    ""We are overnewsed, but underinformed." In der Informationsgesellschaft teilen viele Menschen den Eindruck, mit Nachrichten übersättigt, aber deshalb nicht unbedingt besser informiert zu sein. Diesen Eindruck verschärft der Aktualitätsfetischismus der Massenmedien, besonders des Fernsehens, in der Berichterstattung über Terrorismus und internationale Konflikte. Neue und relativ unabhängige Informationskanäle der arabischen Medienwelt verändern die Qualität der Krisen- und Kriegskommunikation des Fernsehwestens. Anhand dieses Spannungsverhältnisses wird deutlich, wie wichtig interkulturelle Medienkompetenz der Medienschaffenden und Medienkonsumenten ist. Seit den Terroranschlägen islamischer Extremisten vom 11. September 2001 in den USA und den anschließenden Feldzügen der Wa-shingtoner Regierung mit ihren Verbündeten gegen so genannte Schurkenstaaten vollzieht sich ein Strukturwandel in der Krisenkommunikation internationaler Massenmedien: Westlichen TV-Leit-medien treten arabische Fernsehdissidenten als neue Referenzmedien im' ökonomischen Kampf um Informationen gegenüber. Beide Seiten vermitteln ihre eigenen kontextobjektiven Perspektiven, die zu interkulturellen Störfällen führen können. Im Irak-Krieg 2003 warb beispielsweise der arabische Nachrichtensender Al Dschasira Satellite Channel in Doha/Qatar um die Gunst der Zuschauer mit dem Versprechen zu zeigen, wo die Bomben der USA einschlagen, während das US-amerikanische Nachrichtenfernsehen Cable News Network (CNN) aus Atlanta/Georgia lediglich darüber berichtet habe, von wo die Bomben abgeworfen würden. Der Konkurrenzkampf um Einschaltquoten kommerzialisiert die Opferperspektive und dämonisiert Täter-Televisionen. - Kritik von allen Seiten - Al Dschasira und CNN haben als privatkommerzielle Sender durchaus vergleichbare wirtschaftliche Karrieren gemacht. CNN machte sich im Golfkrieg 1991 dank seiner Exklusivberichterstattung "in Echtzeit" (Paul Virilio) aus dem Irak weltweit einen Namen. Zuvor war CNN weitgehend unbekannt, einige US-Zuschauer verspotteten es gar als "Chicken Noodle Network". Al Dschasira wurde erst wegen der Ausstrahlung von Videobotschaften des mutmaßlichen Terroristenführers Osama bin Laden und seines Netzwerks Al Qaeda sowie wegen seiner scoops übenden US-Militäreinsatz gegen die Taliban in Afghanistan 2001 in Folge der Anschläge vom 11. September interna-'' tional bekannt. Vor diesen Ereignissen kannte kaum jemand außerhalb der arabischen Welt den seit 1996 sendenden Satellitenkanal Al Dschasira (arabisch: Die Insel') aus dem Zwergemirat Qatar. Seine Gründung ging auf einen Vorschlag des qatarischen Machthabers Shaikh Hamad bin Khalifa al-. Thani zurück, der nach der Einstellung des arabischen TV-Dienstes der British Broadcasting Corporation (BBC) dessen nunmehr arbeitslose, Journalisten rekrutierte und sie mit einem millionenschweren Staatskredit ausstattete, um das erste politisch relativ unabhängige Nachrichtenfernsehen der arabischen Medienwelt aufzubauen. Bis zur Übernahme eines privaten Financiers oder bis zum geplanten Börsengang unterhält zwar der Staat Qatar weiterhin die Infrastruktur des auch werbetreibenden Senders. Allerdings untersteht Al Dschasira keiner Regierungsbehörde. Dies ist in weiten Teilen der arabischen Welt ungewöhnlich, weil dort Informationsministerien die Medien in der Regel direkt kontrollieren. Dennoch muss sich Al Dschasira die Frage nach seiner tatsächlichen Unabhängigkeit stellen lassen: Viele arabische Zuschauer kritisieren, warum der Sender Missstände in der gesamten arabischen und islamischen Welt anprangert und somit Medientabus bricht, aber kaum über die Innenpolitik seiner Heimat Qatar berichtet.
