen Veränderungsprozess strukturell anpacken kann. Der Text eignet sich daher sowohl als großes Konzept oder als »Denkpartner« für eigene konzeptionelle Überlegungen. Inspirierend ist er allemal, das beigefügte Sachregister hilft beim punktuellen Zugriff auf einzelne Sachverhalte."

    Abstract
    Let us start with a simple scenario: a man asks a woman "how high is Mount Everest?" The woman replies "29,029 feet." Nothing could be simpler. Now let us suppose that rather than standing in a room, or sitting on a bus, the man is at his desk and the woman is 300 miles away with the conversation taking place using e-mail. Still simple? Certainly--it happens every day. So why all the bother about digital (virtual, electronic, chat, etc.) reference? If the man is a pilot flying over Mount Everest, the answer matters. If you are a lawyer going to court, the identity of the woman is very important. Also, if you ever want to find the answer again, how that transaction took place matters a lot. Digital reference is a deceptively simple concept on its face: "the incorporation of human expertise into the information system." This lecture seeks to explore the question of how human expertise is incorporated into a variety of information systems, from libraries, to digital libraries, to information retrieval engines, to knowledge bases. What we learn through this endeavor, begun primarily in the library context, is that the models, methods, standards, and experiments in digital reference have wide applicability. We also catch a glimpse of an unfolding future in which ubiquitous computing makes the identification, interaction, and capture of expertise increasingly important. It is a future that is much more complex than we had anticipated. It is a future in which documents and artifacts are less important than the contexts of their creation and use.

    The role of technology in both intelligence and information science is just one question explored in Covert and Overt, which takes on more fundamental issues as well. Even the ubiquitous "What is information?" debate is revisited. But the questions asked are always subordinate to the overarching theme of bringing concepts and techniques of intelligence and information science together and examining the results. The process and lifecycle of intelligence is explored and mapped to information science methods, primarily indexing and information retrieval. In more historical explorations undertaken by contributors, it becomes apparent that intelligence and information science have always been closely aligned, but that this alignment is not always perceived by those engaged in intelligence work. Interestingly, and probably not surprisingly, a general consensus seems to be that library and information science practitioners involved in intelligence were (and are) more capable of seeing the complementary nature of the techniques information science brings to intelligence services than many intelligence professionals, who often needed demonstrations of efficacy to be convinced. Structurally, the book is divided into four parts, moving from anecdotal accounts through to discussions of definition and theory. Part 1, "Information Science and Intelligence: Reminiscences and Reflections from World War II to Today" is comprised of the personal stories of information scientists who also served as intelligence professionals at various times during and since World War II, collected from special panel presentations at the 2001 and 2002 American Society for Information Science and Technology (ASIS&T) annual conferences. These contributors include former American and British servicemen and intelligence officers who all relate a common experience of dealing with information, documents, and other records in the pursuit of intelligence goals.

