    CD-ROM technology for both storage and distribution of information has fueled the demand for network access to CD-ROMs. The many software products offer such access with a variety of features: low cost: ease of management; levels of security; performance; and network system support. Offers advice on enumerating the different solutions, assigning priorities to the issues involved and matching these priorities with the products that best serve each one. Issues considered include: throughput; security; accessing CD-ROM contents; NLM or dedicated server; ease of installation; training required; access and security control; maximum number of CD-ROM disc drives supported; drive locking; MSCDEX support; and license metering. Concludes with a summary of 14 commercial products, each product being marked in the light of the priorities mentioned

    Presents a summary of a report published by the US Department of Commerce on the impact of the National Information Infrastructure (NII), the information superhgihway, on copyright laws in the USA. Explains the backgroud to the report, the aims of the NII, the role of the Information Infrastructure Task Force (IITF) set up by the Clinton administration, and the work of the Working Group on Intellectual Property Rights within the IITF. Presents the report's recommendations to the US Congress on changes to copyright laws, including clarification of the copyright owner's distribution right and amendment of library privileges to bring them into the digital age.

    Explains the legal aspects of copyright. Under English law, copying includes electronic copying of works. Takes the example of a company wishing to store its in house cuttings library of other people's news cuttings on disc. One option is to retain the newspapers. Another is to contact the publishers, which presents enormous difficulties. The Copyright Licensing Agency at present only deals with photocopying and has no mandate from newspaper publishers to include their works in such schemes

    Image content opens up exciting possibilities for stand-alone media, distributed networks, online networks, and on-site publishing from information systems for use by the general public, for research, collection management, education and distance learning.     Abstract
    Mit Verkündung im Bundesgesetzblatt trat am 13. September 2003 die Urheberrechtsnovelle in Umsetzung der EU-Urheberrechtsrichtlinie in der Informationsgesellschaft in Kraft. Seitdem gelten die neuen Rechte der öffentlichen Zugänglichmachung (§ 19 a UrhG) und das Recht der Schutzmaßnahmen (§ 95 a UrhG) sowie die entsprechenden Ausnahmetatbestände, der umstrittene § 52 a UrhG (öffentliche Zugänglichmachung im Rahmen des Unterrichts und der Wissenschaft) sowie § 95 b UrhG (Durchsetzung der Schranken bei technischer Maßnahme)'. Eine Reihe von Erwartungen blieben offen, wie die Durchsetzung der Privatkopie, der elektronische Pressespiegel, die sog. On the Spot Consultation in Bibliotheken und das Ranking von Vergütungssystemen, von der pauschalen Tantieme, wie die Vergütung für die Privatkopie mittels Geräteabgabe, bis zur Einzellizenzierung mittels DRM. Diese sollen im sog. Zweiten Korb zur Modernisierung des Urheberrechts in der Inforrnationsgesellschaft behandelt werden. Am 16. September lud die Bundesjustizministerin, Frau Brigitte Zypries, gemeinsam mit dem Institut für Urheber- und Medienrecht nach München zu einem Symposium ein und ließ insgesamt 20 Interessenvertreter zu Wort kommen.' Die Wortmeldungen werden in Kürze in einem Sonderheft der Fachzeitschrift ZUM nachzulesen sein. Zugleich wurden alle am Urheberrecht interessierten Kreise aufgefordert bis Ende Oktober ihre Erwartungen an den 2. Korb in schriftlichen Stellungnahmen dem BMJ zuzuleiten. Zur Hilfestellung gab es einen Fragenkatalogs mit an die Hand. In diesem waren alle Forderungen aus Stellungnahmen zur ersten Novelle, die nicht berücksichtigt wurden, aufgelistet. Völlig neu aber ist das Herangehen an die Erarbeitung des neuen Referentenentwurfs. Die unterschiedlichen Interessenvertreter werden in Arbeitsgruppen, 11 an der Zahl, bis März den Regelungsbedarf diskutieren und formulieren. Der Start dazu wurde am 16. Oktober im BMJ gegeben. Eine Arbeitsgruppe trägt den Titel "Schranken des Urheberrechts" und darin sind auch die bibliothekarischen Interessenverbände vertreten. Hier wird es darum gehen, die in der offiziellen Stellungnahme des Deutschen Bibliotheksverbands vorgetragenen Erwartungen einzubringen. Nachdem die Bibliotheksverbände und der Börsenverein sich auch außerhalb der Berufsöffentlichkeit um den Eingang des § 52 a UrhG in das Urheberrechtsgesetz vehement gestritten haben, soll dies beim 2. Korb vermieden werden. Beide Seiten wollen nunmehr im Vorfeld der parlamentarischen Behandlung ihre gegenseitigen Erwartungen offen miteinander diskutieren. Dazu wird im Dezember ein Treffen mit Vertretern des Börsenvereins und des Deutschen Bibliotheksverbands in Berlin stattfinden. Im Folgenden sei die Stellungnahme der Rechtskommission des Deutschen Bibliotheksverbandes e.V. zu den Erwartungen an den Zweiten Korb der Urheberrechtsnovelle in der Informationsgesellschaft anhand des Fragenkatalogs des BMJ und des weitergehenden Regelungsbedarf aus Sicht der Bibliotheksarbeit vorgestellt. Da die Stellungnahme für das Referat Urheber- und Verlagsrecht beim BMJ geschrieben wurde, fehlt es an Einführungen in die Themen. Zum besseren Verständnis sind deshalb Erläuterungen (kursiv gesetzt) eingefügt.

    Abstract
    Library managers are often concerned to assess the most cost effective means of access to bibliographic data. Considers comparative prices for bibliographic data on CD-ROM and in print form. In many instances, CD-ROM offers added value and easier access to data, but the relative cost is important. Library managers need not only to compare prices but to consider cost effectiveness. Differences between the nature of bibliographic data on CD-ROM and in a printed bibliography or in abstracting and indexing service, and the relative complexities of pricing structures for bibliographic data in both CD-ROM and printed form, where both hinder comparisons.     Describes the introduction of a current awareness service, based on the contents pages of periodicals received by Lund Univ. Library, Sweden, and discusses the use of scanners, electronic mail and facsimile transmission (FAX) techniques. The systen checks in the periodicals, scans the contents pages, stores the information on the system's file server, and sends the information to the users' electronic mail address or facsimile transmission address.     Abstract
    The US Copyright Office has issued a 111 page report of Congress giving an impartial overview on the question of legal protection for databases. The bulk of the report discusses issues raised by interested parties at meetings during 1997 and it is intended as a starting point for Congress to consider whether there is a need for a new form of statutory protection and, if so, how legislation could avoid negative consequences.     The new technologies that are now in development will destroy copyright as it is currently known. Once it is simple to send articles in image form anywhere on the network to one or many colleagues, people will begin doing it. No amount of ligitation or intimidation will stop the practice, since it facilitates the use of information in a productive way. In addition, much that is now published by publishers will be published by the author on the various networks that will be available to him.
