    Abstract
Describes the introduction of a current awareness service, based on the contents pages of periodicals received by Lund Univ. Library, Sweden, and discusses the use of scanners, electronic mail and facsimile transmission (FAX) techniques. The systen checks in the periodicals, scans the contents pages, stores the information on the system's file server, and sends the information to the users' electronic mail address or facsimile transmission address. Recognition of possible copyright problems led to an agreement with Elsevier Publ. Co. on the basis that the system was a pilot project

    Abstract
The aim of the ELISE project (Electronic Library Image Service for Europe) is to investigate the feasibility of providing an electronic image delivery to European member states via international networks, by developing a prototype system. The prototype will provide access to images via a detailed textual record incorporating fully indexed and searchable fields. Images are identified by fields in the database which contain pointers to locate the files. The database and imagebank can therefore be stored in different locations. Image quality provided by the system is established as a compromise between storage requirements, network speed, image decompression speed and what the copyright owner will be happy to provide. Small thumbnail images are used to provide a visual browsing facility

    Abstract
Government agencies are increasingly turning to document imaging to manage their large volumes of information that must be retained for long periods of time. It is being applied in the area of: land records, law enforcement, and licenses and vital records. Government will turn to developing document management applications that will enable the organization of files of any data types into a logical document and provide organization into electronic folder hierarchies or new document packages

    Abstract
Discusses the advantages of electronic document delivery services (EDD) over traditional interloans services for libraries and how libraries can use telecommunications networking and the Internet to facilitate document delivery. Describes 4 systems for transmitting the images and text of periodical articles: facsimile transmission; the ARIEL system of RLIN; the North Carolina State University Digitized Document Transmission Project (DDTP); and the Ohio State Project. The last 3 systems employ the Internet as the transmission medium. Lists the benefits of EDD and brief notes concerning copyright compliance

    Abstract
The concept of a digital library has been stimulated by recent advances in computing technology. These developments hold the promise of transforming libraries into interactive centres of learning and research by virtue of inexpensive digital storage, easy-to-use search engines, and powerful computing hardware. However, libraries are handicapped in their move to digital collections by enormous legal problems in securing rights to much of the current literature. Solutions to this dilemma are not on the immediate horizon, but eventually will include changes in the current copyright law and technological arrangements to protect the interests of the owners of intellectual property. Suggests that librarians might find a more valuable role not in getting information to an electronic state, but in being its organizers and facilitators

    Abstract
The proliferation of information in electronic format does not guarantee its accessibility. The fact that many Web sites are not accessible to large segments of the disabled community has created a "digital divide". The accessibility barriers are systemic. In recent years, there has been a growing body of significant laws and standards concerning Web accessibility that impact people with disabilities. Ways of breaking down these barriers to a fuller accessibility implementation do exist, including education to raise awareness of Web accessibility, nationwide policy and guidelines for accessibility, and Web-based applications and tools to facilitate Web accessibility, to name a few.

    Abstract
One year after the World Interllectual Property Organization conference in Geneva, the European Commission has recognized its proposal for the directive on the harmonisation of certain aspects of authors' and related rights in the information society. The text is a keystone of european legislation in the area of intellectual property and gives the first complete definition of the 2 major components of the authors' rights, the right of reproduction and the right of communication to the public, and endeavors to adapt these to the new electronic environment. This definition has consequences for owners as well for users. It governs the future methods of utilization of works on the network and designates the strength of relations among the different participants in the information society

    Abstract
Management of rights in electronic resources on the Internet is a complex issue. this can be considered almost universal knowledge, as paraphrases of this statement can be found in many discussions on this subject. This being the case, it is not surprising that a definition, operational solution to the problem has yet to be found. In one of the world's leading metadata initiatives, the Dublin Core Metadata Initiative, discussions on this topic over several years have failed to reach a conclusion. Some people think the issue is simply too complex to handle, others that the provision of simple shortcuts to more detailed information should be sufficient. It could be argued that a solution to the issue is in fact out of scope for the Dublin Core element set, in so far as it aims only to establish a core set of descriptive metadata for resource discovery
