    Abstract
    The Dublin Core metadata community and the INDECS/DOI community of authors, rights holders, and publishers are seeking common ground in the expression of metadata for information resources. Recent meetings at the 6th Dublin Core Workshop in Washington DC sketched out common models for semantics (informed by the requirements articulated in the IFLA Functional Requirements for the Bibliographic Record) and conventions for knowledge representation (based on the Resource Description Framework under development by the W3C). Further development of detailed requirements is planned by both communities in the coming months with the aim of fully representing the metadata needs of each. An open "Schema Harmonization" working group has been established to identify a common framework to support interoperability among these communities. The present document represents a starting point identifying historical developments and common requirements of these perspectives on metadata and charts a path for harmonizing their respective conceptual models. It is hoped that collaboration over the coming year will result in agreed semantic and syntactic conventions that will support a high degree of interoperability among these communities, ideally expressed in a single data model and using common, standard tools.

    Abstract
    In response to libraries' frustration over their rich resources being invisible on the web, Zepheira, at the request of the Library of Congress, created BIBFRAME, a bibliographic metadata framework for cataloging. The model replaces MARC records with linked data, promoting resource visibility through a rich network of links. In place of formal taxonomies, a small but extensible vocabulary streamlines metadata efforts. Rather than using a unique bibliographic record to describe one item, BIBFRAME draws on the Dublin Core and the Functional Requirements for Bibliographic Records (FRBR) to generate formalized descriptions of Work, Instance, Authority and Annotation as well as associations between items. Zepheira trains librarians to transform MARC records to BIBFRAME resources and adapt the vocabulary for specialized needs, while subject matter experts and technical experts manage content, site design and usability. With a different approach toward data modeling and metadata, previously invisible resources gain visibility through linking.

    RDF Data Model At the core of RDF is a model for representing named properties and their values. These properties serve both to represent attributes of resources (and in this sense correspond to usual attribute-value-pairs) and to represent relationships between resources. The RDF data model is a syntax-independent way of representing RDF statements. RDF statements that are syntactically very different could mean the same thing. This concept of equivalence in meaning is very important when performing queries, aggregation and a number of other tasks at which RDF is aimed.