Fourie): "A substantial literature exists on artificial intelligence (AI) and expert systems in general, as well as in Library and Information Science (LIS). Many reports are over-confident and grossly exaggerate the power and potential of artificial intelligence (AI). This is especially true of the first phase of At, and to some extent also of the third phase that is stimulated by developments surrounding the Internet. The middle phase was mostly marked by disillusionment about the potential of Al and expert systems. The confusion around the promises made by AI and the lack of operational success, leaves managers of library and information services with the dilemma of distinguishing between worthwhile research reporting on operational projects and projects that exists only on paper or in the researchers' heads. It is very difficult to sieve between the two when working through the subject literature, and to distinguish between working technology/applications and wishful thinking. This might be one reason why working systems are sometimes ignored. According to Lancaster and Warner, library managers must also look much wider than the LIS literature to note new trends; this can, however, become a daunting task. Against this background the authors report on a study conducted with the support of the Special Libraries Association's Steven I. Goldspiel Memorial Research Grant. The objective of the study was to gain sufficient familiarity with the developments in Al and related technologies to make recommendations to the information service community on what can be applied, and what to expect in the near future. The intention therefore was to focus on systems that are actually operational, and systems that hold potential for the future. Since digital libraries seems an inevitable part of our future, applications concerning them features strongly in the final recommendations. The scope of AI in Library and Information Science depends on the interpretation of the concepts artificial intelligence and expert systems. "If a system has to `behave intelligently' (e.g. make inferences or learn from its mistakes) to qualify as having AI, few such systems exist in any application. On the other hand, if one accepts that a system exhibits AI if its does things that humans need intelligence to do, many more systems would qualify" (p. 107). One example is the field of subject indexing. The same would apply if a more relaxed definition of expert systems is applied as a system that "can help the non-expert perform some task at a level closer to that of an expert, whether or not all the essential components are in place" (p. 107). Most of the AI literature relevant to libraries falls in the field of expert systems. Case has written an ambitious book to create an overall picture of the major approaches to information needs and seeking (INS) studies. The aim to write an extensive review is reflected in the list of references containing about 700 items. The high ambitions are explained an p. 14, where Case states that he is aiming at a multidisciplinary understanding of the concept of information seeking. In the Preface, the author characterizes his book as an introduction to the topic for students at the graduate level, as well as as a review and handbook for scholars engagged in information behavior research. In my view, Looking for Information is particularly welcome as an academic textbook because the field of INS studies suffers from the lack of monographs. Along with the continuous growth of the number of journal articles and conference papers, there is a genuine need for a book that picks up the numerous pieces and puts them together. The use of the study as a textbook is facilitated by clearly delineated sections an major themes and the wealth of concrete examples of information seeking in everyday contexts. The book is lucidly written and it is accessible to novice readers, too. At first glance, the idea of providing a comprehensive review of INS studies may seem a mission impossible because the current number of articles, papers, and other contributions in this field is nearing the 10,000 range (p. 224). Donald Case is not alone in the task of coming to grips with an increasing number of studies; similar problems have been faced by those writing INS-related chapters for the Annual Review of Information Science and Technology (ARIST). Case has solved the problem of "too many publications to be reviewed" by concentrating an the INS literature published during the last two decades. Secondly, studies an library use and information retrieval are discussed only to a limited extent. In addition, Case is highly selective as to studies focusing an the use of specific sources and channels such as WWW. These delineations are reasonable, even though they beg some questions. First, how should one draw the line between studies an information seeking and information retrieval? Case does not discuss this question in greater detail, although in recent years, the overlapping areas of information seeking and retrieval studies have been broadened, along with the growing importance of WWW in information seeking/retrieval. Secondly, how can one define the concept of information searching (or, more specifically, Internet or Web searching) in relation to information seeking and information retrieval? In the field of Web searching studies, there is an increasing number of contributions that are of direct relevance to information-seeking studies. Clearly, the advent of the Internet, particularly, the Web, has blurred the previous lines between INS and IR literature, making them less clear cut. The book consists of five main sections, and comprises 13 chapters. There is an Appendix serving the needs of an INS textbook (questions for discussion and application). The structure of the book is meticulously planned and, as a whole, it offers a sufficiently balanced contribution to theoretical, methodological, and empirical issues of INS. The title, Looking for Information: A Survey of Research an Information Seeking, Needs, and Behavior aptly describes the main substance of the book. . . . It is easy to agree with Case about the significance of the problem of specialization and fragmentation. This problem seems to be concomitant with the broadening field of INS research. In itself, Case's book can be interpreted as a struggle against this fragmentation. His book suggests that this struggle is not hopeless and that it is still possible to draw an overall picture of the evolving research field. The major pieces of the puzzle were found and the book will provide a useful overview of INS studies for many years."

    Abstract
    Academic librarians have a long and rich tradition of collaborating with discipline-based faculty members to advance the mission and goals of the library. Included in this tradition is the area of information literacy, a foundation skill for academic success and a key component of independent, lifelong learning. With the rise of the general education reform movement on many campuses resurfacing in the last decade, libraries have been able to move beyond course-integrated library instruction into a formal planning role for general education programmatic offerings. This article shows the value of 1. strategic alliances, developed over time, to establish information literacy as a foundation for student learning; 2. strong partnerships within a multicampus higher education system to promote and advance information literacy efforts; and 3. assessment as a key component of outcomes-based information literacy activities.

    Abstract
    This work tackles one of the fundamental problems of information management - how to get the right information to the right person at the right time. It provides a practical framework to enable information services to gather information from users in order to aid information system design, and to monitor the effectiveness of an information service. This new edition has been fully revised and now has increased coverage of the Internet. On another, it is a commentary an changing information roles and responsibilities in organizations. The main theme is aimed at information professionals (usually librarians) who want to learn the nuts and bolts of how to conduct an "information audit," how to develop an "information policy," and how to create an "information strategy." The subtext-that information management is everyone's responsibility-is a more radical (and interesting) message. An information strategy as defined by the author is an action plan for managing and applying an organization's information resources and supporting its essential knowledge base (the people who contribute and use information to achieve the organization's objectives). The emphasis is an a specific problem, function, or departmentnot the entire enterprise. For example, a strategy might be aimed at capturing knowledge that is transferred informally among employees or making an information system more efficient, less error prone, and more accessible. According to Orna, an information strategy is the last stage of a three-step process that begins with an audit (needs assessment), which is the basis tot a policy (objectives, priorities, and metrics). As she defines it, the audit describes "what is" in terms of information use. The policy describes "what should be," and the strategy shows how to get from "what is" to "what should be."
