    Abstract
The Dublin Core metadata standard provides a core set of 15 metadata elements for cross-domain information resource sharing. Since the original workshop, held in March 1995 in Dublin, Ohio - thus the name Dublin Core - this core set of metadata elements has gained worldwide recognition and use, with translations in over 20 languages. The issuance of the ISO standard provides the official international endorsement for use of theDublin Core metadata. Under NISO's leadership this standard was fast-tracked in ISO Technical Committee 45 (Information and documentation) Subcommittee 4 (Technical Interoperability) through the ISO approval process using a version identical to ANSI/NISO Z39.85-2001

    Abstract
Openness is not a given on the Internet. Technical standards--the underlying architecture that enables interoperability among hardware and software from different manufacturers--increasingly control individual freedom and the pace of innovation in technology markets. Heated battles rage over the very definition of "openness" and what constitutes an open standard in information and communication technologies. In Opening Standards, experts from industry, academia, and public policy explore just what is at stake in these controversies, considering both economic and political implications of open standards. The book examines the effect of open standards on innovation, on the relationship between interoperability and public policy (and if government has a responsibility to promote open standards), and on intellectual property rights in standardization--an issue at the heart of current global controversies. Finally, Opening Standards recommends a framework for defining openness in twenty-first-century information infrastructures. Contributors discuss such topics as how to reflect the public interest in the private standards-setting process; why open standards have a beneficial effect on competition and Internet freedom; the effects of intellectual property rights on standards openness; and how to define standard, open standard, and software interoperability.

    Abstract
Domains represent concepts which belong to specific parts of the world. The particularized meaning of words linguistically encoding such domain concepts are provided by domain specific resources. The explicit meaning of such words are increasingly captured computationally using domain-specific ontologies, which, even for the same reference domain, are most often than not semantically incompatible. As information systems that rely on domain ontologies expand, there is a growing need to not only design domain ontologies and domain ontology-grounded Knowledge Graphs (KGs) but also to align them to general standards and conventions for interoperability. This often presents an insurmountable challenge to domain experts who have to additionally learn the construction of domain ontologies and KGs. Until now, several research methodologies have been proposed by different research groups using different technical approaches and based on scenarios of different domains of application. However, no methodology has been proposed which not only facilitates designing conceptually well-founded ontologies, but is also, equally, grounded in the general pedagogical principles of knowledge organization and, thereby, flexible enough to teach, and reproduce vis-à-vis domain experts. The purpose of this paper is to provide such a general, pedagogically flexible semantic knowledge modelling methodology. We exemplify the methodology by examples and illustrations from a professional-level digital healthcare course, and conclude with an evaluation grounded in technological parameters as well as user experience design principles.

    Abstract
The current standards for monolingual and multilingual thesauri are long overdue for an update. This applies to the international standards ISO 2788 and ISO 5964, as well as the corresponding national standards in several countries and the American standard ANSI/NISO Z39.19. Work is now under way in the UK and in the USA to revise and extend the standards, with particular emphasis on interoperability needs in our world of vast electronic networks. Work in the UK is starting with the British Standards, in the hope of leading on to one international standard to serve all. Some of the issues still under discussion include the treatment of facet analysis, coverage of additional types of controlled vocabulary such as classification schemes, taxonomies and ontologies, and mapping from one vocabulary to another. 1. Are thesaurus standards still needed? Since the 1960s, even before the renowned Cranfield experiments (Cleverdon et al., 1966; Cleverdon, 1967) arguments have raged over the usefulness or otherwise of controlled vocabularies. The case has never been proved definitively one way or the other. At the same time, a recognition has become widespread that no one search method can answer all retrieval requirements. In today's environment of very large networks of resources, the skilled information professional uses a range of techniques. Among these, controlled vocabularies are valued alongside others. The first international standard for monolingual thesauri was issued in 1974. In those days, the main application was for postcoordinate indexing and retrieval from document collections or bibliographic databases. For many information professionals the only practicable alternative to a thesaurus was a classification scheme. And so the thesaurus developed a strong following. After computer systems with full text search capability became widely available, however, the arguments against controlled vocabularies gained more followers. The cost of building and maintaining a thesaurus or a classification scheme was a strong disincentive. Today's databases are typically immense compared with those three decades ago. Full text searching is taken for granted, not just in discrete databases but across all the resources in an intranet or even the Internet. But intranets have brought particular frustration as users discover that despite all the computer power, they cannot find items which they know to be present an the network. So the trend against controlled vocabularies is now being reversed, as many information professionals are turning to them for help. Standards to guide them are still in demand.

    Abstract
Interoperability refers to the ability of two or more systems or components to exchange information and to use the information that has been exchanged. This article presents the major viewpoints of interoperability, with the focus on semantic interoperability. It discusses the approaches to achieving interoperability as demonstrated in standards and best practices, projects, and products in the broad domain of knowledge organization.

    Abstract
ISO standards for document description have been recently developed. These standards view documents as hierarchical objects and it is likely that languages such as SGML (Standard Generalised Markup Language) will become widely used in the future for document markup. As structured documents become available, so there will be a need to evolve tools to take advantage of structural knowledge. A conceptual model for bibliographic data has been designed, known as Maestro (Management Environment for Structured Text Retrieval and Organization). It supports structured documents and provides a query language to retrieve and link information contained in these structures. The Maestro system is being built on top of an existing full text retrieval system known as FullText

    Abstract
Many classification of standards exist. These are often inconsistent, which may lead to confusion in standardization practice. This article includes an inventory of current classifications and a discussion of their aplicability. Based on the new insights, gained from this examination, other possible classifications of standards are suggested. These classifications may be related to the entities the standards refer to or to the users of the standards

    Abstract
Changing technological paradigms require new approaches to the definition of standards in the area of art information. Previously separate databases, image bases, computer aided design systems and geographical information systems are now being linked into multimedia, interdisciplinary information systems. Such integration is possible if all systems are built on a shared intellectual framework. The importance of contextual and descriptive information must be recognised when applied to museum objects. Examines how the information itself should be considered rather than delivery systems and technology if such systems are to progress

    Abstract
Enhancing content description of specialized resources, particularly astronomical resources, is a matter that is still unresolved in library and information science. In this paper, the authors outline deficiencies in some fields and elements of cataloging standards for description of historical astronomical resources, mainly star atlases and catalogs. Furthermore, they review their recent proposal of astronomical parameters for a better description and propose an approach for accommodating these parameters in the current criteria of MARC 21, the International Standard Bibliographic Description, and Resource Description and Access. Fourteen new parameters are considered, and recommendations are provided to standards developers for the addition of elements to accommodate attributes of celestial cartographic resources. This would improve bibliographic records for such resources in astronomical libraries' OPACs, which will have a beneficial effect on information retrieval.
