    Abstract
    Nach mehr als 4 Jahren Erfahrung in der kooperativen Erschließung von Internetquellen öffnet sich der Verbund Academic LinkShare für neue Partner aus den Geistes-, Regional- und Sozialwissenschaften. Academic LinkShare ist ein Netzwerk wissenschaftlicher Bibliotheken. Gemeinsam bauen sie einen interdisziplinären Datenpool fachlich relevanter Internetquellen auf, aus dem sich alle Partner gleichberechtigt bedienen können. Nach mehr als vier Jahren gemeinsamer Entwicklungs- und Erschließungsarbeit lässt sich der Erfolg des Modells heute quantifizieren. Seit der Aufnahme des ersten Datensatzes Mitte 2001 sind weit mehr als 20.000 Quellen aus dem politik-, rechts-, wirtschafts- und sozialwissenschaftlichen Umfeld dazugekommen. Sie werden präsentiert in den Fachinformationsführern (qualifizierten Linksammlungen) von ViFaPol (Politikwissenschaft - http://www.vifapol.de), EconBiz (Wirtschaftswissenschaften - http://www.econbiz.de) und ViFa Recht (Rechtswissenschaft - http://www.vifa-recht.de). Jüngstes Mitglied des Verbundes sind die Europäischen Dokumentationszentren mit ihrem Rechercheportal ArchiDok (http://archidok.uni-mannheim.de). Die Einsparpotentiale liegen vor allem im hohen Überschneidungsgrad der Quellen, der - ohne Volltexte - bei ca. 30% liegt. Die Schaffung einer gemeinsamen technischen Infrastruktur allein begründet noch nicht den Erfolg des Modells. Viel schwieriger als die Entwicklung eines Erfassungssystems ist der Aufbau eines funktionierenden Netzwerks wissenschaftlicher Einrichtungen und Bibliotheken, das sich nachhaltig für den Aufbau des Datenpools verantwortlich zeichnet. Vor dem Hintergrund überaus knapper Zeitressourcen hat Academic LinkShare technische und organisatorische Lösungen entwickelt, die den Voraussetzungen der Kooperationspartner gerecht werden. Dieses Win-Win-Prinzip zahlt sich aus. Neben den fünf Verbundpartnern von Academic LinkShare beteiligen sich heute mehr als 40 wissenschaftliche Einrichtungen an der Erschließung der Quellen. Das Interesse an dem Modell des Metadata Sharing ist beachtlich - der Kreis der Mitwirkenden wächst kontinuierlich an. Academic LinkShare bietet Interessenten aus dem sozial-, geistes- und regionalwissenschaftlichen Umfeld die Möglichkeit, dem Verbund beizutreten, und unterstützt sie dabei auf der Basis der vorhandenen technischen Lösungen beim Aufbau und Betrieb einer eigenen Virtuellen Fachbibliothek.     Abstract
    Special classifications have been somewhat neglected in KO compared to general classifications. The methodology of constructing special classifications is important, however, also for the methodology of constructing general classification schemes. The methodology of constructing special classifications can be regarded as one among about a dozen approaches to domain analysis. The methodology of (special) classification in LIS has been dominated by the rationalistic facet-analytic tradition, which, however, neglects the question of the empirical basis of classification. The empirical basis is much better grasped by, for example, bibliometric methods. Even the combination of rational and empirical methods is insufficient. This presentation will provide evidence for the necessity of historical and pragmatic methods for the methodology of classification and will point to the necessity of analyzing "paradigms". The presentation covers the methods of constructing classifications from Ranganathan to the design of ontologies in computer science and further to the recent "paradigm shift" in classification research. 1. Introduction Classification of a subject field is one among about eleven approaches to analyzing a domain that are specific for information science and in my opinion define the special competencies of information specialists (Hjoerland, 2002a). Classification and knowledge organization are commonly regarded as core qualifications of librarians and information specialists. Seen from this perspective one expects a firm methodological basis for the field. This paper tries to explore the state-of-the-art conceming the methodology of classification. 2. Classification: Science or non-science? As it is part of the curriculum at universities and subject in scientific journals and conferences like ISKO, orte expects classification/knowledge organization to be a scientific or scholarly activity and a scientific field. However, very often when information specialists classify or index documents and when they revise classification system, the methods seem to be rather ad hoc. Research libraries or scientific databases may employ people with adequate subject knowledge. When information scientists construct or evaluate systems, they very often elicit the knowledge from "experts" (Hjorland, 2002b, p. 260). Mostly no specific arguments are provided for the specific decisions in these processes.

