    Abstract
    This paper reviews state-of-the-art techniques and methods for enhancing effectiveness of cross-language information retrieval (CLIR). The following research issues are covered: (1) matching strategies and translation techniques, (2) methods for solving the problem of translation ambiguity, (3) formal models for CLIR such as application of the language model, (4) the pivot language approach, (5) methods for searching multilingual document collection, (6) techniques for combining multiple language resources, etc.

    Abstract
    In this paper, we compile and review several experiments measuring cross-lingual information retrieval (CLIR) performance as a function of the following resources: bilingual term lists, parallel corpora, machine translation (MT), and stemmers. Our CLIR system uses a simple probabilistic language model; the studies used TREC test corpora over Chinese, Spanish and Arabic. Our findings include: One can achieve an acceptable CLIR performance using only a bilingual term list (70-80% on Chinese and Arabic corpora). However, if a bilingual term list and parallel corpora are available, CLIR performance can rival monolingual performance. If no parallel corpus is available, pseudo-parallel texts produced by an MT system can partially overcome the lack of parallel text. While stemming is useful normally, with a very large parallel corpus for Arabic-English, stemming hurt performance in our empirical studies with Arabic, a highly inflected language.

    Abstract
    A lot of information that is already available on the Web, or retrieved from local information systems and social networks is structured in data silos that are not semantically related. Semantic technologies make it emerge that the use of typed links that directly express their relations are an advantage for every application that can reuse the incorporated knowledge about the data. For this reason, data integration, through reengineering (e.g. triplify), or querying (e.g. D2R) is an important task in order to make information available for everyone. Thus, in order to build a semantic map of the data, we need knowledge about data items itself and the relation between heterogeneous data items. In this paper, we present our work of providing Lexical Linked Data (LLD) through a meta-model that contains all the resources and gives the possibility to retrieve and navigate them from different perspectives. We combine the existing work done on knowledge domains (based on the Information Coding Classification) within the Multilingual Lexical Linked Data Cloud (based on the RDF/OWL EurowordNet and the related integrated lexical resources (MultiWordNet, EuroWordNet, MEMODATA Lexicon, Hamburg Methaphor DB).

    Abstract
    There is an increasing awareness of the need for authority systems available to handle a wide variety of thesauri. The MultiLIS system at Laurentian University, a biligual institution in Northern Ontario, has an authority control module that satisfies many of the requirements for the maintenance of catalog access points in more than one language. The major feature of the MultiLIS authority module and its current use in a biligual setting, as well as its potential in a multilingual or multithesaurus environment, are descrideb. A brief evaluation and critique of the authority module is also presented, principally in terms of its success in meeting the criteria for a multithesaurus management system

    Abstract
    The role of linguistics in information access, extraction and dissemination is essential. Radical changes in the techniques of information and communication at the end of the twentieth century have had a significant effect on the function of the linguistic paradigm and its applications in all forms of communication. The introduction of new technical means have deeply changed the possibilities for the distribution of information. In this situation, what is the role of the linguistic paradigm and its practical applications, i.e., natural language processing (NLP) techniques when applied to information access? What solutions can linguistics offer in human computer interaction, extraction and management? Many fields show the relevance of the linguistic paradigm through the various technologies that require NLP, such as document and message understanding, information detection, extraction, and retrieval, question and answer, cross-language information retrieval (CLIR), text summarization, filtering, and spoken document retrieval. This paper focuses on the central role of human language technologies in the information society, surveys the current situation, describes the benefits of the above mentioned applications, outlines successes and challenges, and discusses solutions. It reviews the resources and means needed to advance information access and dissemination across language boundaries in the twenty-first century. Multilingualism, which is a natural result of globalization, requires more effort in the direction of language technology. The scope of human language technology (HLT) is large, so we limit our review to applications that involve multilinguality.

    Abstract
    Subject-based retrieval in distributed resources is a current problem in online searches for bibliographic references. Building portals to similar resources is only the ferst step, the subsequent navigation via different search interfaces presents certain difficulties. To make retrieval easier it is necessary to adapt these different resources. Potential approaches (standardisation as opposed to "cross-walks") and methods (automated as opposed to intellectual effort) will be discussed. This includes a Brief appraisal of the future of work with multilingual terminology: - The "classical" approach (Multilingual Thesauri), - The "Internet" approach (linking) Recent developments in mono- and multilingual environments will be presented (MACS, CARMEN, Economics Crosswalk).

    Abstract
    Alexandria is an innovation of international impact. It is the only multilingual dictionary for websites and PCs. A double click on a word opens a small window that gives interactive translations between 22 languages and includes meaning, synonyms and associated expressions. It is an ASP application grounded on a semantic network that is portable on any operating system or platform. Behind the application is the Integral Dictionary is the semantic network created by Memodata. Alexandria can be customized with specific vocabulary, descriptive articles, images, sounds, videos, etc. Its domains of application are considerable: e-tourism, online medias, language learning, international websites. Alexandria has also proved to be a basic tool for knowledge management purposes. The application can be customized according to a user or an organization needs.     Abstract
    The growth in availability of multi-lingual data in all areas of the public and private sector is driving an increasing need for systems that facilitate access to multi-lingual resources. Cross-language Retrieval (CLR) technology is a means of addressing this need. A CLR system must address two main hurdles to effective cross-language retrieval. First, it must address the ambiguity that arises when trying to map the meaning of text across languages. That is, it must address both within-language ambiguity and cross-language ambiguity. Second, it has to incorporate multilingual resources that will enable it to perform the mapping across languages. The difficulty here is that there is a limited number of lexical resources and virtually none for some pairs of languages. This work focuses on a dictionary approach to addressing the problem of limited lexical resources. A dictionary approach is taken since bilingual dictionaries are more prevalent and simpler to apply than other resources. We show that a transitive translation approach, where a third language is employed as an interlingua between the source and target languages, is a viable means of performing CLR between languages for which no bilingual dictionary is available

    The use of library resources will no longer be restricted to the physical location of libraries thanks to networking technologies and standard protocols for information retrieval. These technical achievements allow users to access geographically scattered libraries but they do not ease their intellectual access.     Abstract
    A lot of information that is already available on the Web, or retrieved from local information systems and social networks, is structured in data silos that are not semantically related. Semantic technologies make it apparent that the use of typed links that directly express their relations are an advantage for every application that can reuse the incorporated knowledge about the data. For this reason, data integration, through reengineering (e.g., triplify) or querying (e.g., D2R), is an important task in order to make information available for everyone. Thus, in order to build a semantic map of the data, we need knowledge about data items itself and the relation between heterogeneous data items. Here we present our work of providing Lexical Linked Data (LLD) through a meta-model that contains all the resources and gives the possibility to retrieve and navigate them from different perspectives. After giving the definition of Lexical Linked Data, we describe the existing datasets we collected and the new datasets we included. Here we describe their format and show some use cases where we link lexical data, and show how to reuse and inference semantic data derived from lexical data. Different lexical resources (MultiWordNet, EuroWordNet, MEMODATA Lexicon, the Hamburg Methaphor Database) are connected to each other towards an Integrated Vocabulary for LLD that we evaluate and present.
