    Abstract
    The original Statement of Principles - commonly known as the "Paris Principles" - was approved by the International Conference on Cataloguing Principles in 1961. Its goal of serving as a basis for international standardization in cataloguing has certainly been achieved: most of the cataloguing codes that were developed worldwide since that time have followed the Principles strictly or at least to a high degree. More than fifty years later, having a common set of international cataloguing principles is still necessary as cataloguers and users around the world use online catalogues as search and discovery systems. At the beginning of the 21st century, IFLA produced a new statement of principles (published in 2009) applicable to online library catalogues and beyond. The current version has been reviewed and updated in 2014 and 2015, and approved in 2016. The 2009 Statement of Principles replaced and explicitly broadened the scope of the Paris Principles from just textual resources to all types of resources, and from just the choice and form of entry to all aspects of bibliographic and authority data used in library catalogues. It included not only principles and objectives, but also guiding rules that should be included in cataloguing codes internationally, as well as guidance on search and retrieval capabilities. This 2016 edition takes into consideration new categories of users, the open access environment, the interoperability and the accessibility of data, features of discovery tools and the significant change of user behaviour in general. This statement builds on the great cataloguing traditions of the world, as well as on the conceptual models in the IFLA Functional Requirements family.

    "Die Deutsche Nationalbibliothek hat die 5. RSWK-Ergänzungslieferung zur 3., überarbeiteten und erweiterten Auflage der "Regeln für den Schlagwortkatalog (RSWK)" veröffentlicht. Diese Ergänzungslieferung steht in elektronischer Form kostenfrei zur Verfügung - http://www.d-nb.de/standardisierung/regelwerke/afs_dok_reg_entw.htm oder - http://nbn-resolving.de/urn/resolver.pl?urn=urn:nbn:de:101-2009041603. Die Ergänzungslieferung enthält u. a. Änderungen an § 306a (hier wird zukünftig der Bereich der biologischen Nomenklatur auch durch die Vergabe von Oberbegriffen in das hierarchische Netz eingebunden), § 418.3 (Fortfall der Ausnahmeregelungen für Rechtsnormen und wissenschaftliche Werke) sowie redaktionelle Anpassungen auf Grund früherer RSWK-Änderungen. In diesem Zusammenhang wurde auch die Gesamtausgabe der RSWK in elektronischer Form auf den Stand der 5. Ergänzungslieferung gebracht.     Abstract
    Der Beitrag beschreibt die dynamische Entwicklung des Katalogisierungsregelwerks "Resource Description and Access" (RDA) und die weitreichenden Konsequenzen, die sich daraus für den deutschsprachigen Raum ergeben. Seit seinem ersten Erscheinen im Jahr 2010 hat sich RDA erheblich verändert. Größere Regeländerungen wurden bisher einmal jährlich in den Standard eingearbeitet, kleinere sogar viermal jährlich. Im Rahmen des 3R-Projekts (RDA Toolkit Restructure and Redesign Project) erfolgt derzeit eine umfassende Umstrukturierung und Neugestaltung des Regelwerkstextes. Auch danach ist nicht mit einem merklichen Nachlassen der Dynamik zu rechnen. Jede Änderung am Standard muss verarbeitet und für die D-A-CH-Länder aufbereitet werden. Der Aufwand dafür ist hoch: Vielfach müssen Anwendungsregeln angepasst werden, und neben der deutschen Übersetzung sind zahlreiche weitere Dokumente zu aktualisieren. Teilweise wirken sich Änderungen auch auf die Implementierung aus. Schließlich müssen alle Neuerungen umfassend kommuniziert werden. Zur Unterstützung der komplexen Prozesse werden professionelle und mächtige Werkzeuge benötigt. Noch wichtiger ist es jedoch, ein Bewusstsein dafür zu schaffen, dass für die Arbeiten dauerhaft ausreichende Personalressourcen bereitgestellt werden müssen. Denn nur der Umstieg auf RDA ist abgeschlossen - die kontinuierliche Arbeit am Regelwerk geht weiter.

Änderungen an den § 8,2 (hier wurde die Priorisierung der Individualnamen zu Ungunsten der Allgemeinbegriffe aufgehoben), § 12,8 (Wegfall der Pauschalverweisungen), § 701 (durch eine neue Darstellung der Hinweissätze sind auch die Mundarten betroffen) sowie § 730 (Bauwerke).