    Abstract
    The paper will explore the issues surrounding the development of an evaluation framework for a supranational digital library system, as seen through the TEL (The European Library) project. It will describe work an the project to date, and seek to establish what are the key drivers, priorities and barriers encountered, in developing such a framework. TEL is being funded by the EU as an Accompanying Measure in the IST program. Its main focus of is an consensus building, and also includes preparatory technical work to develop testbeds, which will gauge to what extent interoperability is achievable. In order for TEL to take its place as a major Information Society initiative of the EU, it needs to be closely attuned to the needs, expectations and realities of its user communities, which comprise the citizens of the project's national partners. To this end the evaluation framework described in this paper, is being developed by establishing the users' viewpoints and priorities in relation to the key project themes. A summary of the issues to be used in the baseline, and to be expanded upon in the paper, follows: - Establishing the differing contexts of the national library partners, and the differing national priorities which will impact an TEL - Exploring the differing expectations relating to building and using the hybrid library - Exploring the differing expectations relating to TEL. TEL needs to add value - what does this mean in each partner state, and for the individuals within them? 1. Introduction to TEL TEL (The European Library) is a thirty month project, funded by the European Commission as part of its Fifth Framework Programme for research. It aims to set up a co-operative framework for access to the major national, mainly digital, collections in European national libraries. TEL is funded as an Accompanying Measure, designed to support the work of the IST (Information Society Technologies) Programme an the development of access to cultural and scientific knowledge. TEL will stop short of becoming a live service during the lifetime of the project, and is focused an ensuring co-operative and concerted approaches to technical and business issues associated with large-scale content development. It will lay the policy and technical groundwork towards a pan European digital library based an distributed digital collections, and providing seamless access to the digital resources of major European national libraries. It began in February, 2001, and has eight national library partners: Finland, Germany, Italy, the Netherlands, Portugal, Slovenia, Switzerland and the United Kingdom. It is also seeking to encourage the participation of all European national libraries in due course.

    Abstract
    The National Science Foundation's (NSF) National Science, Mathematics, Engineering, and Technology Education Digital Library (NSDL) program seeks to create, develop, and sustain a national digital library supporting science, mathematics, engineering, and technology (SMET) education at all levels -- preK-12, undergraduate, graduate, and life-long learning. The resulting virtual institution is expected to catalyze and support continual improvements in the quality of science, mathematics, engineering, and technology (SMET) education in both formal and informal settings. The vision for this program has been explored through a series of workshops over the past several years and documented in accompanying reports and monographs. (See [1-7, 10, 12, and 13].) These efforts have led to a characterization of the digital library as a learning environments and resources network for science, mathematics, engineering, and technology education, that is: * designed to meet the needs of learners, in both individual and collaborative settings; * constructed to enable dynamic use of a broad array of materials for learning primarily in digital format; and * managed actively to promote reliable anytime, anywhere access to quality collections and services, available both within and without the network. Underlying the NSDL program are several working assumptions. First, while there is currently no lack of "great piles of content" on the Web, there is an urgent need for "piles of great content". The difficulties in discovering and verifying the authority of appropriate Web-based material are certainly well known, yet there are many examples of learning resources of great promise available (particularly those exploiting the power of multiple media), with more added every day. The breadth and interconnectedness of the Web are simultaneously a great strength and shortcoming. Second, the "unit" or granularity of educational content can and will shrink, affording the opportunity for users to become creators and vice versa, as learning objects are reused, repackaged, and repurposed. To be sure, this scenario cannot take place without serious attention to intellectual property and digital rights management concerns. But new models and technologies are being explored (see a number of recent articles in the January issue of D-Lib Magazine). Third, there is a need for an "organizational infrastructure" that facilitates connections between distributed users and distributed content, as alluded to in the third bullet above. Finally, while much of the ongoing use of the library is envisioned to be "free" in the sense of the public good, there is an opportunity and a need to consider multiple alternative models of sustainability, particularly in the area of services offered by the digital library.     Abstract
    Purpose - System usability and system usefulness are interdependent properties of system interaction, which in combination, determine system satisfaction and usage. Often approached separately, or in the case of digital libraries, often focused upon usability, there is emerging consensus among the research community for their unified treatment and research attention. However, a key challenge is to identify, both respectively and relatively, what to measure and how, compounded by concerns regarding common understanding of usability measures, and associated calls for more valid and complete measures within integrated and comprehensive models. The purpose of this paper is to address this challenge. Design/methodology/approach - Identified key usability and usefulness attributes and associated measures, compiled an integrated measurement framework, identified a suitable methodological approach for application of the framework, and conducted a pilot study on an interactive search system developed by a Health Service as part of their e-library service. Findings - Effectiveness, efficiency, aesthetic appearance, terminology, navigation, and learnability are key attributes of system usability; and relevance, reliability, and currency key attributes of system usefulness. There are shared aspects to several of these attributes, but each is also sufficiently unique to preserve its respective validity. They can be combined as part of a multi-method approach to system evaluation. Research limitations/implications - Pilot study has demonstrated that usability and usefulness can be readily combined, and that questionnaire and observation are valid multi-method approaches, but further research is called for under a variety of conditions, with further combinations of methods, and larger samples. Originality/value - This paper provides an integrated measurement framework, derived from the goal, question, metric paradigm, which provides a relatively comprehensive and representative set of system usability and system usefulness attributes and associated measures, which could be adapted and further refined on a case-by-case basis.

