    Abstract
    Der Aufbau der Europäischen Digitalen Bibliothek wurde im Herbst 2007 auf soliden Grund gestellt: Mit der European Digital Library Foundation steht eine geschäftsfähige Organisation als Trägerin der Europäischen Digitalen Bibliothek zur Verfügung. Sie fungiert zunächst als Steuerungsgremium für das EU-finanzierte Projekt EDLnet und übernimmt sukzessive die Aufgaben, die für den Aufbau und die Weiterentwicklung der Europäischen Digitalen Bibliothek notwendig sind. Die Gründungsmitglieder sind zehn europäische Dachorganisationen aus den Bereichen Bibliothek, Archiv, audiovisuelle Sammlungen und Museen. Vorstandsmitglieder sind die Vorsitzende Elisabeth Niggemann (CENL) die Vize-Vorsitzende Martine de Boisdeffre (EURBICA), der Schatzmeister Edwin van Huis (FIAT) sowie Wim van Drimmelen, der Generaldirektor der Koninklijke Bibliotheek, der Nationalbibliothek der Niederlande, welche die Europäische Digitale Bibliothek hostet. Der Prototyp für die Europäische Digitale Bibliothek wird im Rahmen des EDLnet-Projekts entwickelt. Die erste Version des Prototyps wurde auf der internationalen Konferenz »One more step towards the European Digital Library« vorgestellt, die am 31. Januar und 1. Februar 2008 in der Deutschen Nationalbibliothek (DNB) in Frankfurt am Main stattfand. Die endgültige Version des Prototyps wird im November 2008 von der EU-Kommissarin für Informationsgesellschaft und Medien, Viviane Reding, in Paris vorgestellt werden. Dieser Prototyp wird direkten Zugang zu mindestens zwei Mio. digitalisierten Büchern, Fotografien, Karten, Tonaufzeichnungen, Filmaufnahmen und Archivalien aus Bibliotheken, Archiven, audiovisuellen Sammlungen und Museen Europas bieten.

    Darin u.a. "Interoperabilität als Kernstück - Technische und semantische Interoperabilität bilden somit das Kernstück für das Funktionieren der Europäischen Digitalen Bibliothek. Doch bevor Wege gefunden werden können, wie etwas funktionieren kann, muss zunächst einmal festgelegt werden, was funktionieren soll. Hierfür sind die Nutzeranforderungen das Maß aller Dinge, weshalb sich ein ganzes Arbeitspaket in EDLnet mit der Nutzersicht, den Nutzeranforderungen und der Nutzbarkeit der Europäischen Digitalen Bibliothek befasst, Anforderungen formuliert und diese im Arbeitspaket »Interoperabilität« umgesetzt werden. Für die Entscheidung, welche Inhalte wie präsentiert werden, sind jedoch nicht allein technische und semantische Fragestellungen zu klären, sondern auch ein Geschäftsmodell zu entwickeln, das festlegt, was die beteiligten Institutionen und Organisationen in welcher Form zu welchen Bedingungen zur Europäischen Digitalen Bibliothek beitragen. Auch das Geschäftsmodell wird Auswirkungen auf technische und semantische Interoperabilität haben und liefert die daraus abgeleiteten Anforderungen zur Umsetzung an das entsprechende Arbeitspaket. Im EDLnet-Projekt ist somit ein ständiger Arbeitskreislauf installiert, in welchem die Anforderungen an die Europäische Digitale Bibliothek formuliert, an das Interoperabilitäts-Arbeitspaket weitergegeben und dort umgesetzt werden. Diese Lösung wird wiederum an die Arbeitspakete »Nutzersicht« und »Geschäftsmodell« zurückgemeldet, getestet, kommentiert und für die Kommentare wiederum technische Lösungen gesucht. Dies ist eine Form des »rapid prototyping«, das hier zur Anwendung kommt, d. h. die Funktionalitäten werden schrittweise gemäß des Feedbacks der zukünftigen Nutzer sowie der Projektpartner erweitert und gleichzeitig wird der Prototyp stets lauffähig gehalten und bis zur Produktreife weiterentwickelt. Hierdurch verspricht man sich ein schnelles Ergebnis bei geringem Risiko einer Fehlentwicklung durch das ständige Feedback."

