    In the Netherlands the first 'Library-phone' service to answer questions from the general public by phone was started by Friesland Central Library Service in 1986. 7 provincial authorities currently provide library-phone services. A survey of the 7 services showed some variation in answers provided and in time taken to provide an answer. In some instances library-phone staff had failed to use up-to-date sources.     Abstract
    Developments in information technology have led to changes in the mode of delivery of library services, and in the perceptions of the role of librarians in the information-seeking context. In particular, the proliferation of electronic resources has led to the emergence of new service paradigms and new roles for librarians. The Gateway Library at Penn State University (PSU) is an electronic library in transition, with new technology-based services evolving to address the ever growing and changing needs of the academic community. It facilitates access to and navigation of electronic resources in an integrated technology environment.

    An awareness exists among Italian librarians of the need for an established code of ethics for library reference services. Considers the principles that such a code should incorporate; the US Commitment to Information services, for example, affirms users' rights of access to library books and resources, regardless of content and opinions expressed. Censoship is opposed and people are not barred from library use for ethnis, social or religious reasons.     Community networks have existed since the 1970s when Community Memory in Berkeley, Californis, installed terminals in public places for people to read and post material of all sorts on a centralised time sharing system.     Abstract
    Describes an experiment that examined the relationship between successful searching of CD-ROM databases by undergraduate students and various types of instruction provided by the library staff. The findings indicate that the only level of instruction that resulted in a significant difference was a live demonstration of searches.

    Abstract
    Describes the variety of search services supporting library reference functions offered by the RLG in the USA. The best known of these is RLIN, the massive bibliographic database and related services originally developed for shared cataloguing. In the last few years RLG has added CitaDel, an online search system that provides access to indexing/abstracting databases; and Zephyr, a Z39.50 server that amkes the RLIN and CitaDel databases searchable through a library's online catalogue. RLG also offers document delivery connections, including Ariel and Internet based document delivery software, for a full complement of online reference support for academic and public libraries

    Abstract
    The Brandeis University main library, Waltham, MA, reference service scored highly on the Wisconsin-Ohio Reference Evaluation Programme (WOREP). Reports on a site visit to Brandeis carried out in 1996 to determine how its reference library performance differs from the perfromance of the typical academic reference deparrtment in the areas covered by the WOREP data. Findings indicate that intensive use of electronic resources, a good reference collection, good architecture, administrative support and adequate time provided by the consultation model contributed to service quality
