    Verweisungen gelten gemeinhin als bloße 'Auffindungshilfen' für Eintragungen in Katalogen. Dabei wird jedoch leicht übersehen, daß sie ein wesentliches katalogtechnisches Strukturmerkmal bilden. Die hier vorgelegte Theorie will die semantische Struktur von Verweisungen und dadurch die semantische Struktur von Katalogen klären

    Abstract
    Die Einführung macht mit den Regeln für den Schlagwortkatalog RSWK (nach der 3. Aufl. 1998) bekannt. Die Grundregeln und die wichtigsten Regeln für die einzelnen Schlagwortkategorien einschließlich Sonderregeln für Kunst- und Bauwerke, Werke der Literatur und Rechtsmaterien werden dargestellt. Die Probleme bei verbaler Sacherschließung allgemein werden behandelt und hieraus Anforderungen an Regelwerke und ihre Anwendung abgeleitet. Die Anwendung der RSWK einschließlich der Anwendung in Verbünden und der Benutzung der Schlagwortnormdatei SWD werden umrissen. Kommentierte Literaturhinweise.     Abstract
    "Für die Schlagwortkatalogisierungsregeln ist im Bereich der Ansetzung von Personennamen, Körperschaftsnamen und Titeln, in denen sie sich mit den Formalkatalogisierungsregeln überlappen, eine Konformität mit diesen aus verschiedenen Gründen sehr wünschenswert, wenn nicht geboten."' Diese These von Peter Baader, seinerzeit Leiter der Abteilung Alphabetische Katalogisierung der Deutschen Bibliothek, stammt aus der Zeit vor dem Erscheinen der ersten Auflage (1986) der RSWK und ist heute immer noch genauso aktuell wie im Jahre 1983. Baader warnte vor einer "Zersplitterung" der jeweiligen Regelungen, konnte diese jedoch nicht verhindern, da die RSWK sich letztlich auf etablierte deutsche Schlagwortregelwerke und die Ergebnisse von Abstimmungen durch deutsche Bibliotheksverbünde und Einzelbibliotheken beriefen. Dies geschah nicht zuletzt, um die Akzeptanz der RSWK als neues Einheitsregelwerk zu erhöhen. Zwanzig Jahre später diskutiert die deutschsprachige bibliothekarische Fachwelt endlich ergebnisorientiert über die Angleichung von RAK und RSWK, jetzt allerdings unter Anpassung der RAK an Struktur und Inhalte der Anglo-American Cataloguing Rules (AACR) bzw. ihres Nachfolgers. Die folgende Darstellung unternimmt den Versuch, auf der Grundlage dieser Prämisse das Modell eines für die Formal- und Inhaltserschließung gemeinsamen deutschen Regelwerks zu skizzieren und die noch bestehenden Unterschiede zu dokumentieren. Zum besseren Verständnis des doch so langwierigen Annäherungsprozesses soll zunächst die bisherige Entwicklung betrachtet werden. Eckpunkte der Vorgeschichte - Die DBI-Kommission für Erschließung und Katalogmanagement (KEK) beschließt 1991 in ihrem Arbeitsprogramm den Abgleich beider Regelwerke und erklärt 1992 ihre Absicht, die Ansetzungen der Personennamen in RAK und RSWK zu harmonisieren. - Die Expertengruppe Online-Kataloge empfiehlt 1994 einheitliche Ansetzungsformen in RAK und RSWK für Personen- bzw. Körperschaftsnamen sowie eine umfassende Bestimmung von Einheitssachtiteln. - Die Expertengruppen RAK und RSWK beschließen 1996, dass bei der Ansetzung von Personen- und Körperschaftsnamen substanzielle Abweichungen zwischen den beiden Regelwerken vorläufig erhalten bleiben und stattdessen unterschiedliche Ansetzungsformen miteinander verknüpft werden sollen. Kurz nach dem Beginn der Diskussion über einen möglichen Umstieg auf internationale Formate und Regelwerke (MARC 21, AACR2) fasst der Standardisierungsausschuss im Juni 2002 den Beschluss zur Angleichung von