    Abstract
    The United States Supreme Court case of 1991, Feist Publications, Inc. v. Rural Tel. Service Co., continues to be highly significant for property in data and databases, but remains poorly understood. The approach taken in this article contrasts with previous studies. It focuses upon the not original rather than the original. The delineation of the absence of a modicum of creativity in selection, coordination, and arrangement of data as a component of the not original forms a pivotal point in the Supreme Court decision. The author also aims at elucidation rather than critique, using close textual exegesis of the Supreme Court decision. The results of the exegesis are translated into a more formal logical form to enhance clarity and rigor. The insufficiently creative is initially characterized as so mechanical or routine. Mechanical and routine are understood in their ordinary discourse senses, as a conjunction or as connected by AND, and as the central clause. Subsequent clauses amplify the senses of mechanical and routine without disturbing their conjunction. The delineation of the absence of a modicum of creativity can be correlated with classic conceptions of computability. The insufficiently creative can then be understood as a routine selection, coordination, or arrangement produced by an automatic mechanical procedure or algorithm. An understanding of a modicum of creativity and of copyright law is also indicated. The value of the exegesis and interpretation is identified as its final simplicity, clarity, comprehensiveness, and potential practical utility.

    Abstract
    The nature and implications of electrocopying are summarised. After a brief review of the principles of copyright, the issue of whether electrocopying infringes copyright is debated. Publishers are aware of the threat that electrocopying poses to their business. The various options available to publishers for responding to electrocopying are summarised. Patterns of scholarly communications and the relationships between authors, publishers and libraries are being challenged. Constructive dialogue is necessary if the issues are to be resolved

    Abstract
    Technological developments have changed the concepts of publication, reproduction and distribution. However, legislation, and in particular the Legal Deposit Law has not adjusted to these changes - it is very restrictive in the sense of protecting the rights of authors of electronic publications. National libraries and national archival institutions, being aware of their important role in preserving the written and spoken cultural heritage, try to find different legal ways to live up to these responsibilities. This paper presents some legal aspects of archiving Web pages, examines the harvesting of Web pages, provision of public access to pages, and their long-term preservation.

    Abstract
    There is much interest at present in electronic publishing and electronic libraries. The vast bulk of material in libraries today is not held in electronic format. For electronic libraries to flourish, methods of converting the existing corpus of material to electronic format must be found. This paper emphasises the problems that may be encountered in the digitisation process and pays attention to the intended use of the digitised material. There is a list of 5 areas, scanner resolution and design, grey scale and colour content of the original material and speed of scanning, for special consideration.     Abstract
    The concept of a digital library has been stimulated by recent advances in computing technology. These developments hold the promise of transforming libraries into interactive centres of learning and research by virtue of inexpensive digital storage, easy-to-use search engines, and powerful computing hardware. However, libraries are handicapped in their move to digital collections by enormous legal problems in securing rights to much of the current literature. Solutions to this dilemma are not on the immediate horizon, but eventually will include changes in the current copyright law and technological arrangements to protect the interests of the owners of intellectual property. Suggests that librarians might find a more valuable role not in getting information to an electronic state, but in being its organizers and facilitators

    Abstract
    The cultural minister's speech to Danish Research Library Association'a annual meeting. The information society brings opportunities for citizens to take responsibility, but also gives rise to new power centres. We must take political decisions that favour equal access, using the strategy outlined in government reports. The Committee on Libraries in the Info-society will evaluate their role as centres for promotion of knowledge, culture and citizenship, the differing roles of public, central and research libraries, examine user charges and copyright. The research libraries have seen growth in lending and service improvement due to use of information technology. Their desire to become advanced multimedia workshops will necessitate large government investments. A 3 million kroner grant will be used to analyze the future need for computer investment in the cultural ministerial research libraries. The ministry is setting up 'Kulturnet Danmark' to develop cooperation between cultural institutions
