    Abstract
    Multilingual controlled vocabularies are rare and often very limited in the choice of languages offered. TIIARA (Taxonomy for Image Indexing and RetrievAl) is a bilingual taxonomy developed for image indexing and retrieval. This controlled vocabulary offers indexers and image searchers innovative and coherent access points for ordinary images. The preliminary steps of the elaboration of the bilingual structure are presented. For its initial development, TIIARA included only two languages, French and English. As a logical follow-up, TIIARA was translated into eight languages-Arabic, Spanish, Brazilian Portuguese, Mandarin Chinese, Italian, German, Hindi and Russian-in order to increase its international scope. This paper briefly describes the different stages of the development of the bilingual structure. The processes used in the translations are subsequently presented, as well as the main difficulties encountered by the translators. Adding more languages in TIIARA constitutes an added value for a controlled vocabulary meant to be used by image searchers, who are often limited by their lack of knowledge of multiple languages.

    Abstract
    A number of studies have examined the problems of query expansion in monolingual Information Retrieval (IR), and query translation for crosslanguage IR. However, no link has been made between them. This article first shows that query translation is a special case of query expansion. There is also another set of studies an inferential IR. Again, there is no relationship established with query translation or query expansion. The second claim of this article is that logical inference is a general form that covers query expansion and query translation. This analysis provides a unified view of different subareas of IR. We further develop the inferential IR approach in two particular contexts: using fuzzy logic and probability theory. The evaluation formulas obtained are shown to strongly correspond to those used in other IR models. This indicates that inference is indeed the core of advanced IR.

    Abstract
    Since several years it has been observed that information offered by different knowledge producing institutions on the internet is more and more interlinked. This tendency will increase, because the fragmented information offers on the internet make the retrieval of information difficult as even impossible. At the same time the quantity of information offered on the internet grows exponentially in Europe - and elsewhere - due to many digitization projects. Insofar as funding institutions base the acceptance of projects on the observation of certain documentation standards the knowledge created will be retrievable and will remain so for a longer time. Otherwise the retrieval of information will become a matter of chance due to the limits of fragmented, knowledge producing social groups.

    Abstract
    A Web-based survey was conducted to determine the extent to which Canadian public libraries are collecting multilingual materials (foreign languages other than English and French), the methods that they use to select these materials, and whether public librarians are sufficiently prepared to provide their multilingual clientele with an adequate range of materials and services. There is room for improvement with regard to collection development of multilingual materials in Canadian public libraries, as well as in educating staff about keeping multilingual collections current, diverse, and of sufficient interest to potential users to keep such materials circulating. The main constraints preventing public libraries from developing better multilingual collections are addressed, and recommendations for improving the state of multilingual holdings are provided.

    Abstract
    Alexandria is an innovation of international impact. It is the only multilingual dictionary for websites and PCs. A double click on a word opens a small window that gives interactive translations between 22 languages and includes meaning, synonyms and associated expressions. It is an ASP application grounded on a semantic network that is portable on any operating system or platform. Behind the application is the Integral Dictionary is the semantic network created by Memodata. Alexandria can be customized with specific vocabulary, descriptive articles, images, sounds, videos, etc. Its domains of application are considerable: e-tourism, online medias, language learning, international websites. Alexandria has also proved to be a basic tool for knowledge management purposes. The application can be customized according to a user or an organization needs. An application dedicated to mobile devices is currently being developed. Future developments are planned in the field of e-tourism in relation with French "pôles de compétitivité".

    Abstract
    The paper provides an illustration of the benefits of subject authority control improving multilingual subject access in NEBIS - Netzwerk von Bibliotheken und Informationsstellen in der Schweiz. This example of good practice focuses on some important aspects of classification and indexing. NEBIS subject authorities comprise a classification scheme and multilingual subject descriptor system. A bibliographic system supported by subject authority control empowers libraries as it enables them to expand and adjust vocabulary and link subjects to suit their specific audience. Most importantly it allows the management of different subject vocabularies in numerous languages. In addition, such an enriched subject index creates re-usable and shareable source of subject statements that has value in the wider context of information exchange. The illustrations and supporting arguments are based on indexing practice, subject authority control and use of classification in ETH-Bibliothek, which is the largest library within the NEBIS network.

    Abstract
    In line with the international flavour of the book, Patrice Landry looks at the multilingual problem. This chapter is mainly concerned with a review of MACS (Multilingual Access to Subjects); a project with the strategy of developing a Web-based link and search interface through which equivalents between three Subject Heading Languages can be created and maintained, and by which users can access online databases in the language of their choice. The three systems in the project are German, French and English language. With the dramatic spread of use of the Web, particularly in the Far East, such projects are going to be increasingly valuable and important.
