    Abstract

    Abstract
This paper discusses critically the theoretical and methodological background to an Economic and Social Research Council (ESRC) research project designed to investigate the impact of information and communications technologies (ICTs) on the communication of parliamentary and legislative information to the general public or citizen. It sets out the context of the study in terms of the changes in governance, resulting from devolution and, via a wide ranging literature review, describes the ways in which the authors' research approach has developed. The design of the project methodology, that of an interactive online interview executed via a roadshow, is also described.

    Abstract
This article characterises the questioning behaviour in reference interviews preceding delegated online searches of bibliographic databases and relates it to questioning behaviour in other types of interviews/settings. With one exception, the unit of analysis is the question (N=610), not the interview. The author uses A.C. Graesser's typology of questions to analyse type of question and M.D. White's typology of information categories to determine the question's content objective; this is the first application of Graesser's typology to interview questions in any setting. Graesser's categories allow for a more subtle understanding of the kind of information need underlying a question. Comparisons are made between questions asked by the information specialist and those asked by the client. Findings show that the information specialist dominates the interview, about half the questions were verification questions and about 22% were judgemental questions or requests; all but four types of questions from Graesser's categories appeared in the interviews, but no new question types were discovered. Clients often phrase questions as requests. In content, both clients and information specialists focus on the subject and service requested, but the clients ask also about search strategy and output features. Both parties ask predominantly short-answer questions. Results are related to interface design for retrieval systems.

    Abstract
Purpose - The current study aims to review the different publications dealing with information literacy and the emerging trends reflected over the ten years, 1999-2009, in the Web of Science (WOS) database. Design/methodology/approach - The study presents both a statistical descriptive analysis of document type, subject areas, authors, source titles, publication years, languages, countries and keywords of publications extracted from the WOS database, as well as a thorough content analysis of keywords and abstracts extracted from the WOS database. Findings - The main results suggest that the term information literacy has various characteristics in an additional and interesting context: health and medicine. This finding may reflect a tendency of association between information literacy and health and medicine and stresses people's need for information literacy in this specific context. Originality/value - The current study emphasises the notion that information literacy is no longer an issue for librarians or educators only.

    Abstract
Understanding users' attitudes and perceptions and their influence an behavior is crucial to predict the use of community information and communication technology. In this study, the authors attempt to uncover this process by elaborating an I. Ajzen's (1985, 1991) theory of planned behavior (TPB), a widely applied social behavior model. The developed structural equation model (SEM) was tested using a sample of 417 users of a community network. The final selected model, which was called the community network use model, included seven predictors of use: three behavioral beliefs (i.e., Learning, Social Interactions, and Community Connection), Normative Beliefs Individuals, Attitude, Subjective Norm, and Intention. In particular, Intention moderated the relationships between Use and the other six variables. Further, beliefs in both Community Connection and Social Interactions were directly related to community network use, as was Attitude. Belief in Community Connection was indirectly and positively related to community network use via Intention; Belief in Community Connection was directly and negatively related to Use. These latter two findings suggest that Belief in Community Connection serves as both a facilitator and inhibitor of community network use depending an whether belief is followed by intention. Implications are discussed.

    Abstract
Purpose - The aim of this paper is to determine the essential features of information literacy; what role it should play in university library user education; and how programs can be best implemented. Design/methodology/approach - The researchers systemically surveyed and reviewed publications related to information literacy and library user education. Findings - It was found that a well-designed information literacy program benefits the library and its staff, faculty, and students; librarians should play a leading role in the design and operation of programs, but collaboration with faculty, IT professionals and students is essential; programs should be embedded in the curriculum, be largely cooperative, and be problem-based; evaluation and assessment are essential components; emphasis should be placed on first-year students; and, ideally, the librarians will turn into educators and the library will become a learning center combining learning, research and technology. Research limitations/implications - This paper reflects the opinions of the researchers and the authors of the reviewed literature who have insights into the issues related to information literacy and library user education. These opinions present useful guidelines for both librarian and teacher practitioners. Originality/value - This paper provides a point of view on the relationship between information literacy and library user education in the six themes described above.

    Abstract
The authors are students of librarianship in the faculty of philosophy at Ljubljana University, Slovenia. Users were asked to describe their library visits and summarise what was most helpful and least helpful about the service received. In the list of best practices, the most frequent feature was that the staff member really listened (58,9%). Other aspects of most helpful behaviour (e.g. using different body language, showing genuine interest, willingness to investigate further) occured in less than 40% of the interviews. 3 features of least helpful behaviour were listed in more than 30% of the cases; not asking the user anything about the question and making no effort to determine the specific need, not telling the user what he/she was doing, making no effort to determine whether the user had found the relevant information

    Abstract
In networked information environments, using server-browser architectures, nearly all information finding episodes become extended interactions between the user and the system. In this setting the system needs some way to "understand" what the user is seeking, as this goal adapts and is modified during a session or a series of sessions. We describe a formal model, in which the model of the user's quest is represented as a generalized abstract "response function" representing the user's response to the information delivered by the system. Representing this response as u(n) = Q(S(n - 1)) shows that the user's utterance u(n) at a time step n is determined according to the user's "response function" Q by the materials S(n - 1) that had been presented up through the previous time step n - 1. The entire history of materials presented thus plays a role in determining the user's response, providing a very rich probe into the precise nature of the user's information quest, here represented by the rule Q. We show how this gives rise naturally to a new model for assimilating relevance feedback information, and to the concept of itineraries in the information network. Finally the concept of an information quest Q, provides a natural framework for considering the time dependence of information about the user's needs, and for various models of information aging. The use and effectiveness of this concept are illustrated with data collected in the Ant World Project at Rutgers