RAK und RSWK. Ausgangspunkt sollen die Ansetzungsformen von Personen und Körperschaften sein. Im Dezember 2002 wird von einem RAK-RSWK-Expertentreffen vorgeschlagen, bei Regeländerungen die AACR2 zu berücksichtigen, ein gemeinsames Datenformat für PND, GKD und SWD zu entwickeln, den Änderungsaufwand in den Normdateien abzuschätzen und einen Zeitplan für ein gestuftes Vorgehen bei den Regeländerungen zu entwickeln. Im Mai 2004 beschließen die Expertengruppen Formalerschließung, PND und RSWK/SWD bei getrennten und überwiegend unterschiedlichen Regelwerkstexten einheitliche Ansetzungsformen in RAK und RSWK für Personennamen. Der Standardisierungsausschuss erklärt seine Absicht, einen für Formal- und Inhaltserschließung gemeinsamen Regelwerkstext zu veröffentlichen. Im Januar 2005 wird von Vertretern der Expertengruppen ein von der Arbeitsstelle für Standardisierung vorgelegtes Arbeitspaket "Gemeinsame Ansetzungsregeln für Körperschaften" (GKR) beschlossen. Im März 2005 legt die Arbeitsstelle für Standardisierung ein Konzept zur Entwicklung eines gemeinsamen Normdatenformats vor.

    Abstract
    Millionen D-Mark werden jährlich in die Planung einer Utopie gesteckt, die einen Universalthesaurus aus der Basis der RSWK zum Ziel hat. Ein Erschließungssystem, das sich noch immer an gedruckten Katalogen orientiert. Statt einer breiteren Indexierung sind Bibliothekare gezwungen, Zeit und Geld für eine überholte intellektuelle Arbeit, für Koordination und für eine merkwürdige Diskussion über das enge Schlagwort aufzuwenden. Als Ergebnis finden wir bei der Recherche auf der CD-ROM-Version von BIBLIODATA lediglich 0,35 hilfreiche Schlagwörter der RSWK pro Dokument, mit so unspezifischen Begriffen wie Biologie und Mensch. Als Konsequenz eruieren wir also schätzungsweise 90% der Treffer einer Online-Recherche in BIBLIODATA aus den Titeln. Währenddessen entsteht in vielen Bibliotheken ein zunehmender Mangel an Erfahrung, Kenntnis und Wissenschaft in der Indexierung online-verfügbarer Datenbanken, die von Bibliothekaren produziert werden könnten, und ganze Bücher können weiterhin mit maximal für indizierten Themen gesucht werden. Die wirklich moderne Informationstechnologie ist allgemein verfügbar und sollte zumindest in einigen Bibliotheken nun auch Anwendung finden

    Die Sach-Schlagworte 'Population ...', 'Populisme ...' aus der SWD werden mit den entsprechenden Stichwörtern aus 'DUDEN: Das große Wörterbuch ... 1-8, 1993' und 'BROCKHAUS: Deutsches Wörterbuch ... 1-6, 1983' verglichen. Es wird vorgeschlagen, die thesaurusartigen Begriffsbeziehungen und die Systematiknotationen in der SWD zu streichen und anstattdessen die fachlichen, stilistischen, zeitlichen und räumlichen Zuordnungen zusammen mit den Bedeutungsangaben aus den genannten Wörterbüchern zu übernehmen.     Abstract
    Es werden die Grundprobleme der Sacherschließung in Online-Katalogen dargestellt. Ein anschließendes Kapitel behandelt das Verhältnis von verbaler und klassifikatorischer Erschließung. Ein wichtiger Teil der Aussagen betrifft das Gebiet der verbalen Sacherschließung und damit das nationale Regelwerk: Es werden Vorschläge für eine Reform der RSWK im Hinblick auf die Erfordernisse der OPAC unterbreitet. Regelwerk und Normdatei (SWD) bilden dabei eine Einheit und werden zusammen betrachtet. Im vergangenen Jahr wurden die Ergebnisse der Expertengruppe mit dem Schwerpunkt Formalerschließung vorgelegt, nun folgen die Aussagen zur Sacherschließung, welche