    Abstract
    In this paper we are concerned with the type of services that send periodic news selections to subscribers of a digital newspaper by means of electronic mail. The aims are to study the influence of categorisation in information retrieval and in digital newspapers, different models to solve problems of bilingualism in digital information services and to analyse the evaluation in information filtering and personalisation in information agents. Hermes is a multilingual system for the personalisation of news services which allows integration and categorisation of information in two languages. In order to customise information for each user, Hermes provides the means for representing a user interests homogeneously across the operating languages of the system. A simple system is applied to train automatically a dynamic news item classifier for both languages, by taking the Yahoo set of categories as reference framework and using the web pages classified under them as training collection. Traditional evaluation methods have been applied and their shortcomings for the present endeavour have been noted.

    Abstract
    This report analyzes the methodologies used in establishing interoperability among knowledge organization systems (KOS) such as controlled vocabularies and classification schemes that present the organized interpretation of knowledge structures. The development and trends of KOS are discussed with reference to the online era and the Internet era. Selected current projects and activities addressing KOS interoperability issues are reviewed in terms of the languages and structures involved. The methodological analysis encompasses both conventional and new methods that have proven to be widely accepted, including derivation/modeling, translation/adaptation, satellite and leaf node linking, direct mapping, co-occurrence mapping, switching, linking through a temporary union list, and linking through a thesaurus server protocol. Methods used in link storage and management, as weIl as common issues regarding mapping and methodological options, are also presented. It is concluded that interoperability of KOS is an unavoidable issue and process in today's networked environment. There have been and will be many multilingual products and services, with many involving various structured systems. Results from recent efforts are encouraging.

    Abstract
    A Web-based survey was conducted to determine the extent to which Canadian public libraries are collecting multilingual materials (foreign languages other than English and French), the methods that they use to select these materials, and whether public librarians are sufficiently prepared to provide their multilingual clientele with an adequate range of materials and services. There is room for improvement with regard to collection development of multilingual materials in Canadian public libraries, as well as in educating staff about keeping multilingual collections current, diverse, and of sufficient interest to potential users to keep such materials circulating. The main constraints preventing public libraries from developing better multilingual collections are addressed, and recommendations for improving the state of multilingual holdings are provided.

    Abstract
    In 1989 a consortium of the national libraries of Denmark, France, Germany, Italy, Netherlands, Portugal and the UK agreed to cooperate in investigating the potential of CD-ROMs as a means of distributing and using national bibliographic data. The project, which was divided into 10 manageable sub projects, was launched in Jan 90. One major result is a draft specification of requirements for a common retrieval interface for bibliographic data, designed to match as closely as possible the needs of four user groups: acquisition librarians, cataloguers, reference librarians and end users. A second is the production of a pilot CD-ROM in UNIMARC; The Explorers, containing records from the national bibliographies of Denmark, Italy, Netherlands and Portugal. Other major products are MARC to UNIMARC conversion tables, and a multilingual interface. Valuable if sometimes painful experience was gained during the project

    Abstract
    The case under consideration is a project of building an interdisciplinary multilingual thesaurus (Romanian-English-French) starting from a list of indexing terms based on an abridged version of the Universal Decimal Classification (UDC). The resulting thesaurus is intended for public libraries for both indexing and searching purposes in bibliographic databases covering a wide range of topics but with a fairly low level of specificity. The problems encountered in such an approach fall into two groups: 1) concordance or compatibility problems in terms of the indexing languages considered (between a classification system and a thesaurus); 2) equivalence and, hence, translatability problems in terms of the natural languages involved. Additionally, the question of ambiguity given the co-occurrence of terms in more than one class, will be discussed with reference to homographs and polysemantic words. In a thesaurus with such a wide coverage yet with a low specificity level, the method adopted in the thesaurus construction was to provide as many lead-in terms as possible and post them up to the closest in meaning broader term in order to improve the recall ratio

    Abstract
    In this second paper in the series on PRECIS we set out to establish a theoretical model of the indexing operation to account for the growing empirical evidence that PRECIS can be applied successfully to the terms and phrases of more than one natural language (NL). For this purpose, the system is examined from two different but related viewpoints, the first linguistic and the second logical. In linguistic terms, the schema of role operators is related to certain features of NL which are regarded by linguists as language-independent, particular attention being paid to Chomsky's 1965 theory, the notion of deep cases, and the idea that roles, as used in an indexing language (IL) are related to deep cases in NL. It is realised that we should not rely too heavily on analogies between NL and IL, on the grounds that these two kinds of language have different structures and to some extent different functions, Consequently, the structure of a PRECIS string is also considered in terms of an alternative logic, and it is suggested that the order of terms in strings and entries, explained in the earlier paper through reference to the dual properties of context-dependency and one-toone relationships, is also amenable to a different but reinforcing explanation in terms of time-dependency. These two types of explanation, the linguistic and the logical, form the basis for a proposed theoretical model of the 'stages of indexing'. Finally, the authors consider the implications of this model for multilingual indexing.

