    Abstract
    This paper proposes a framework for analyzing management processes of inter-firm competence. Effective and efficient management of inter-firm competence is suggested to depend an a balance between knowledge systems and enabling information technologies. Knowledge processes comprise processes to collect, generate, diffuse, utilize and dispose knowledge. Managing these processes in an inter-firm environment poses some new challenges both to knowledge and information system development as well.

    Abstract
    Knowledge resource is unique and valuable for a link to competitive advantage based on the knowledge-based perspective. Effective knowledge management is the major concern of contemporary business managers. The key determinant of effective knowledge management is the firm's competitive strategy. The link between business strategy and knowledge management, while often discussed, has been widely ignored in practice. Moreover, while knowledge management is complex in nature, it is difficult to directly translate a firm's competitive strategy into the specific knowledge management activities. This requires first defining knowledge strategy to guide further information technology (IT)-supported implementation approaches. Finally, the ultimate goal of knowledge management lies in the realization of firm performance. Previous studies have just discussed partial relationship among these relevant knowledge concepts rather than in an integrative manner. Thus, this research proposes a complete process-based model with four components: competitive strategy, knowledge strategy, implementation approach, and firm performance. Empirical results have shown positive relationships between any two consecutive components and useful insight for knowledge implementation practice.

    Abstract
    This article explores the reasons why librarians should be at the heart of Internet site development. There are two distinct ways in which librarians can most effectively contribute to this medium. The first is by getting involved in information architecture. This new discipline requires skills such as expertise in search techniques and navigational logic, and generally involves the librarian working closely with graphic designers to create a firm foundation for the site. The second area is the role librarians can play in the structuring of the data which drives the site (data management).

    Abstract
    In this issue we begin with Lamb, King and Kling who are interested in the effect of the industry environment on information gathering practices, particularly those involving information and communication technologies like online searching. They studied use of online services in 26 widely differing California firms operating in law, real estate, or biotechnology over a 17 month period. Data was gathered through semi-structured on-site interviews. Five influences on online usage were identified: interaction with regulatory agencies; demonstration of competence to clients; client expectations for timely, cost effective information; the possibility of shifting information responsibilities outside the organization; and the existence of industry wide infrastructures as information sources. The institutional and technical environment of a firm consistently circumscribes the domain in which choices of online resources are made by its employees. Firms the operate in highly technical and institutional environments have more incentive to gather information than do those in low tech unregulated industries.

    Abstract
    First generation scholarly research on the Web lacked a firm system of authority control. Second generation Web research is beginning to model subject access with library science principles of bibliographic control and cataloguing. Harnessing the Web and organising the intellectual content with standards and controlled vocabulary provides precise search and retrieval capability, increasing relevance and efficient use of technology. Dublin Core metadata standards permit a full evaluation and cataloguing of Web resources appropriate to highly specific research needs and discovery. Current research points to a type of structure based on a system of faceted classification. This system allows the semantic and syntactic relationships to be defined. Controlled vocabulary, such as the Library of Congress Subject Headings, can be assigned, not in a hierarchical structure, but rather as descriptive facets of relating concepts. Web design features such as this are adding value to discovery and filtering out data that lack authority. The system design allows for scalability and extensibility, two technical features that are integral to future development of the digital library and resource discovery.

    Abstract
    Purpose - In today's knowledge-based economy, knowledge networks (KN) increasingly are becoming vital channels for pursuing strategic objectives in project-based organizations (PBO), in which the project is the basic organizational element in its operation. KN initiatives often are started with the selection of a creation methodology, which involves complex decisions for successful implementation. Thus, the purpose of this paper is to address this critical selection of methodology and proposes a holistic framework for selecting an appropriate methodology in this kind of flatter, speedier, and more flexible organizational form. Design/methodology/approach - In the first step, the study established a theoretical background addressing the problem of KN creation in PBO. The second step defined selection criteria based on extensive literature review. In the third step, a holistic framework was constructed based on different characteristics of existing methodologies categorized according to the selected criteria. Finally, the suggested framework was empirically tested in a project-based firm and the case study and the results are discussed. Findings - A holistic framework was determined by including different aspects of a KN such as network perspectives, tools and techniques, objectives, characteristics, capabilities, and approaches. The proposed framework consisted of ten existing KN methodologies that consider qualitative and quantitative dimensions with micro and macro approaches. Originality/value - The development of the theory of KN creation methodology is the main contribution of this research. The selection framework, which was theoretically and empirically grounded, has attempted to offer a more rational and less ambiguous solution to the KN methodology selection problem in PBO forms.

    Abstract
    We are in the midst of a new business revolution driven by information technology. The centerpiece of this business revolution is a new kind of product which delivers instant customer gratification in a cost-effective way. The ability to make such products will determine the successful corporations of the next century. The new business revolution demands drastic changes in organizational knowledge creation, among corporations as well as in a corporation. The key attributes of Japan's success in creation of organizational knowledge are: (1) participative management, (2) "Kaizen," and (3) "Keiretsu." In today's world of fast-moving markets and fierce competition, however, the Japan model betrays its weakness: too much time required for organizational decision making, difficulty to make revolutionary change, and obscurity of responsibility. To solve the problems, Japanese companies are decentralizing the organizations and forming virtual corporations. The changes from consensus management to responsibility management and from "keiretsu" groups to virtual corporations pose three fundamental challenges to Japanese corporations in organizational knowledge creation: (1) co-existence of firm central direction and maximum individual autonomy; (2) construction of sophisticated information networks; and (3) intercultural communication. Corporations, MITI, and universities in Japan are making concerted efforts to deal wich the winds of change that are sweeping through industry and the economy.
