    Describes the introduction of a current awareness service, based on the contents pages of periodicals received by Lund Univ. Library, Sweden, and discusses the use of scanners, electronic mail and facsimile transmission (FAX) techniques. The systen checks in the periodicals, scans the contents pages, stores the information on the system's file server, and sends the information to the users' electronic mail address or facsimile transmission address. Recognition of possible copyright problems led to an agreement with Elsevier Publ. Co. on the basis that the system was a pilot project

    Abstract
    This article details the public policy framework that establishes the legal foundation for requiring access to Web-based information resources for people with disabilities. Particular areas of focus include: the application of the fair use doctrine to an understanding of disability access to digital information; the application of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act to Web-based services; and the application of Section 508 of the Rehabilitation Act to Federal Web-based resources and the extent to which Section 508 may be applicable to states through linkage under the Assistive Technology Act.

    Abstract
    The cultural minister's speech to Danish Research Library Association'a annual meeting. The information society brings opportunities for citizens to take responsibility, but also gives rise to new power centres. We must take political decisions that favour equal access, using the strategy outlined in government reports. The Committee on Libraries in the Info-society will evaluate their role as centres for promotion of knowledge, culture and citizenship, the differing roles of public, central and research libraries, examine user charges and copyright. The research libraries have seen growth in lending and service improvement due to use of information technology. Their desire to become advanced multimedia workshops will necessitate large government investments. A 3 million kroner grant will be used to analyze the future need for computer investment in the cultural ministerial research libraries. The ministry is setting up 'Kulturnet Danmark' to develop cooperation between cultural institutions

    Abstract
    One year after the World Interllectual Property Organization conference in Geneva, the European Commission has recognized its proposal for the directive on the harmonisation of certain aspects of authors' and related rights in the information society. The text is a keystone of european legislation in the area of intellectual property and gives the first complete definition of the 2 major components of the authors' rights, the right of reproduction and the right of communication to the public, and endeavors to adapt these to the new electronic environment. This definition has consequences for owners as well for users. It governs the future methods of utilization of works on the network and designates the strength of relations among the different participants in the information society

    Examines the legal aspects of the Internet: the solution of technical problems concerning the security of information, nets and resources and the solution of global problems of the Internet as a part of media in a democratic society; and how to secure the basic democratic values on the Internet as a free and non-ideological communication site.     Abstract
    The concept of a digital library has been stimulated by recent advances in computing technology. These developments hold the promise of transforming libraries into interactive centres of learning and research by virtue of inexpensive digital storage, easy-to-use search engines, and powerful computing hardware. However, libraries are handicapped in their move to digital collections by enormous legal problems in securing rights to much of the current literature. Solutions to this dilemma are not on the immediate horizon, but eventually will include changes in the current copyright law and technological arrangements to protect the interests of the owners of intellectual property. Suggests that librarians might find a more valuable role not in getting information to an electronic state, but in being its organizers and facilitators