    Abstract
    When we first began discussing with Peter Paulson, executive director of OCLC Forest Press, the possibility of translating into Spanish the twentieth edition of the Dewey Decimal Classification, and even during the initial contact we had with the late John A. Humphry, we knew that the project would be a complex and hard task. The reality was that the project exceeded all expectations and was much more complex and difficult than we had anticipated. This not only made it more interesting for those who participated in its development, but also made it an extraordinary challenge, especially due to the time frame initially foreseen for its development: eight to ten months. Once we agreed with Peter Paulson on the basic terms of the project, Rojas Eberhard Editores was able to convince Information Handling Services (a company located in Denver, Colorado, known worldwide for its products and services in the field of technological information) to participate with us in this translation and publication project. Information Handling Services channeled its participation through its subsidiary in Mexico, to facilitate the integration of the project into the main zone of influence of the final product: Latin America.

    Abstract
    The Internet would not be very useful if communication were limited to textual exchanges between speakers of English located in the United States. Rather, its value lies in its ability to enable people from multiple nations, speaking multiple languages, to employ multiple media in interacting with each other. While computer networks broke through national boundaries long ago, they remain much more effective for textual communication than for exchanges of sound, images, or mixed media -- and more effective for communication in English than for exchanges in most other languages, much less interactions involving multiple languages. Supporting searching and display in multiple languages is an increasingly important issue for all digital libraries accessible on the Internet. Even if a digital library contains materials in only one language, the content needs to be searchable and displayable on computers in countries speaking other languages. We need to exchange data between digital libraries, whether in a single language or in multiple languages. Data exchanges may be large batch updates or interactive hyperlinks. In any of these cases, character sets must be represented in a consistent manner if exchanges are to succeed. Issues of interoperability, portability, and data exchange related to multi-lingual character sets have received surprisingly little attention in the digital library community or in discussions of standards for information infrastructure, except in Europe. The landmark collection of papers on Standards Policy for Information Infrastructure, for example, contains no discussion of multi-lingual issues except for a passing reference to the Unicode standard. The goal of this short essay is to draw attention to the multi-lingual issues involved in designing digital libraries accessible on the Internet. Many of the multi-lingual design issues parallel those of multi-media digital libraries, a topic more familiar to most readers of D-Lib Magazine. This essay draws examples from multi-media DLs to illustrate some of the urgent design challenges in creating a globally distributed network serving people who speak many languages other than English. First we introduce some general issues of medium, culture, and language, then discuss the design challenges in the transition from local to global systems, lastly addressing technical matters. The technical issues involve the choice of character sets to represent languages, similar to the choices made in representing images or sound. However, the scale of the language problem is far greater. Standards for multi-media representation are being adopted fairly rapidly, in parallel with the availability of multi-media content in electronic form. By contrast, we have hundreds (and sometimes thousands) of years worth of textual materials in hundreds of languages, created long before data encoding standards existed. Textual content from past and present is being encoded in language and application-specific representations that are difficult to exchange without losing data -- if they exchange at all. We illustrate the multi-language DL challenge with examples drawn from the research library community, which typically handles collections of materials in 400 or so languages. These are problems faced not only by developers of digital libraries, but by those who develop and manage any communication technology that crosses national or linguistic boundaries.

    Abstract
    This work proposes an approach which is intended to meet the particular challenges of Medical Language Processing, in particular medical information retrieval. At its core lies a new type of dictionary, in which the entries are equivalence classes of subwords, i.e., semantically minimal units. These equivalence classes capture intralingual as well as interlingual synonymy. As equivalence classes abstract away from subtle particularities within and between languages and reference to them is realized via a language-independent conceptual system, they form an interlingua. In this work, the theoretical foundations of this approach are elaborated on. Furthermore, design considerations of applications based on the subword methodology are drawn up and showcase implementations are evaluated in detail. Starting with the introduction of Medical Linguistics as a field of active research in Chapter two, its consideration as a domain separated form general linguistics is motivated. In particular, morphological phenomena inherent to medical language are figured in more detail, which leads to an alternative view on medical terms and the introduction of the notion of subwords. Chapter three describes the formal foundation of subwords and the underlying linguistic declarative as well as procedural knowledge. An implementation of the subword model for the medical domain, the MorphoSaurus system, is presented in Chapter four. Emphasis will be given on the multilingual aspect of the proposed approach, including English, German, and Portuguese. The automatic acquisition of (medical) subwords for other languages (Spanish, French, and Swedish), and their integration in already available resources is described in the fifth Chapter.