die Expertengruppe - in veränderter personeller Zusammensetzung unter Leitung von Dr. Friedrich Geißelmann, Regensburg - erarbeitet hat. Die bibliothekarische Öffentlichkeit ist aufgefordert, sich dazu bis zum Jahresende zu äußern. Beide Berichte beziehen sich aufeinander und versuchen, den Zusammenhang zwischen Formal- und Sacherschließung herzustellen. Vom gegenwärtigen Stand der Sacherschließung in deutschen Bibliotheken ausgehend - wozu auch durch die Gruppe im Frühjahr 1993 eine Umfrage in wissenschaftlichen und Öffentlichen Bibliotheken gemacht worden ist, werden die Grundprobleme der Sacherschließung in Online-Katalogen dargestellt. Ein anschließendes Kapitel behandelt das Verhältnis von verbaler und klassifikatorischer Erschließung.     Abstract
    A Einleitung Eine effiziente Sacherschließung gehört zum Selbstverständnis qualitätsbewusster und an Wirtschaftlichkeit orientierter Bibliotheken. Dies gilt gerade im Kontext weltweit vernetzter digitaler Informationsstrukturen, an denen Bibliotheken seit Beginn partizipieren und in denen sie sich medial neu konstituieren. Denn die Suchmöglichkeiten in elektronischen Medien haben eine verstärkte Nachfrage nach sachlich aufbereiteter Information ausgelöst. Für jedermann intuitiv einsichtig ist dies bei Internetrecherchen mit ihren oft nach Tausenden zählenden, fragmentierten Treffermengen, die eine Folge diverser und inhomogener, unzureichend beschriebener Materialien sind. In elektronischen Bibliothekskatalogen, im Unterschied zu den Zettelkatalogen, sind mehr als die Hälfte aller Recherchen sachliche Suchanfragen. Hierauf durch Maßnahmen zur sachlichen Erschließung der eigenen Bestände einzugehen, liegt sowohl im Benutzerinteresse' wie auch im wohlverstandenen Eigeninteresse der Bibliotheken. Von ihnen verlangt ökonomische Rationalität und Verantwortlichkeit, ihrem mit hohem Aufwand an Ressourcen systematisch aufgebauten Dokumentenbestand umfassend Wirksamkeit zu verleihen, indem sie ihn gerade auch sachlich anbieten. Dabei soll das thematische Literaturinteresse der Benutzer zuerst mit den vor Ort verfügbaren Dokumenten befriedigt werden können. Diese konsequente und zielgerichtete, möglichst umfassende Nutzung des eigenen Bibliothekspotentials vermögen bestandsunabhängige Formen der Sacherschließung wie etwa die fachbibliographische nicht zu gewährleisten. Sie leiten im Gegenteil von vornherein auf Literatur, die vor Ort häufig nicht vorhanden ist und die durch die für Bibliotheken und Benutzer gleichermaßen kostenintensive Fernleihe oder andere Formen der Dokumentenlieferung beschafft werden muss. Das Interesse der Bibliothek an der Sacherschließung ihrer Bestände korreliert auch ansonsten mit dem Benutzerinteresse. So bleibt denjenigen, deren Suche sich konkret auf das am Ort vorhandene, bedarfsorientierte Literatur- und Medienangebot der Bibliothek richtet, die aufwendigere bibliographische Recherche erspart. Doch liegt es auch generell im Nutzerinteresse, die unmittelbar verfügbare Literatur ballastfrei, schnell und vor allem vergleichsweise einfach sachlich ermitteln zu können. Hierfür bietet die bibliothekarische Sacherschließung über alle Fächer hinweg einheitliche und gleichförmige Recherchemöglichkeiten. Gegenüber den vielen, insofern disparaten, komplizierteren, umständlicheren und langwierigen Suchen in gedruckten oder elektronischen Fachbibliographien bedeutet dies nicht nur eine Reduktion von Komplexität, sondern auch einen rechenbaren Zeitgewinn.
