    Community networks have existed since the 1970s when Community Memory in Berkeley, Californis, installed terminals in public places for people to read and post material of all sorts on a centralised time sharing system. Community Memory was the first known community access network. Several foundations and government agencies have funded community networks, known as freenets. Discusses the freenet movement; library involvement; the Apple Library of Tomorrow and the Morino Foundation conference on community networks and how to keep in touch with community network developments

    Abstract
    Understanding users' attitudes and perceptions and their influence an behavior is crucial to predict the use of community information and communication technology. In this study, the authors attempt to uncover this process by elaborating an I. Ajzen's (1985, 1991) theory of planned behavior (TPB), a widely applied social behavior model. The developed structural equation model (SEM) was tested using a sample of 417 users of a community network. The final selected model, which was called the community network use model, included seven predictors of use: three behavioral beliefs (i.e., Learning, Social Interactions, and Community Connection), Normative Beliefs Individuals, Attitude, Subjective Norm, and Intention. In particular, Intention moderated the relationships between Use and the other six variables. Further, beliefs in both Community Connection and Social Interactions were directly related to community network use, as was Attitude. Belief in Community Connection was indirectly and positively related to community network use via Intention; Belief in Community Connection was directly and negatively related to Use. These latter two findings suggest that Belief in Community Connection serves as both a facilitator and inhibitor of community network use depending an whether belief is followed by intention. Implications are discussed.

    Abstract
    Research on the use of online catalogues reveals that information retrieval by subject is the most common form, but the least successful. Most problems are attributed to users' search terms, which are either to broad or too specific. Presents an Intelligent Negotiating Neural Network (INN) design model for solving this aspect of online catalogues. The network is designed to act as as electronic information specialist capable of learning to negotiate a user's query and translate it into a true, well formulate statement prior to accessing an online catalogue. The network's architecture includes 4 dimensions: conceptual graphs for queries, inheritance and recognition, knowledge base, and modules. This architecture corresponds to four elements of the traditional query negotiation interview performed by information specialists. These are: query/concept; types of sources/answer-providing tools; types of literature; and time frame. 3 different sessions of the user interface are presented: negotiation of a broadly stae query; negotiation of a norrowly stae query; and negotiation of a query for which concepts are nonexistent in the knowledge base

    Discusses the nature of reference work and the role of reference librarians in digital libraries where many users serve themselves by means of the Bath ISI Data Service (BIDS) and other free-at-point-of-use information services which emulate the Bath service (MIDAS, EDINA). Considers how the concept of the 'reference desk' can be defined where points of presence for both users and librarians are distributed. Reports results of research, undertaken in Edinburgh, Scotland, to explore these issues in the context of the enhanced regional communications available through EaStMAN (Edinburgh and Stirling Metropolitan Area Network). The project involved the BIOSIS Abstracts service hosted by the EDINA consortium and linked 3 university libraries (Edinburgh University, Heriot-Watt University and Napier University). Investigated the experiences of users and the work patterns of librarians and related these to the design rationale of a prototype WWW based network reference consultation support system.
