- Abstract
- This article details the public policy framework that establishes the legal foundation for requiring access to Web-based information resources for people with disabilities. Particular areas of focus include: the application of the fair use doctrine to an understanding of disability access to digital information; the application of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act to Web-based services; and the application of Section 508 of the Rehabilitation Act to Federal Web-based resources and the extent to which Section 508 may be applicable to states through linkage under the Assistive Technology Act.

- Presents a summary of a report published by the US Department of Commerce on the impact of the National Information Infrastructure (NII), the information superhgihway, on copyright laws in the USA. Explains the backgroud to the report, the aims of the NII, the role of the Information Infrastructure Task Force (IITF) set up by the Clinton administration, and the work of the Working Group on Intellectual Property Rights within the IITF. Presents the report's recommendations to the US Congress on changes to copyright laws, including clarification of the copyright owner's distribution right and amendment of library privileges to bring them into the digital age.

- Abstract
- In this global information age, accessing, disseminating, and controlling information is an increasingly important aspect of human life. Often, these interests are expressed in the language of human rights-for example, rights to expression, privacy, and intellectual property. As the discipline concerned with "facilitating the effective communication of desired information between human generator and human user" (Belkin, 1975, p. 22), library and information science (LIS) has a central role in facilitating communication about human rights and ensuring the respect for human rights in information services and systems. This paper surveys the literature at the intersection of LIS and human rights. To begin, an overview of human rights conventions and an introduction to human rights theory is provided. Then the intersections between LIS and human rights are considered. Three central areas of informational human rights-communication, privacy, and intellectual property-are discussed in detail. It is argued that communication rights in particular serve as a central linchpin in the system of human rights.

- Image content opens up exciting possibilities for stand-alone media, distributed networks, online networks, and on-site publishing from information systems for use by the general public, for research, collection management, education and distance learning. These developments coincide and overlap with widespread new questioning and thinking as to the role of museums in relation to their diverse publics and also may have many parallels in the library world. - Explains the legal aspects of copyright. Under English law, copying includes electronic copying of works. Takes the example of a company wishing to store its in house cuttings library of other people's news cuttings on disc. One option is to retain the newspapers. Another is to contact the publishers, which presents enormous difficulties. The Copyright Licensing Agency at present only deals with photocopying and has no mandate from newspaper publishers to include their works in such schemes

- Abstract
- Downloading and information filtering are prerequisites for efficient use of electronic documents available in databases or on the Internet. Taking full advantage of electronic text collections requires a proper legal framework. Under present copyright law, electronic copying is subject to prior consent from the copyright owner, with due regard to fair use exceptions. This approach is followed by the European Union in its Database Protection Directive. The Directive leaves important questions concerning the fair use doctrine, compulsory licenses, and non copyright ('copyleft') to be resolved by national implementation as well as contractual arrangements between publishers and authors. The Directive's strong emphasis on direct revenues from users to copyright owners should be supplemented by compulsory licenses. Unrestricted access to information adds enormous value to database use and would result in more revenue for the authors and makers of databases. If the public's interest in access to information id deemed paramount to private copyright, government should intervene to secure sufficient revenues for the copyright owners

- Abstract
- The concept of a digital library has been stimulated by recent advances in computing technology. These developments hold the promise of transforming libraries into interactive centres of learning and research by virtue of inexpensive digital storage, easy-to-use search engines, and powerful computing hardware. However, libraries are handicapped in their move to digital collections by enormous legal problems in securing rights to much of the current literature. Solutions to this dilemma are not on the immediate horizon, but eventually will include changes in the current copyright law and technological arrangements to protect the interests of the owners of intellectual property. Suggests that librarians might find a more valuable role not in getting information to an electronic state, but in being its organizers and facilitators

- Abstract
- Contrary to a popular belief of lawyers having the most strict perception of law, law professionals actually strongly skew toward more favorable views of digital sharing. According to our qualitative study, relying on in-depth interviews with 50 Harvard lawyers, digital piracy is quite acceptable. It is considered fair, especially among friends and for noncommercial purposes. We argue that this not only can indicate that the existing law is becoming outdated because of its inability to be enforced, but also that ethically it is not corresponding to what is considered fair, good service, or being societally beneficial. The common perception of relying on a fixed price for digital content is eroding. We show that on the verges of business, society, and law, there is a potential for the new paradigm of digital commons to emerge.

- Abstract
- The cultural minister's speech to Danish Research Library Association'a annual meeting. The information society brings opportunities for citizens to take responsibility, but also gives rise to new power centres. We must take political decisions that favour equal access, using the strategy outlined in government reports. The Committee on Libraries in the Info-society will evaluate their role as centres for promotion of knowledge, culture and citizenship, the differing roles of public, central and research libraries, examine user charges and copyright. The research libraries have seen growth in lending and service improvement due to use of information technology. Their desire to become advanced multimedia workshops will necessitate large government investments. A 3 million kroner grant will be used to analyze the future need for computer investment in the cultural ministerial research libraries. The ministry is setting up 'Kulturnet Danmark' to develop cooperation between cultural institutions

- Abstract
- CD-ROM technology for both storage and distribution of information has fueled the demand for network access to CD-ROMs. The many software products offer such access with a variety of features: low cost: ease of management; levels of security; performance; and network system support. Offers advice on enumerating the different solutions, assigning priorities to the issues involved and matching these priorities with the products that best serve each one. Issues considered include: throughput; security; accessing CD-ROM contents; NLM or dedicated server; ease of installation; training required; access and security control; maximum number of CD-ROM disc drives supported; drive locking; MSCDEX support; and license metering. Concludes with a summary of 14 commercial products, each product being marked in the light of the priorities mentioned

- Abstract
- Explores the intellectual property issues that arise in connection with the production and distribution of multimedia products, focusing on recent efforts by a major US art museum to prepare a CD-ROM edition of its collection and catalogue. Issues discussed include: copyright interests and moral rights of artists and others whose works were to be included in the product; respective rights of the museum and the various expert contractors employed in the production process; and the ability of the museum to use copyright, patent and licensing law to protect the finished product against unauthorized exploitation. Concludes that the producer of a multimedia product faces significant legal uncertainty because of the law's limited experience in applying traditional intellectual property doctrines to this novel environment

Library, Sweden, and discusses the use of scanners, electronic mail and facsimile transmission (FAX) techniques.
