    Abstract
    Seit der Gründung des HeBIS-Konsortiums (http://www.hebis.de/hebis-konsortium/) und seiner Institutionalisierung sowie der Bereitstellung von zentralen Erwerbungsmitteln durch das Land Hessen wurde für die hessischen Hochschul- und Fachhochschulbibliotheken eine beträchtliche Anzahl von Zeitschriftenpaketen und Datenbanken erworben. Die ebenfalls dem Hessischen BibliothekslnformationsSystem (HeBIS) angeschlossene UB Mainz profitiert in ähnlicher Weise von Aktivitäten in Rheinland-Pfalz. So erfreulich die zunehmende konsortiale Erwerbung von Online-Ressourcen mit Volltextzugriff auch ist - sie stellte die HeBIS-Bibliotheken vor folgende Probleme, für die dringend Lösungen eingefordert wurden: (1) Wer erstellt die Titelaufnahme? Innerhalb des HeBIS-Konsortiums wurden mittlerweile ca. 3500 Zeitschriften mit Volltextzugriff, ca. 400 Zeitschriften mit Zugriff auf Abstracts und Inhaltsverzeichnisse und ca. 100 Datenbanken erworben. Um den Arbeitsaufwand für die an den Konsortialverträgen beteiligten Bibliotheken möglichst gering zu halten, wurde eine zentrale Titelerfassung für die Verbunddatenbank sowie für die überregionale Zeitschriftendatenbank gefordert. Diese erfolgt nach Meldung neuer Verträge durch das HeBIS-Konsortium in der HeBIS-Verbundzentrale, die diese Aufgabe neu übernommen hat, ohne dafür jedoch zusätzliche Personalressourcen zu erhalten. (2) Wer erfasst die Lokaldaten? HeBIS betreibt eine Pica-basierte Verbunddatenbank. Im Pica-System werden die lokalen Bibliotheks-OPACs durch einen speziellen Mechanismus aus der zentralen Datenbank heraus automatisch beliefert. Ausgelöst wird dieser Mechanismus durch die Erstellung eines Lokaldatensatzes an einem Titeldatensatz. Jede Bibliothek muss ihre Lokaldaten normalerweise individuell erfassen, was einen hohen personellen Aufwand bedeutet.

    Abstract
    Die Deutsche Bibliothek veröffentlicht auf ihrer Website die Aktualisierung des Regelwerkstextes der RAK-WB-Anlage 5.4 (Transliteration der hebräischen Buchstaben) <urn:nbn:de:1111-2004072196> <http://nbn-resolving.de/urn/resolver.pl?urn =urn:nbn:de:1111-2004072196>. Die Norm DIN 31636 wurde vom Deutschen Institut für Normung, Normenausschuss Bibliotheks- und Dokumentationswesen, Arbeitsausschuss 1 "Transliteration und Transkription" revidiert und nach Durchführung eines DIN-Stellungnahmeverfahrens im Februar 2006 veröffentlicht. DIN 31636:2006-02 ersetzt DIN 31636:1982-04. Die revidierte Norm ist im Verlag Beuth zu beziehen. Der Standardisierungsausschuss hat in einem Umlaufverfahren im Frühjahr 2006 seine Zustimmung zu einer Änderung der RAK-WB-Anlage 5.4 erteilt, die nunmehr die Fassung der DIN 31636 vom Februar 2006 als maßgebliche Norm für die Umschrift des hebräischen Alphabets nennt.

    Abstract
    Formale Erfassung wird auch als formale Analyse, Formalerschließung, Formalkatalogisierung, alphabetische Katalogisierung oder Titelaufnahme bezeichnet. Dabei wird der letzte Terminus nicht nur für den Vorgang der Erfassung verwendet, sondern kann auch sein Ergebnis beschreiben. Andere Bezeichnungen dafür sind Katalogisat oder Metadaten (Daten über Daten). Unter formaler Erfassung versteht man die konsistent nach bestimmten Regeln erfolgende Beschreibung und das Wiederauffindbar-Machen von Objekten nach äußerlichen, formalen Kriterien. Gegenstand einer formalen Erfassung können Objekte aller Art sein, also beispielsweise auch die Produktionspalette eines Industrieunternehmens. Im Informations- und Dokumentationswesen bezieht sich die formale Erfassung üblicherweise auf Dokumente (z. B. Druckschriften, audiovisuelle Materialien, Archivalien, Internet-Ressourcen, Museumsobjekte), wobei je nach Dokumenttyp unterschiedliche Merkmale zu erfassen sind. Die Formalerschließung stellt seit jeher eine zentrale Aufgabe von IuD-Institutionen dar. Sie bildet sozusagen das Fundament, auf dem die inhaltliche Erschließung aufsetzt. Diese erfolgt im deutschsprachigen Raum oft erst in einem zweiten, deutlich getrennten Arbeitsschritt. Im angelsächsischen Gebiet werden hingegen formale und sachliche Erschließung typischerweise gleichzeitig und durch denselben Bearbeiter vorgenommen.
