- Abstract
- Most successful hypertext systems are small. The texts are either authored by a single person or written to tight standards. Examines the problems of handling large amorphous collections of research type documents with hypertext. Presents a pilot study for the Australian Heritage Commission which safeguards heritage sites that may involve conflicts of ownership and land use. An experimental hyperbase was constructed of plants and plant communities in the forest of Tasmania. - Abstract
- The project AUTHOR aims to give access to cataloguers at the international level and in UNIMARC, to the name authority files (names of persons and corporate bodies) of the participating national libraries (Belgium, Spain, France, Portugal United Kingdom). - Abstract
- As a result of the growing pace of developments in the electronic information industry the EC Commission invited applications for the creation of a data base of producers and their services. Tha contract was awarded to the European Information Industry Association, which in collaboration with ECHO (European Commission Host Organisation) has created the I'M GUIDE (Information Market Guide) service. Information on the products, services and manufacturer is contributed by a network of correspondents. The data bank is updated fortnightly and contains more than 4.000 references. The system is available for online access 24 hours daily. It offers natural language searching in English, french and Italian and a menu-driven system in the 9 EC languages

- Abstract
- The concept for the German Digital Libraries Program is imbedded in the Information Infrastructure Program of the German Federal Government for the years 1996-2000 which has been explicated in the Program Paper entitled "Information as Raw Material for Innovation".3 The Program Paper was published 1996 by the Federal Ministry for Education, Research, and Technology. The actual grants program "Global Info" was initiated by the Information and Communication Commission of the Joint Learned Societies to further technological advancement in enabling all researchers in Germany direct access to literature, research results, and other relevant information. This Commission was founded by four of the learned societies in 1995, and it has sponsored a series of workshops to increase awareness of leading edge technology and innovations in accessing electronic information sources. Now, nine of the leading research-level learned societies -- often those with umbrella responsibilities for other learned societies in their field -- are members of the Information and Communication Commission and represent the mathematicians, physicists, computer scientists, chemists, educational researchers, sociologists, psychologists, biologists and information technologists in the German Association of Engineers. (The German professional librarian societies are not members, as such, of this Commission, but are represented through delegates from libraries in the learned societies and in the future, hopefully, also by the German Association of Documentalists or through the cooperation between the documentalist and librarian professional societies.) The Federal Ministry earmarked 60 Million German Marks for projects within the framework of the German Digital Libraries Program in two phases over the next six years. The scope for the German Digital Libraries Program was announced in a press release in April 1997,4 and the first call for preliminary projects and expressions of interest in participation ended in July 1997. The Consortium members were suggested by the Information and Communication Commission of the Learned Societies (IuK Kommission), by key scientific research funding agencies in the German government, and by the publishers themselves. The first official meeting of the participants took place on December 1, 1997, at the Deutsche Bibliothek, located in the renowned center of German book trade, Frankfurt, thus documenting the active role and participation of libraries and publishers. In contrast to the Digital Libraries Project of the National Science Foundation in the United States, the German Digital Libraries project is based on furthering cooperation with universities, scientific publishing houses (including various international publishers), book dealers, and special subject information centers, as well as academic and research libraries. The goals of the German Digital Libraries Project are to achieve: 1) efficient access to world wide information; 2) directly from the scientist's desktop; 3) while providing the organization for and stimulating fundamental structural changes in the information and communication process of the scientific community.

- Abstract
- The past 30 years have seen many changes in the UK library and information science (LIS) education, and to the profession working environment generally. The most far reaching of these changes is the development of a research base and research methodologies for LIS and the subsequent impact of these research findings on professional practice. Concludes that investment in research and development by governmental, educational and commercial agencies will ultimately do more to secure the long term future of the LIS profession than any amount of evangelizing on the importance of information. - Abstract
- More than 1.300 large integrated library systems are installed in the EC member countries. This figure represents a growth rate of more than 525% over the last five years. New suppliers have achieved some 36% of the market. The number of suppliers of large integrated systems has increased from 12 in 1986 to more than 30. More than 3.600 small integrated systems have been installed by some 40 different suppliers shown in a study carried out in 1991 as background for the Commission of the European Communities action under Libraries Programme. - Abstract
- Explains copyright as it affects electronic databases tressing that there is no copyright in an electronic form of a record in itself, only in a service and its content. Regrets the lack of reaction from right owners to a set of European Association of Scientific Information and Dissemination Centres (EUSIDIC) Guidelines covering information brokers and downloading and discusses the Commission of the European Communities draft directive on the legal protection of databases. Recommends close consultation with rights owners where confusion arises until the formulation of minimum downloading standards

- Abstract
- One year after the World Interllectual Property Organization conference in Geneva, the European Commission has recognized its proposal for the directive on the harmonisation of certain aspects of authors' and related rights in the information society. The text is a keystone of european legislation in the area of intellectual property and gives the first complete definition of the 2 major components of the authors' rights, the right of reproduction and the right of communication to the public, and endeavors to adapt these to the new electronic environment. This definition has consequences for owners as well for users. It governs the future methods of utilization of works on the network and designates the strength of relations among the different participants in the information society
