- Abstract
- Der Aufbau der Europäischen Digitalen Bibliothek wurde im Herbst 2007 auf soliden Grund gestellt: Mit der European Digital Library Foundation steht eine geschäftsfähige Organisation als Trägerin der Europäischen Digitalen Bibliothek zur Verfügung. Sie fungiert zunächst als Steuerungsgremium für das EU-finanzierte Projekt EDLnet und übernimmt sukzessive die Aufgaben, die für den Aufbau und die Weiterentwicklung der Europäischen Digitalen Bibliothek notwendig sind. Die Gründungsmitglieder sind zehn europäische Dachorganisationen aus den Bereichen Bibliothek, Archiv, audiovisuelle Sammlungen und Museen. Vorstandsmitglieder sind die Vorsitzende Elisabeth Niggemann (CENL) die Vize-Vorsitzende Martine de Boisdeffre (EURBICA), der Schatzmeister Edwin van Huis (FIAT) sowie Wim van Drimmelen, der Generaldirektor der Koninklijke Bibliotheek, der Nationalbibliothek der Niederlande, welche die Europäische Digitale Bibliothek hostet. Der Prototyp für die Europäische Digitale Bibliothek wird im Rahmen des EDLnet-Projekts entwickelt. Die erste Version des Prototyps wurde auf der internationalen Konferenz »One more step towards the European Digital Library« vorgestellt, die am 31. Januar und 1. Februar 2008 in der Deutschen Nationalbibliothek (DNB) in Frankfurt am Main stattfand. Die endgültige Version des Prototyps wird im November 2008 von der EU-Kommissarin für Informationsgesellschaft und Medien, Viviane Reding, in Paris vorgestellt werden. Dieser Prototyp wird direkten Zugang zu mindestens zwei Mio. digitalisierten Büchern, Fotografien, Karten, Tonaufzeichnungen, Filmaufnahmen und Archivalien aus Bibliotheken, Archiven, audiovisuellen Sammlungen und Museen Europas bieten.

- Die für die Informationsgesellschaft und die Medien zuständige EU-Kommissarin Viviane Reding sagte: »Europeana ermöglicht eine Reise über Zeiten und Grenzen hinweg und regt zu neuen Gedanken darüber an, was unsere Kultur ausmacht. Mehr noch: sie verbindet Menschen mit ihrer Geschichte und - über interaktive Seiten und Werkzeuge - miteinander. Ich rufe nun alle europäischen Kulturinstitutionen, Verlage und Technologieunternehmen auf, Europeana mit weiteren digitalen Inhalten zu füllen. Europeana sollte allen Menschen die Gelegenheit bieten, interaktiv und kreativ ihr eigenes Stück europäischer Kultur zu schaffen und es mit anderen zu teilen. Mein Ziel ist, dass Europeana im Jahr 2010 mindestens 10 Millionen Objekte enthält.« Elisabeth Niggemann, Generaldirektorin der Deutschen Nationalbibliothek und Vorsitzende der European Digital Library Foundation (der Organisation hinter Europeana), fügte hinzu: »Durch Europeana werden kulturelle Einrichtungen interessanter für die Generation Web 2.0 - eine Generation, die zur gleichen Zeit am gleichen Ort Texte lesen, Videos sehen, Laute hören und Bilder sehen möchte. Dieses vollständige Multimediaangebot bringtjungen Menschen Europas Kultur, Vergangenheit und Zukunft näher.« Europeana ermöglicht es, die digitalisierten Sammlungen europäischer Bibliotheken, Archive und Museen gleichzeitig zu durchsuchen, d. h. die Nutzer können Themen erforschen, ohne eine Vielzahl von Internetseiten besuchen oder durchsuchen zu müssen. Im Jahr 2005 von der Europäischen Kommission initiiert, wurde Europeana in enger Zusammenarbeit der Nationalbibliotheken und anderer kultureller Einrichtungen der Mitgliedstaaten sowie mit nachdrücklicher Unterstützung des Europäischen Parlaments aufgebaut. Europeana wird von der European Digital Library Foundation betrieben, in der sich die wichtigsten europäischen Verbände von Bibliotheken,Archiven, Museen, audiovisuellen Archiven und kulturellen Einrichtungen zusammengeschlossen haben. Verwaltet wird Europeana von der niederländischen Nationalbibliothek, der Koninklijke Bibliotheek. Über -.000 Kulturorganisationen aus ganz Europa, etwa der Louvre in Paris und das Rijksmuseum in Amsterdam, haben Material, z. B. digitalisierte Gemälde und Objekte aus ihren Sammlungen, für Europeana bereitgestellt. Wichtige nationale Dokumente aus Staatsarchiven sind verfügbar und das Institut National de l'Audiovisuel (Frankreich) hat 80.000 Rundfunksendungen geliefert, die das gesamte 2o.Jahrhundert abdecken, angefangen mit einer Übertragung von den französischen Schlachtfeldern aus dem Jahr 1914. Nationalbibliotheken aus ganz Europa haben ferner gedrucktes und handschriftliches Material beigesteuert, darunter digitalisierte Kopien der »großen« Bücher, die der Welt neue Ideen geschenkt haben.