Mittlerweile ist aber offenbar, dass auch die Digitalisierung einen nicht zu vernachlässigenden Aufwand bedeutet und das Problem der zukunftssicheren Aufbewahrung auch auf dieser Ebene immer noch nicht gelöst ist. Es ist somit weder einfach noch billig, entsprechende Vorhaben zu verwirklichen und nicht wenige Projekte sind zu einem Investitionsgrab verkommen. Um so erfreulicher, dass dieser Band nun einen Überblick über die Erfahrungen von koordinierten Forschungsprogrammen in den USA und Großbritannien von 1994 bis ca. 2002 gibt und Einblicke in Politik, Planung, Einrichtung und Handhabung der von diesen Programmen gesponserten Projekten erlaubt und dies aus unterschiedlichen Perspektiven. Im einleitenden Teil wird in zwei Kapiteln zunächst eine Übersicht über die Entwicklung der Forschungsprogramme in den USA und GB gegeben. Bei der Lektüre wird offenbar, wie viel im angelsächsischen Bereich in diesem Bereich investiert wurde und dass viele bekannte aktuelle Dienste, kostenlose als auch kommerzielle, in ihnen ihre Wurzeln haben. Insbesondere die Abhandlung über die USA sollte deutsche Bibliothekspolitiker interessieren, handelt es sich doch dabei um eine umfangreiche Finanzierung eines föderalen politischen Systems. Im darauf folgenden ersten Teil werden dann die Themenbereiche Ökonomie und Finanzierung, Inhaltsarten, Open Access, digitale Präservation und Evaluation von elektronischen Informationsdiensten eingehend behandelt. Es werden jeweils die Probleme und "Handlungsfelder" in allen Facetten dargestellt, welche sich beim Aufbau jeder digitalen Bibliothek stellen und gelöst werden müssen.
    Teil zwei bietet dann Fallbeispiele für Implementation und Aufbau verschiedener digitaler Bibliotheken, u.a. von städtischen, universitären digitalen Bibliotheken und von solchen, die per Netzwerk erstellt werden. Auch eine digitale Bibliothek, welche Musik beinhaltet und jene der Library of Congress werden vorgestellt. Im dritten Teil werden dann Aspekte der Zukunft digitaler Bibliotheken am Beispiel der Tilburg University Library vorgestellt. Entwicklungslinien und einige Sackgassen seit 1992 werden herausgearbeitet und die Zukunft als eine Implementation der digitalen Bibliothek in eLearning-Strategien der Trägerorganisation dargestellt. Ein Stichwortregister rundet den Band ab. Der Band, geschrieben von kompetenten, aus der Praxis kommenden Beiträgern, sollte Pflichtlektüre sein nicht nur für jene, welche Projekte im Bereich der Digitalisierung planen oder durchführen, sondern für alle, welche sich für die Weiterentwicklung des Bibliothekswesens interessieren. Insbesondere der Teil zu den einzelnen Handlungsfeldern bietet gute Zusammenfassungen von Problemstellungen, an denen sich früher oder später jede Bibliothek abmühen muss. Die Vielfalt der aufgeführten Praxisbeispiele ist ebenfalls sehr anregend. Lektüre empfohlen!"