    Wegen seiner relativen politischen Unabhängigkeit ist Al Dschasira an Kritik: von allen Seiten gewöhnt: von arabischen Nachbarregierungen, Israel, den USA und ihren Verbündeten genauso wie von westlichen Medien. Dennoch kooperieren viele von ihnen - darunter auch das Zweite Deutsche Fernsehen (ZDF) - mit Al Dschasira und übernehmen Teile seines Programms. Der Erfolg von Al Dschasira hat bereits zur Gründung vergleichbarer, konkurrierender Fernsehstationen in den Vereinigten Arabischen Emiraten geführt: Nunmehr senden Al Arabiya und CNBC Arabiya der US-Sendekette Cable National Broadcasting Company aus der Wirtschaftsmetropole Dubai sowie Abu Dhabi TV der Emirates Media aus der Hauptstadt der V.A.E. Im Rahmen einer "Glokalisierung" (Roland Robertson), also einer Anpassungsstrategie global operierender (Medien-)Unternehmen an regionale und lokale Absatzmärkte, versuchen neue arabische wie westliche TV-Nachrichtensender gleichermaßen, zusätzliche Zielpublika außerhalb des eigenen Kultur- und Sprachraums zu gewinnen. Um dieses Ziel einer Gewinnmaximierung zu erreichen, wollen sie zusätzlich zu ihren global verbreiteten arabischen oder englischen Sprachraum- bzw. Lingua-francaFernsehprogrammen Medieninhalte in der jeweils anderen Sprache auf den Markt bringen. So, bietet Al Dschasira seit Frühjahr 2003 auch englische Internetseiten, die während des Irak-Kriegs für kurze Zeit einem Angriff von kriegsbefürwortenden US-Hackern zum Opfer fielen. Mittelfristig will Al Dschasira nach eigenen Angaben ein englisches Fernsehprogramm senden. Im Gegenzug hat °'CNN Medienberichten zufolge bereits ein Konzept für eine arabische Programmversion in der Schublade. Freilich weicht die neue Generation des arabischen Nachrichtenfernsehens das weltweite Monopol westlicher Konkurrenz in der Berichterstattung über Konflikte im Nahen und Mittleren Osten auf. Allein in der Berichterstattung des deutschen Fernsehens über den Irak-Krieg 2003 waren die meist genutzten externen Informationsquellen arabische Sender wie Al Dschasira, Abu Dhabi TV und Al Arabiya, wie eine unlängst in der Fachzeitschrift Media Perspektiven veröffentlichte Studie des Kölner Instituts für empirische Medienforschung (IFEM) belegt.

    Abstract
    Falsche Nachrichten sind keine Erscheinung der Neuzeit. Die Feststellung, dass es im Internet Falschinformationen gibt, ist eine Binsenweisheit. In welchem Umfang jedoch Politiker mit falschen Behauptungen Erfolge erreichen und verifizierte Informationen als Fake News misskreditieren, ist besonders im Jahr 2016 in den Blickpunkt der Öffentlichkeit gelangt. Zu Recht, denn die gesellschaftlichen Auswirkungen sind gravierend. Die Auseinandersetzung mit derartigen Informationspathologien ist ein Aufgabengebiet der Informationswissenschaften. Ziel der vorliegenden Arbeit soll die Beantwortung der Forschungsfrage sein, ob sich Manipulationen im Internet durch informationswissenschaftliche Methoden identifizieren lassen. Deshalb werden Falschinformationen zunächst in den informationswissenschaftlichen Kontext gestellt, unter besonderer Berücksichtigung der Sichtweisen von Reiner Kuhlen, Luciano Floridi und Don Fallis. Nach einem kurzen Exkurs zu Nachrichten und Medien werden Falschinformationen basierend auf einem Konzept von Giglietto et al. konkreter untersucht. Dazu wird auf die Besonderheiten der Informationsausbreitung im Web 2.0 eingegangen, der Begriff "irreführende Informationen" eingeführt und Faktoren, die für deren Weitergabe relevant sind, benannt. Für die Untersuchung, wie irreführende Informationen weitergegeben werden, steht statt einer akteurorientierten Betrachtung der Aspekt des Prozesses im Mittelpunkt. Dies erfolgt durch die Untersuchung von vier Typologien der Weitergabe irreführender Informationen. Durch das vorgestellte Verbreitungsmodell lassen sich Zusammenhänge und Abläufe bei der Verbreitung von Fake News und anderen irreführenden Informationen besser beschreiben und verstehen als bis zum jetzigen Zeitpunkt.