In den Jahren 2009 bis 2010 werden im Rahmen des Europäischen Forschungsprogramms rund 69 Millionen Euro für die Forschung zu digitalen Bibliotheken bereitgestellt. Im gleichen Zeitraum werden aus dem Teil »Informationsgesellschaft« des Rahmenprogramms für Wettbewerbsfähigkeit und Innovation rund 5o Millionen Euro für die Verbesserung des Zugangs zum kulturellen und wissenschaftlichen Erbe Europas bereitgestellt. Hintergrund Die Europäische Kommission befasst sich bereits seit 2000 damit, wie kulturelles Material digitalisiert und online verfügbar gemacht werden kann. Zwischen 2000 und 2005 hat sie mehrere Forschungsprojekte kofinanziert und die bessere Zusammenarbeit zwischen den Mitgliedstaaten gefördert, die ihr kulturelles Erbe online verfügbar machen wollten. Im Juni 2005 machte Kommissarin Reding die digitale Bibliothek Europas zu einer Vorreiterinitiative der »i2010-Initiative« der EU für eine europäische Informationsgesellschaft, durch die Wachstum und Beschäftigung gefördert werden (IP/05/643). Im September 2005 skizzierte die Kommission die erforderlichen Massnahmen, um Europas kulturelles und wissenschaftliches Erbe allen zugänglich zu machen (IP/05/1202). Im August 2008 forderte die Kommission die Mitgliedstaaten auf, ihre Anstrengungen im Hinblick auf einen Beitrag zu Europeana zu verstärken, insbesondere durch die Bereitstellung von mehr Mitteln für die Digitalisierung und klare Zahlenangaben zu dem Material, das sie zu digitalisieren beabsichtigen (IP/08/1255, MEMO/08/546). Die Arbeit der Kommission an der digitalen europäischen Bibliothek wurde begleitet von einer hochrangigen Expertengruppe aus dem öffentlichen und dem privaten Sektor in der kulturelle Einrichtungen, IKT-Industrie und Inhaber von Rechten vertreten waren. Die offizielle Eröffnung von Europeana fand am Donnerstag, den 20. November 2008 im »Palais de Charles de Lorraine« in der Nationalbibliothek in Brüssel statt. Anwesend waren Kommissionspräsident José Manuel Barroso, Kommissarin Viviane Reding (Informationsgesellschaft und Medien), die französische Kulturministerin und amtierende Präsidentin des EU-Rates der Kulturminister, Christine Albanel, die für Kultur und audiovisuelle Medien zuständigen Minister sowie Vertreter kultureller Einrichtungen Europas."

