    Abstract
The decision to provide access to the Internet for members of the public raises some issues, in particular how a service is to be funded. Gives examples of current practice and draws broad conclusions from a sample of opinions voiced by members of the public. It puts forward s SWOT methodology as one possible approach to assist in identifying the crucial factors in the implementation of an Internet public access service emphasising what factors must be obtained to result in a cost effective service

    Abstract
The EIA project was funded by the Online Public Access Initiative, a federal initiative of the australian Department of communications and the Arts. It was designed to establish a systematic method to introduce the Web to clients who have physical disability, are housebound, elderly, or are cognitively impaired. It was a touchscreen and kiosk Web browser to assist in overcoming various physical or cognitive hurdles

    Abstract
Briefly follows the debate concerning: the relationship between traditional library OPACs and the WWW; possible replacement of USMARC format with SGML; and the possible demise of OPACs that do not migrate to the WWW. Discusses the approach taken by the Text encoding Initative (TEI) in their use of a mandatory TEI header in their standard SGML application as the first since CIP to explore attaching bibliographic information to the item itself to assist cataloguing

    Abstract
Describes the technique used to study hypertext systems from a very general point of view, focus on monitoring searchers' behaviour, predict the estimation of the ultimate goals of the searchers, and estimate the searchers' determination to find these goals. The components are combined via a Markov chain approach so as to study information retrieval in general and hypertext (hypermedia) in particular. Demonstrates how these estimations can be used to assist searchers during their searching process and presents the derivation of a relevance function for documents, based on these estimations

    Abstract
Focuses upon the needs of teachers for training and support for the development of Web-based courses. Using 6 Web-based courses as the focus of the project, the development of the courses is documented from a teacher / developer's point of view. The outcomes of the project will assist in the planning and development of future Web-based courses by the New England Institute of TAFE, Australia

    Abstract
Describes a novel visual user interface, WebIFQ (Web-In-Frame-Query), to assist users in specifying queries and visualising query criteria including document metadata, strucutres, and linkage information. WebIFQ automatically generates corresponding query statements for WebDB. As a result, users are not required to be aware of underlying complex schema design and language syntax. WebDB supports automated query relaxation to include additional terms related by semantic or co-occurence relationship. WebIFQ can facilitate users to reformulate queries perpetually in an interactive mode

    Abstract
Latent semantic indexing (LSI) is a statistical technique for improving information retrieval effectiveness. Here, we use LSI to assist in literature-based discoveries. The idea behind literature-based discoveries is that different authors have already published certain underlying scientific ideas that, when taken together, can be connected to hypothesize a new dicovery, and that these connections can be made by exploring the scientific literature. We explore latent semantic indexing's effectiveness on 2 discovery processes: uncovering 'nearby' relationships that are necessary to initiate the literature based discovery process; and discovering more distant relationships that may genuinely generate new discovery hypotheses

    Abstract
This paper reviews several knowledge organization techniques used in Computer Science, in areas such as Artificial Intelligence, Databases and Software Engineering. Some of these computational mechanisms may assist in the organization and management of immense digital information resources. At the same time, the paper notes an increasing need for computer-based information systems to operate in open networked environments. This need requires knowledge organization principles, which are flexible and can be used with informally expressed knowledge. We expect to find such knowledge organization techniques in Library and Information Sciences, and hope to integrate them with the computational techniques described in this paper

    Abstract
Intelligent agents should be used to assist users of the WWW. Identifies a number of key components in such a system and proposes a system architecture. Designs a learning agent along with the underlying algorithms for the discovery of areas of interest from user access logs. The discovered topics can be used to improve the efficiency of information retrieval by prefetching documents for the users and storing them in a document database in the system. Implements a prototype system

    Abstract
Discusses the basic concepts of 'the item', 'the work' and the 'object' in cataloguing. Cataloguing is defined and viewed as a part of the communication process developed by library professionals to assist the various users of libraries. Cataloguing comproses 3 parts, each with specific definitions and function. The use of main access points has led to misleading concepts of items and work. The work may be presented by the item in different manners. Cataloguing has variables, which should establish the basis for it. Items and works are related through cataloguing, as identified by bibliographical relationships. Cataloguing must have some defined characteristics, for the better understanding of its connotative codes

    Abstract
While many catalogers are using the Web to find the information they need to perform authority work quickly and accurately, the full potential of the Web to assist catalogers in name authority work has yet to be realized. The ever-growing nature of the Web means that available information for creating personal name, corporate name, and other types of headings will increase. In this article, we examine ways in which simple and effective Web searching can save catalogers time and money in the process of authority work. In addition, questions involving evaluating authority information found on the Web are explored.

    Abstract
Demonstrates how a natural language understanding (NLU) system can be developed to utilize low level pragmatic information, primarily the linguistic context, to deal effectively with the linguistic devices of anaphors and ellipsis and allow users to query databases for reference information without the need for menus or fixed phrases and query structures. Describes the components which comprise a NLU system to deal with continuous dialogue. Given that the syntactic and semantic information can produce a suitable information of each utterance, pragmatic information may be used to determine how this contectual information determines the interpretation of subsequent utterances. Suggests that the approach taken allows the system to provide a cooperative response to assist the user in attaining the information seeking goal

    Abstract
Explores the interaction of textual and photographic information in an integrated text and image database environment and describes 3 different applications involving the exploitation of linguistic context in vision. Describes the practical application of these ideas in working systems. PICTION uses captions to identify human faces in a photograph, wile Show&Tell is a multimedia system for semi automatic image annotation. The system combines advances in speech recognition, natural language processing and image understanding to assist in image annotation and enhance image retrieval capabilities. Presents an extension of this work to video annotation and retrieval

    Abstract
Proposes an alternative way in assisting users in finding information on the WWW. Since the Web is made up many Web servers, instead of searching all the Web servers, proposes that ech server does its own housekeeping. A software agent named SiteHelper is designed to act as a housekeeper for the Web server and as a helper for a Web user to find relevant information at a particular site. In order to assist the Web user in finding relevant information at the local site, SiteHelper interactively and incrementally learns about the Web user's areas of interest and aids them accordingly. To provide such intelligent capabilities, SiteHelper deploys enhanced HCV with incremental learning facilities as its learning and inference engines

    Abstract
The authors describe a set of best practices that were developed to assist in the design of search user interfaces. Search user interfaces represent a challenging design domain because novices who have no desire to learn the mechanics of search engine architecture or algorithms often use them. These can lead to frustration and task failure when it is not addressed by the user interface. The best practices are organized into five domains: the corpus, search algorithms, user and task context, the search interface, and mobility. In each section the authors present an introduction to the design challenges related to the domain and a set of best practices for creating a user interface that facilitates effective use by a broad population of users and tasks.