    Abstract
    Purpose - One of the unresolved problems of the global information society is ensuring the long-term accessibility of digital documents. The project kopal tackles this problem head-on: in a three-year project kopal's objective is the practical testing and implementation of a cooperatively created and operated long-term archival system for digital resources. Design/methodology/approach - The system will be implemented in accordance with international standards for long-term archiving and metadata within the Open Archival Information System (OAIS) framework. The project partners, Die Deutsche Bibliothek (DDB), Göttingen State and University Library (SUB Göttingen), IBM Deutschland GmbH and the Gesellschaft für wissenschaftliche Datenverarbeitung mbH Göttingen (GWDG), will establish a cooperatively transferable solution for cultural heritage institutions, as well as for business and industry. Findings - Within the project, the project partners DDB and SUB Göttingen are developing software for the input and access of data, which will be released under an open-source license. Research limitations/implications - Long-term preservation methods and strategies will be discussed in general in the paper. Practical implications - The project will present a stable and reusable platform for additional partners and users, especially for cultural heritage organisations. Originality/value - The solution is based on Digital Information and Archiving System (DIAS), jointly devised by IBM and the National Library of The Netherlands in The Hague, and it will be adapted to the needs of the project with several extensions. Establishing a collaborative solution for long-term preservation is a milestone in the development of systems for the long-term availability of digital objects.

    Abstract
    The concept for the German Digital Libraries Program is imbedded in the Information Infrastructure Program of the German Federal Government for the years 1996-2000 which has been explicated in the Program Paper entitled "Information as Raw Material for Innovation".3 The Program Paper was published 1996 by the Federal Ministry for Education, Research, and Technology. The actual grants program "Global Info" was initiated by the Information and Communication Commission of the Joint Learned Societies to further technological advancement in enabling all researchers in Germany direct access to literature, research results, and other relevant information. This Commission was founded by four of the learned societies in 1995, and it has sponsored a series of workshops to increase awareness of leading edge technology and innovations in accessing electronic information sources. Now, nine of the leading research-level learned societies -- often those with umbrella responsibilities for other learned societies in their field -- are members of the Information and Communication Commission and represent the mathematicians, physicists, computer scientists, chemists, educational researchers, sociologists, psychologists, biologists and information technologists in the German Association of Engineers. (The German professional librarian societies are not members, as such, of this Commission, but are represented through delegates from libraries in the learned societies and in the future, hopefully, also by the German Association of Documentalists or through the cooperation between the documentalist and librarian professional societies.) The Federal Ministry earmarked 60 Million German Marks for projects within the framework of the German Digital Libraries Program in two phases over the next six years. The scope for the German Digital Libraries Program was announced in a press release in April 1997,4 and the first call for preliminary projects and expressions of interest in participation ended in July 1997. The Consortium members were suggested by the Information and Communication Commission of the Learned Societies (IuK Kommission), by key scientific research funding agencies in the German government, and by the publishers themselves. The first official meeting of the participants took place on December 1, 1997, at the Deutsche Bibliothek, located in the renowned center of German book trade, Frankfurt, thus documenting the active role and participation of libraries and publishers. In contrast to the Digital Libraries Project of the National Science Foundation in the United States, the German Digital Libraries project is based on furthering cooperation with universities, scientific publishing houses (including various international publishers), book dealers, and special subject information centers, as well as academic and research libraries. The goals of the German Digital Libraries Project are to achieve: 1) efficient access to world wide information; 2) directly from the scientist's desktop; 3) while providing the organization for and stimulating fundamental structural changes in the information and communication process of the scientific community.

    Abstract
    The Deutsche Forschungsgemeinschaft (DFG) is the central public funding organization for academic research in Germany. It is thus comparable to a research council or a national research foundation. According to its statutes, DFG's mandate is to serve science and the arts in all fields by supporting research projects carried out at universities and public research institutions in Germany, to promote cooperation between researchers, and to forge and support links between German academic science, industry and partners in foreign countries. In the fulfillment of its tasks, the DFG pays special attention to the education and support of young scientists and scholars. DFG's mandate and operations follow the principle of territoriality. This means that its funding activities are restricted, with very few exceptions, to individuals and institutions with permanent addresses in Germany. Fellowships are granted for work in other countries, but most fellowship programs are restricted to German citizens, with a few exceptions for permanent residents of Germany holding foreign passports.
