    Abstract
    Purpose - This paper is the final one in a series which has tried to give an overview of so-called transformational areas of digital library technology. The aim has been to assess how much real transformation these applications can bring about, in terms of creating genuine user benefit and also changing everyday library practice. Design/methodology/approach - The paper provides a summary of some of the legal and ethical issues associated with web 2.0 applications in libraries, associated with a brief retrospective view of some relevant literature. Findings - Although web 2.0 innovations have had a massive impact on the larger World Wide Web, the practical impact on library service delivery has been limited to date. What probably can be termed transformational in the effect of web 2.0 developments on library and information work is their effect on some underlying principles of professional practice. Research limitations/implications - The legal and ethical challenges of incorporating web 2.0 platforms into mainstream institutional service delivery need to be subject to further research, so that the risks associated with these innovations are better understood at the strategic and policy-making level. Practical implications - This paper makes some recommendations about new principles of library and information practice which will help practitioners make better sense of these innovations in their overall information environment. Social implications - The paper puts in context some of the more problematic social impacts of web 2.0 innovations, without denying the undeniable positive contribution of social networking to the sphere of human interactivity. Originality/value - This paper raises some cautionary points about web 2.0 applications without adopting a precautionary approach of total prohibition. However, none of the suggestions or analysis in this piece should be considered to constitute legal advice. If such advice is required, the reader should consult appropriate legal professionals.

    Abstract
    This article develops a preferential attachment-based mixture model of global Internet bandwidth and investigates it in the context of observed bandwidth distributions between 2002 and 2011. Our longitudinal analysis shows, among other things, that the bandwidth share distributions-and thus bandwidth differences-exhibit considerable path dependence where country proportions of international bandwidth in 2011 can be substantially accounted for by a preferential attachment-based mixture of micro-level processes. Our preferential attachment model, consistent with empirical data, does not predict increasing concentration of bandwidth within top-ranked countries. We argue that recognizing the strong, but nuanced, historical inertia of bandwidth distributions is helpful in better discriminating among competing theoretical perspectives on the global digital divide as well as in clarifying policy discussions related to gaps between bandwidth-rich and bandwidth-poor countries.

    Abstract
    With the rise of Wikipedia as a first-stop source for scientific information, it is important to understand whether Wikipedia draws upon the research that scientists value most. Here we identify the 250 most heavily used journals in each of 26 research fields (4,721 journals, 19.4M articles) indexed by the Scopus database, and test whether topic, academic status, and accessibility make articles from these journals more or less likely to be referenced on Wikipedia. We find that a journal's academic status (impact factor) and accessibility (open access policy) both strongly increase the probability of it being referenced on Wikipedia. Controlling for field and impact factor, the odds that an open access journal is referenced on the English Wikipedia are 47% higher compared to paywall journals. These findings provide evidence is that a major consequence of open access policies is to significantly amplify the diffusion of science, through an intermediary like Wikipedia, to a broad audience.

    Abstract
    Purpose - The purpose of this paper is to examine the question of whether modern digital information technologies damage their users' cognitive capacities in some way, and to speculate on how librarians should adapt their services as a consequence of the controversy surrounding this question. Design/methodology/approach - The paper reviews some recent literature on this subject, combined with an examination of the role played by technology, librarians and government in determining the nature of our society's response to problematic aspects of the use of digital, internet-based applications in education. Findings - The paper finds that highly differentiated and highly polemical attitudes to this subject mean that librarians have to acknowledge the existence of important challenges to the apparent consensus about the way information technologies should be used in education in Western societies. This has important consequences for the approach to collection building (the balance between digital versus print provision), for library building design, and for the value which should be placed on systematic information literacy teaching. The existence of such an important debate should also embolden information professionals to make their own insights into these issues more widely known. Research limitations/implications - Some of the findings in this paper are amenable to further development through practitioner-oriented research; however, the bulk of the content used for this paper is derived from the literature on this topic, so there is no original research data presented to back up the assertions made by the author. It is simply an account of a debate which has to be acknowledged by librarians. Practical implications - The implications of the issues under discussion in the paper are presented in clear practical terms, and the consequences for library management made explicit. Social implications - The clash between two different theories of learning and information provision is debated and the links with issues of government policy are explored. The social connections between education and wealth generation are brought into this debate. Originality/value - The paper provides a useful, up-to-date briefing on recent controversial issues in education, information management and socio-economic policy making.

    Abstract
    Purpose - The purpose of this paper is to investigate concepts that are used in depicting future visions of society, as afforded by technology, to map the extent of their use, examine the level of their dominance in different research areas and geographic boundaries, identify potential overlaps, analyse their longitudinal growth, and examine whether any of the identified concepts has assumed an overarching position. Design/methodology/approach - In total, 14 concepts, each of which is used to depict visions of future information infrastructures, were identified. More than 20,000 scholarly documents related to 11 of these concepts (those with 20 or more documents) are analysed by various qualitative/quantitative methods. Findings - The concepts most referred to are semantic web and ubiquitous computing (all years), and internet of things (Year 2013). Publications on some newer concepts (e.g. digital living, real world internet) are minimal. There are variations in the extent of use and preferred concepts based on geographic and disciplinary boundaries. The overlap in the use of these terms is minimal and none of these terms has assumed an overarching umbrella position. Research limitations/implications - This study is limited to scholarly publications; it would be relevant to also study the pattern of usage in governmental communications and policy documents. Social implications - By mapping multiplicity of concepts and the dispersion of discussions, the authors highlight the need for, and facilitate, a broader discussion of related social and societal implications. Originality/value - This paper is the first to present a collective of these related concepts and map the pattern of their occurrence and growth.

    Abstract
    Purpose - This study aims to investigate the discourses surrounding the provision of internet access in Singapore through the public library system and to consider what the government, librarians and members of the public consider are the legitimate uses of the internet in Singapore's public libraries, how these compare with what the librarians see as their role in facilitating access and to what extent the internet as an educational tool features in public libraries according to users. Design/methodology/approach - A discourse analysis of public documents and semi-structured interviews with ten senior librarians, managers, and 40 members of the public were conducted. Observation was also conducted of library users and of their usage at the computer terminals in the library. Findings - Findings from the study throw up very different definitions of what constitutes learning through the internet within the context of a public library. This reinforces conclusions from previous studies that what is termed learning through the internet is variously constructed, and understood in multiple ways. This defies what is often presented of the internet as a technical quick fix of policy makers to help its population leap frog into the future. Research limitations/implications - While the study provided a glimpse into the discourse surrounding the internet in one country, similar work should be carried in more Asian countries to provide a more comprehensive survey of the region and compare this with findings conducted in an Occidental setting. Originality/value - The study provides an Asian perspective that complements findings on the various discourses that had surrounded internet technology in the USA and Europe. It also calls for a new spirit of awareness on the part of librarians to the views of library users with regard to internet access.
