    Abstract
    It is argued that the evaluation of information-retrieval systems should ultimately be based on the principle of rationality, the maximization of expected utility. In full generality this would involve an estimation of both the cost and value of a system, but the emphasis in this paper is on the problem of value, in terms of which the effiency of the system could be defined. One implication of the discussion is that it is not legitimate to superimpose the 2x2 contingency tables that refer to select/discarded and relevant/irrelevant, correspondending to each request,but it might be all right to superimpose them after applying a monotonic function to the entries. In particular, it is questionable whether a useful statistic is the ratio of the total number of relevant selected documents to the total number of relevant ones, over a sample of requests.

    Abstract
    In traditional classification schemes, the universe of knowledge is brokeii down into self- contained disciplines which are further analysed to the point at which a particular concept is located. This leads to problems of: (a) currency: keeping the scheme in line with new discoveries. (b) hospitality: allowing room for insertion of new subjects (c) cross-classification: a concept may be considered in such a way that it fits as logically into one discipline as another. Machine retrieval is also hampered by the fact that any individual concept is notated differently, depending on where in the scheme it appears. The approach now considered is from an organized universe of concepts, every concept being set down only once in an appropriate vocabulary, where it acquires the notation which identifies it wherever it is used. It has been found that all the concepts present in any compound subject can be handled as though they belong to one of two basic concept types, being either Entities or Attributes. In classing, these concepts are identified, and notation is selected from appropriate schedules. Subjects are then built according to formal rules, the final class number incorporating operators which convey the fundamental relationships between concepts. From this viewpoint, the Rules and Operators of the proposed system can be seen as the grammar of an IR language, and the schedules of Entities and Attributes as its vocabulary.

    Abstract
    The progress in the first century of the classification era is traced in the three majot perios: pre-facet, transition-to-facet, and facet period. The facet-period is divided into the restricted facet formula, generilised facet formula periods and the two relativity periods - viz. Dorking and Elsinore periods. For each of the six resulting periods, the chief achievements in library classification and the social factors leading to them are mentioned. The achievements of the Dorking period just ending are described in greater detail. The follows the programme of research work for the Elsinore period of 1965 to 1975. A programme for fundamental research in the idea, verbal, and notational planes is chalked out. Then follows the programme for routine research in the building of schedules of common isolates, whcih is a back log from the Dorking period, and in the new area of the design and building of schedules for the depth classification of diverse subjects, needed for documentation work and service. Lastly, the organization suitable to carry out the programme is outlined