    Abstract
    Purpose - The purpose of this paper is to explore the communicative rituals of opening and closing manifested in e-mail-based Internet Public Library's (IPL's) online reference interaction. Design/methodology/approach - A total of 400 transcripts comprising user queries and responses by IPL librarians are examined. The opening and closing elements are identified to examine the way in which IPL librarians and users construct social space; that is, communicate their interpersonal and affective stances during the course of seeking and offering information. Findings - The results of data analysis show regular patterns of verbal and structural politeness indicators of opening and closing e-mail discourse. Linguistic elements such as greetings and acknowledgement are included in all the sampled transcripts; i.e. a 100 percent occurrence. Closing rituals have a 95 percent occurrence of linguistic features such as acknowledgement and invitation for follow-up. In contrast, there is a low occurrence of personalized openings through greeting by user name (26 percent). This lack of personalization also occurs in closings: personalized farewell through use of librarian name appears in only 8 percent of closings. Research limitations/implications - The employment of the various politeness tactics in opening and closing reflects the librarian's attention and concern to user's information needs, interests and wants. Such communicative competence narrows social distance and brings forth close socio-interpersonal space for interaction; this may, in turn, improve the overall quality of reference service. Research findings also indicate that more use of personal names may decrease the social distance between the librarian and user, resulting in increased solidarity and proximity. Originality/value - The study provides new insights into linguistic politeness and the functions of address forms such as personal names with a view toward developing effective opening and closing rituals that contribute to the enhancement of virtual reference services.

    Abstract
    Flexible organization of information is one of the key design challenges in any digital library. For the past year, we have been working with members of the National Digital Library Project (NDLP) at the Library of Congress to build an experimental system to organize and store library collections. This is a report on the work. In particular, we describe how a few technical building blocks are used to organize the material in collections, such as the NDLP's, and how these methods fit into a general distributed computing framework. The technical building blocks are part of a framework that evolved as part of the Computer Science Technical Reports Project (CSTR). This framework is described in the paper, "A Framework for Distributed Digital Object Services", by Robert Kahn and Robert Wilensky (1995). The main building blocks are: "digital objects", which are used to manage digital material in a networked environment; "handles", which identify digital objects and other network resources; and "repositories", in which digital objects are stored. These concepts are amplified in "Key Concepts in the Architecture of the Digital Library", by William Y. Arms (1995). In summer 1995, after earlier experimental development, work began on the implementation of a full digital library system based on this framework. In addition to Kahn/Wilensky and Arms, several working papers further elaborate on the design concepts. A paper by Carl Lagoze and David Ely, "Implementation Issues in an Open Architectural Framework for Digital Object Services", delves into some of the repository concepts. The initial repository implementation was based on a paper by Carl Lagoze, Robert McGrath, Ed Overly and Nancy Yeager, "A Design for Inter-Operable Secure Object Stores (ISOS)". Work on the handle system, which began in 1992, is described in a series of papers that can be found on the Handle Home Page. The National Digital Library Program (NDLP) at the Library of Congress is a large scale project to convert historic collections to digital form and make them widely available over the Internet. The program is described in two articles by Caroline R. Arms, "Historical Collections for the National Digital Library". The NDLP itself draws on experience gained through the earlier American Memory Program. Based on this work, we have built a pilot system that demonstrates how digital objects can be used to organize complex materials, such as those found in the NDLP. The pilot was demonstrated to members of the library in July 1996. The pilot system includes the handle system for identifying digital objects, a pilot repository to store them, and two user interfaces: one designed for librarians to manage digital objects in the repository, the other for library patrons to access the materials stored in the repository. Materials from the NDLP's Coolidge Consumerism compilation have been deposited into the pilot repository. They include a variety of photographs and texts, converted to digital form. The pilot demonstrates the use of handles for identifying such material, the use of meta-objects for managing sets of digital objects, and the choice of metadata. We are now implementing an enhanced prototype system for completion in early 1997.
