    Abstract
    In recent years, cultural heritage institutions have been exploring the benefits of applying Linked Open Data to their catalogs and digital materials. Innovative and creative methods have emerged to publish and reuse digital contents to promote computational access, such as the concepts of Labs and Collections as Data. Data quality has become a requirement for researchers and training methods based on artificial intelligence and machine learning. This article explores how the quality of Linked Open Data made available by cultural heritage institutions can be automatically assessed. The results obtained can be useful for other institutions who wish to publish and assess their collections.

    Abstract
    Purpose - The purpose of this paper is to examine the literature on the information behavior of practicing visual artists to determine if a consistent model emerges and what further research is necessary. Design/methodology/approach - Works dealing with the information needs and uses relevant to the creative activities of visual artists are discussed in the paper. These works are assessed for their contributions toward understanding of the specific information behaviors of practicing artists. Findings - The results show that a consistent model of artists' information behavior emerges. However, nearly all of the literature focuses on art students, academic art faculty, or librarians, and so any claim that practicing artists fit the model is largely unsupported by research. There have been no published studies of communities of practicing visual artists. The implications of defining artists as communities of practice are discussed. Research limitations/implications - Research is proposed that studies the information behavior of communities of practicing visual artists in order to confirm or amend the existing model. Practical implications - Practitioners will have their attention drawn to an underserved user population whose information needs and behaviors have not been directly targeted for research. They will recognize the need for study of their own artist communities and the development of services for them. Originality/value - This paper directs the discussion of artists' information behavior away from the art-library-specific literature, where it has largely resided, as a means of adjusting the focus of research onto the largely unstudied and underserved communities of practicing artists.

    Abstract
    Purpose - The "photosharing" site Flickr is one of the most commonly cited examples used to define Web2.0. This paper aims to explore where Flickr's real novelty lies, examining its functionality and its place in the world of amateur photography. Several optimistic views of the impact of Flickr such as its facilitation of citizen journalism, "vernacular creativity" and in learning as an "affinity space" are evaluated. Design/methodology/approach - The paper draws on a wide range of sources including published interviews with its developers, user opinions expressed in forums, telephone interviews and content analysis of user profiles and activity. Findings - Flickr's development path passes from an innovative social game to a relatively familiar model of a web site, itself developed through intense user participation but later stabilising with the reassertion of a commercial relationship to the membership. The broader context of the impact of Flickr is examined by looking at the institutions of amateur photography and particularly the code of pictorialism promoted by the clubs and industry during the twentieth century. The nature of Flickr as a benign space is premised on the way the democratic potential of photography is controlled by such institutions. The limits of optimistic claims about Flickr are identified in the way that the system is designed to satisfy commercial purposes, continuing digital divides in access and the low interactivity and criticality on Flickr. Originality/value - Flickr is an interesting source of change, but can only be understood in the perspective of long-term development of the hobby and wider social processes. By setting Flickr in such a broad context, its significance and that of Web2.0 more generally can be fully assessed.

    Abstract
    The past decade has seen the emergence of a new paradigm in the corporate world where organisations emphasised connectivity as a means of exposing decision-makers to wider resources of information within and outside the organisation. Many organisations followed the initiatives of enhancing infrastructures, manipulating cultural shifts and emphasising managerial commitment for creating pools and networks of knowledge. However, the concept of connectivity is not merely presenting people with the data, but more importantly, to create environments where people can seek information efficiently. This paradigm has therefore caused a shift in the function of information systems in organisations. They have to be now assessed in relation to how they underpin people's information-seeking activities within the context of their organisational environment. This research project used interpretative research methods to investigate the nature of people's information-seeking activities at two culturally contrasting organisations. Outcomes of this research project provide insights into phenomena associated with people's information-seeking function, and show how they depend on the organisational context that is defined partly by information systems. It suggests that information-seeking is not just searching for data. The inefficiencies inherent in both people and their environments can bring opaqueness into people's data, which they need to avoid or eliminate as part of seeking information. This seems to have made information-seeking a two-tier process consisting of a primary process of searching and interpreting data and auxiliary process of avoiding and eliminating opaqueness in data. Based on this view, this research suggests that organisational information systems operate naturally as implicit dual-mechanisms to underpin the above two-tier process, and that improvements to information systems should concern maintaining the balance in these dual-mechanisms.

    Abstract
    A similarity-oriented approach for deriving reference values used in citation normalization is explored and contrasted with the dominant approach of utilizing database-defined journal sets as a basis for deriving such values. In the similarity-oriented approach, an assessed article's raw citation count is compared with a reference value that is derived from a reference set, which is constructed in such a way that articles in this set are estimated to address a subject matter similar to that of the assessed article. This estimation is based on second-order similarity and utilizes a combination of 2 feature sets: bibliographic references and technical terminology. The contribution of an article in a given reference set to the reference value is dependent on its degree of similarity to the assessed article. It is shown that reference values calculated by the similarity-oriented approach are considerably better at predicting the assessed articles' citation count compared to the reference values given by the journal-set approach, thus significantly reducing the variability in the observed citation distribution that stems from the variability in the articles' addressed subject matter.