    Natürlich gilt das in Abhängigkeit vom Bibliotheksbestand nur bis zu einem bestimmten Grad an spezialisiertem Bedarf. Doch durch die Zusammenführung gleichförmiger bibliothekarischer Daten in überregionalen und internationalen virtuellen Katalogen macht die bibliothekarische Sacherschließung inzwischen auch spezielle Literatur zugänglich, die über das Angebot einzelner Bibliotheken hinausgeht. Kumulativ tendiert sie zum vollständigen, universellen sachbibliographischen Nachweis selbständiger Dokumente. Zusätzlich zur Reduktion von Aufwand treten spezifisch qualitative Benutzungsaspekte hinzu, die das Interesse an einer effizienten Sacherschließung in Bibliotheken begründen. So besitzt die bibliothekarische Inhaltserschließung gegenüber der Fachbibliographie eine grundsätzlich höhere Aktualität beim Nachweis neu erschienener Titel. Außerdem findet das genannte Interesse der Bibliothek an der möglichst intensiven Nutzbarkeit der eigenen Bestände seine Entsprechung bei denjenigen Nutzern, die mit ihrer thematischen Suche den Bibliotheksbestand erschöpfend auswerten möchten. Die Sacherschließung vermag hier die Sicherheit und das subjektive Zutrauen zu stärken, vorhandene Literaturbestände ausgeschöpft und für den eingesetzten Rechercheaufwand ein optimales Ergebnis erzielt zu haben. Nicht zuletzt eröffnet sie dann auch die Möglichkeit, Bibliotheksbestände inhaltlich zu bewerten und die Nutzung zusätzlicher Sachinformationsmittel besser einzuschätzen. Durch die Effizienzfrage wird die bibliothekarische Sacherschließung konsequent nicht als gegebene, sondern als konzipier-, überprüf- und optimierbare Größe verstanden. Demzufolge ist es notwendig, Erschließungskonzepte und -praxis mit den genannten und weiteren, präziser formulierten Anforderungen zu konfrontieren und daraufhin zu untersuchen, ob und inwiefern sie diesen Kriterien entsprechen. In welche Richtung die Untersuchung dabei geht, hängt von der Ausprägung des Effizienzbegriffes im konkreten Anwendungsbereich ab. Im folgenden sollen daher zunächst Aspekte einer effizienten bibliothekarischen Sacherschließung allgemeiner skizziert werden. Von hierher wird sich die anschließende Analyse der RSWK präziser bestimmen und einordnen lassen.

    Abstract
    Es scheint naheliegend, daß der Unsicherheit, welche durch die "Vielfalt der möglichen sprachlichen Ausdrucksweisen für einen Sachverhalt" beim Beschlagworter ausgelöst wird, dadurch begegnet werden soll, "daß immer nur eine der möglichen Formen gewählt wird". Der Ruf nach einer "Standardisie- rung der Schlagwörter" geht damit Hand in Hand. Zwei Ergebnisse dieser Standardisierungsbemühungen werden im folgenden dargestellt; ein Punkt aber sollte dabei nicht übersehen werden: "Ein allgemein akzeptiertes Verfahren der Inhaltsanalyse gibt es bisher nicht und es ist offen, ob das Problem überhaupt gelöst werden kann." Standardisiert kann demnach nur das Schlagwortsystem werden, nicht aber seine konkrete Anwendung bei der inhaltlichen Erschließung von Dokumenten.