- Wer etwa zu Mozart recherchiert, soll künftig mit Hilfe der Meta-Datenbank auf das mühsame Aufrufen verschiedener Seiten verzichten können. Sowohl Musikdateien als auch biografische und wissenschaftliche Arbeiten stehen den Usern über eine Suchmaschine zur Verfügung. Hinzu kommen Briefe, Manuskripte und Porträts. In ähnli- cher Weise soll die Abbildung einzelner Epochen etwa der Architek- turgeschichte oder der bildenden Kunst funktionieren. Insgesamt 90 Partnerinstitute aus ganz Europa haben die entsprechenden Daten bereitgestellt - darunter auch das Bundesarchiv und die Deutsche Nationalbibliothek. De- ren Generaldirektorin Elisabeth Niggemann hatte im Februar anlässlich der Präsentation des Projektes erklärt, dass die Europeana die europäische Informationsgesellschaft stärke. "Damit kommen wir dem Traum von der Verfügbarkeit des Weltwissens auf Knopfdruck einen wichtigen Schritt näher. Was das geschriebene Wort angeht, sind die Ambitionen besonders groß. Hier reicht die Bandbreite vom Original der Gutenberg-Bibel bis hin zu in Deutschland zurzeit nicht erhältlichen Werken zahlreicher Schriftsteller. Texte wurden zunächst in allen 23 offiziellen Sprachen der Europäischen Union eingelesen - mit der Option, später auch auf Werke zurückzugreifen, die in regionalen Dialekten oder in Mundart verfasst sind. Schon in zwei Jahren soll die Gesamtzahl der digitalisierten Objekte laut Reding auf sechs bis zehn Millionen anwachsen. Mit ihrem ehrgeizigen Ansatz tritt die virtuelle Zentralbibliothek ganz nebenbei auch in Konkurrenz zum Internet-Giganten Google, Dessen Mammutprojekt, eine Datenbank fur digitalisierte Bücher anzulegen, versucht Europeana in den Schatten zu stellen. An die Grenzen seiner Möglichkeiten freilich stößt das Portal bei Werken aus der jüngeren Vergangenheit, denn der Urheberschutz muss beachtet werden. Es existieren jedoch Überlegungen, im Einzelfall spezielle Internet-Lizenzen mit Rechteinhabern auszuhandeln."

- Abstract
- The Europeana Data Model (EDM) is a new approach towards structuring and representing data delivered to Europeana by the various contributing cultural heritage institutions. The model aims at greater expressivity and flexibility in comparison to the current Europeana Semantic Elements (ESE), which it is destined to replace. The design principles underlying the EDM are based on the core principles and best practices of the Semantic Web and Linked Data efforts to which Europeana wants to contribute. The model itself builds upon established standards like RDF(S), OAI-ORE, SKOS, and Dublin Core. It acts as a common top-level ontology which retains original data models and information perspectives while at the same time enabling interoperability. The paper elaborates on the aforementioned aspects and the design principles which drove the development of the EDM.

- "Nach mehr als vier Jahren gemeinsamer Entwicklungs- und Erschließungsarbeit lässt sich der Erfolg des Modells heute quantifizieren. Seit der Aufnahme des ersten Datensatzes Mitte 2001 sind weit mehr als 20000 Quellen aus dem politik-, rechts-, wirtschafts- und sozialwissenschaftlichen Umfeld dazugekommen. Sie werden präsentiert in den Fachinformationsführern (qualifizierten Linksammlungen) von ViFaPol (Politikwissenschaft - www.vifapol.de), EconBiz (Wirtschaftswissenschaften - www.econbiz. de) und ViFa Recht (Rechtswissenschaft - www.vifa-recht. de). Jüngstes Mitglied des Verbundes sind die Europäischen Dokumentationszentren mit ihrem Rechercheportal ArchiDok (http://archidok.uni-mann heim.de). Die Einsparpotentiale liegen vor allem im hohen Überschneidungsgrad der Quellen, der - ohne Volltexte! - bei rund dreißig Prozent liegt. Die Schaffung einer gemeinsamen technischen Infrastruktur allein begründet noch nicht den Erfolg des Modells. Viel schwieriger als die Entwicklung eines Erfassungssystems ist der Aufbau eines funktionierenden Netzwerks wissenschaftlicher Einrichtungen und Bibliotheken, das sich nachhaltig für den Aufbau des Datenpools verantwortlich zeigt. Vor dem Hintergrund überaus knapper Zeitressourcen hat Academic LinkShare technische und organisatorische Lösungen entwickelt, die den Voraussetzungen der Kooperationspartner gerecht werden. Dieses Win-Win-Prinzip zahlt sich aus. Neben den fünf Verbundpartnern von Academic LinkShare beteiligen sich heute mehr als vierzig wissenschaftliche Einrichtungen an der Erschließung der Quellen. Das Interesse an dem Modell des Metadata Sharing ist beachtlich - der Kreis der Mitwirkenden wächst kontinuierlich an. Academic LinkShare bietet Interessenten aus dem sozial-, geistes- und regionalwissenschaftlichen Umfeld die Möglichkeit, dem Verbund beizutreten, und unterstützt sie dabei auf der Basis der vorhandenen technischen Lösungen beim Aufbau und Betrieb einer eigenen Virtuellen Fachbibliothek."
