Abstract

Openness is not a given on the Internet. Technical standards--the underlying architecture that enables interoperability among hardware and software from different manufacturers--increasingly control individual freedom and the pace of innovation in technology markets. Heated battles rage over the very definition of "openness" and what constitutes an open standard in information and communication technologies. In Opening Standards, experts from industry, academia, and public policy explore just what is at stake in these controversies, considering both economic and political implications of open standards. The book examines the effect of open standards on innovation, on the relationship between interoperability and public policy (and if government has a responsibility to promote open standards), and on intellectual property rights in standardization--an issue at the heart of current global controversies. Finally, Opening Standards recommends a framework for defining openness in twenty-first-century information infrastructures. Contributors discuss such topics as how to reflect the public interest in the private standards-setting process; why open standards have a beneficial effect on competition and Internet freedom; the effects of intellectual property rights on standards openness; and how to define standard, open standard, and software interoperability.

Abstract

All librarians and libraries have information policies, and so do most people. The big issues, like censorship or intellectual property ownership and use, crowd our minds but the process of decision making is the same at every level and in every context, whether we are concerned with government secrets, advertising standards, or our children's reading and viewing habits. This book examines the issues from varying standpoints, including the human rights approach, the commercial approach, and the states-interest approach. These are all placed within the context of arguments about the public sphere. The working librarian has to be in a position to justify every stock purchase and information access decision, and in the strategies they follow to legitimate the library. The form and construction of arguments and the discussion of issues in this book will give librarians the context and arguments they need to identify and apply appropriate information policies and strategies. Key areas addressed in the book include: the information policy problem; policy sectors; information regimes; and, policies and strategies: models and cases. This book is essential reading for library students, researchers and policy makers as well as for all LIS practitioners wishing to widen their awareness of the important issues surrounding information policy.

Abstract

STEM, a set of fields that includes science, technology, engineering, and mathematics; allied disciplines ranging from environmental, agricultural, and earth sciences to life science and computer science; and education and training in these fields, is clearly at the top of the list of priority funding areas for governments, including the United States government. The U.S. has 11 federal agencies dedicated to supporting programs and providing funding for research and curriculum development. The domain of STEM education has significant implications in preparing the desired workforce with the requisite knowledge, developing appropriate curricula, providing teachers the necessary professional development, focusing research dollars on areas that have maximum impact, and developing national educational policy and standards. A complex undertaking such as STEM education, which attracts interest and valuable resources from a number of stakeholders needs to be well understood. In light of this, we attempt to describe the underlying structure of STEM education, its core areas, and their relationships through co-word analyses of the titles, keywords, and abstracts of the relevant literature using visualization and bibliometric mapping tools. Implications are drawn with respect to the nature of STEM education as well as curriculum and policy development.

Abstract

Taking the discourse as our empirical object of study, we used the theoretical foundations of the Critical Discourse Analysis (CDA) to justify the way an ontology is built to represent the area identified as a public policy, in this case, the Brazilian Electronic Government Program. Our objective is to contribute to the fields of Information Science and Computer Science, and present the possibilities for knowledge representation and organization of knowledge by Ontology construction. To support the construction of an ontology for Brazilian E-Government, as a public policy, we evaluate the proposed Controlled Vocabulary of E-Government - VCGE (2011).

Abstract

This paper examines how scientists working in government agencies in the U.S. are reacting to the "ethos of sharing" government-generated data. For scientists to leverage the value of existing government data sets, critical data sets must be identified and made as widely available as possible. However, government data sets can only be leveraged when policy makers first assess the value of data, in much the same way they decide the value of grants for research outside government. We argue that legislators should also remove structural barriers to interoperability by funding technical infrastructure according to issue clusters rather than administrative programs. As developers attempt to make government data more accessible through portals, they should consider a range of other nontechnical constraints attached to the data. We find that agencies react to the large number of constraints by mostly posting their data on their own websites only rather than in data portals that can facilitate sharing. Despite the nontechnical constraints, we find that scientists working in government agencies exercise some autonomy in data decisions, such as data documentation, which determine whether or not the data can be widely shared. Fortunately, scientists indicate a willingness to share the data they collect or maintain. However, we argue further that a complete measure of access should also consider the normative decisions to collect (or not) particular data.

Abstract

This comprehensive annotated webliography describes online cataloging resources that are free to use, currently updated, and of high quality. The major aim of this webliography is to provide assistance for catalogers who are new to the profession, unfamiliar with cataloging specific formats, or unable to access costly print and subscription resources. The annotated resources include general websites and webpages, databases, workshop presentations, streaming media, and local documentation. The scope of the webliography is limited to resources reflecting traditional cataloging practices using the Anglo-American Cataloguing Rules, 2nd edition, RDA: Resource Description and Access, and MAchine Readable Cataloging (MARC) standards. Non-MARC metadata schemas like Dublin Core are not covered. Most components of cataloging are represented in this webliography, such as authority control, classification, subject headings, and genre terms. Guidance also is provided for cataloging miscellaneous formats including sound and videorecordings, streaming media, e-books, video games, graphic novels, kits, rare materials, maps, serials, realia, government documents, and music.

Abstract

This article examines shared cataloging practices in Nunavut, Canada, where Inuit form 85% of the general population and three official languages, including Inuit language (Inuktitut/Inuinnaqtun), English and French, are used in government and daily discourse. The partners in the Nunavut Libraries Online consortium, together with the Nunavut Government translation bureau, have developed a common vocabulary for creating bibliographic records in Inuktitut, including syllabic script, and used this to create bibliographic cataloging standards, under the Anglo-American Cataloguing Rules, Second Edition, for creating multilingual and multiscript MARC-compliant, Integrated Library System-compatible records that accurately reflect the multilingual content of material published in and about Nunavut and Inuit.

Abstract

Previous studies of international scientific collaboration have rarely gone beyond revealing the structural relationships between countries. Considering how scientific collaboration is actually initiated, this study focuses on the organization and sector levels of international coauthorship networks, going beyond a country-level description. Based on a network analysis of coauthorship networks between members of the Organisation for Economic Cooperation and Development (OECD), this study attempts to gain a better understanding of international scientific collaboration by exploring the structure of the coauthorship network in terms of university-industry-government (UIG) relationships, the mode of knowledge production, and the underlying dynamic of collaboration in terms of geographic, linguistic, and economic factors. The results suggest that the United States showed overwhelming dominance in all bilateral UIG combinations with the exception of the government-government (GG) network. Scientific collaboration within the industry sector was concentrated in a few players, whereas that between the university and industry sectors was relatively less concentrated. Despite the growing participation from other sectors, universities were still the main locus of knowledge production, with the exception of 5 countries. The university sector in English-speaking wealthy countries and the government sector of non-English-speaking, less-wealthy countries played a key role in international collaborations between OECD countries. The findings did not provide evidence supporting the institutional proximity argument.

Abstract

The discussion on the internationalization of German library standards has a long tradition, and revived around the millennium change with the recognition that the standards used so far were no longer suitable for the current needs. Therefore, the Committee for Library Standards, a consortium consisting mainly of German regional library networks and large academic libraries, with Austrian and Swiss representatives, agreed on the changeover. The article will describe all relevant aspects of the transition to Resource Description and Access (RDA) within the German-speaking library community.
