    Abstract
    After a long delay the final edition of RAK has been published. The old university libraries have suffered for years from using the Prussian Instructions which are obsolete and time-consuming; they have hesitated to give their old catalogues up but should do so as soon as possible. A new cataloguing policy is now needed, moving away from traditional practices that still govern even RAK towards simplified rules suitable for future developments such as use in centralised regional catalogues and in automated data processing. Simplified rules are proposed and discussed in relation to American and British minimal cataloguing, with suggestions for changes in basic terminology, general rules, main and subordinate entries, personal name and corporate body entries and subject headings

    Abstract
    Mit den Anglo-Amerikanischen Katalogisierungsregeln liegt nun die erste deutsche Übersetzung der weltweit verwendeten Anglo-American Cotologuing Rules (AACR2r) vor. Berücksichtigt wurden hierfür die Änderungen und Ergänzungen des Originalwerks bis einschließlich März 2001. Die Anglo-American Cotologuing Rules wurden bereits in viele andere Sprachen übersetzt und sind das in der Welt am weitesten verbreitete Regelwerk für die Formolerschließung in Bibliotheken. Die Übersetzung ins Deutsche wird einer breiten deutschsprachigen bibliothekarischen Öffentlichkeit als Hilfsmittel für den internationalen Austausch bibliographischer Daten dienen. Die Volltextübersetzung der AACR wurde von einem Team von Bibliothekaren durchgeführt, deren Muttersprache Englisch oder Deutsch ist und die gute Kenntnisse in der jeweils anderen Sprache haben. Die Erstübersetzungen der einzelnen Kapitel wurden von Fachleuten mit der jeweils anderen Muttersprache gegen- gelesen und bearbeitet. Dieses Verfahren gewährleistet die größtmögliche Genauigkeit und Verständlichkeit des gesamten Textes. Spezialisten vieler Fachgebiete - aus so unterschiedlichen Bereichen wie Datenverarbeitung, Kartographie, onglo-amerikanischem Recht, Blindenschrift, Kunst, Musik etc. - wurden für die Übersetzung konsultiert. Mit Hilfe eines ständig fortentwickelten Glossars in Form einer "Translation Help" konnte ein einheitliches Fachvokabular sichergestellt werden. Die vorliegende Fassung bietet eine reine Übersetzung des Textes, d.h. die englischsprachigen Ansetzungsbeispiele des Originals wurden in der deutschsprachigen Version beibehalten. Sie soll als Grundlage für die derzeitige Diskussion über die Vereinheitlichung von Regelwerken dienen. Die deutsche Übersetzung der Anglo-Amerikanischen Katalogisierungsregeln erscheint zu einer Zeit, in welcher der Umstieg von den Regeln für die alphabetische Katalogisierung (RAKj auf die AACR vor allem in den Verbünden intensiv diskutiert wird. Die hauptsächlichen Argumente für die Verwendung der AACR sind: - der für die Nutzer einheitliche Zugriff auf die Daten über Netze und Suchmaschinen, - die leichtere Übernahme onglo-amerikanischer Daten bei der Katalogisierung, - die größere Auswahl bei der Neubeschaffung von Bibliothekssoftware und - die leichtere Verbreitung deutscher Daten im Ausland. Eine Reihe von Einzelbibliotheken im deutschsprachigen Raum haben bereits den Umstieg auf die AACR vollzogen oder bereiten diesen vor. Ihnen wird die deutsche Übersetzung eine wertvolle Grundlage für die tägliche Arbeit sein. Das gilt vor allem für die Bibliotheken in der deutschsprachigen Schweiz, die die AACR bereits eingeführt haben. Unabhängig davon, ob in Deutschland die AACR eingeführt oder die RAK fortgeschrieben werden sollen: eine genaue Kenntnis der AACR ist zukünftig in jedem Fall unerlässlich. Die Übersetzung der Anglo-Amerikanischen Katalogisierungsregeln macht den schwierigen Regeltext der Fachöffentlichkeit erstmals in deutscher Sprache leicht zugänglich. Diese Übersetzung wird eine wichtige Diskussionsgrundlage und ein unverzichtbares Arbeitsinstrument für Bibliothekare, Dokumentare und Archivare im gesamten deutschsprachigen Raum sein.

    Abstract
    Die Schweizerische Landesbibliothek (SLB) hat in den 90er-Jahren eine grundlegende Reorganisation ihrer Strukturen und Arbeitsabläufe in Angriff genommen, um die Qualität ihrer Dienstleistungen zu verbessern. Dazu gehörte auch die Verbesserung des bibliografischen Zugriffs auf die Bestände. In vielen Bereichen mangelte es am Anschluss an die internationalen bibliografischen Standards. Eine Evaluierung dieser Situation führte beispielsweise 1993 zur Einführung von USMARC (jetzt MARC 21) als Austauschformat, zum Ersatz eines auf der Universalen Dezimalklassifikation basierenden Indexierungssystems durch die Schlagwortnormdatei (SWD) und die Regeln für den Schlagwortkatalog (RSWK) 1998 und schließlich zur Übernahme der Anglo-American Cataloguing Rules (AACR2) für die alphabetische Katalogisierung. Die letzte Stufe dieser Reorganisation war die Renovierung des Bibliotheksgebäudes selbst, die 1999 begann und 2001 abgeschlossen wurde. Dadurch konnten die Freihandbestände ausgeweitet und verbessert werden; der dafür notwendige Bestandsausbau begann bereits 1997. Dabei sollten auch die Zugriffsmöglichkeiten auf die Bestände verbessert werden. Deshalb führte man 1998 eine Untersuchung zur Auswahl eines Klassifikationssystems durch, das zur Aufstellung der folgenden Freihandbestände geeignet sein sollte: - die Forschungsbibliothek Schweiz (FBCH): eine Sammlung von etwa 30.000 Bänden zu den Themen Kultur, Politik, Geschichte, Umwelt und technische Entwicklung in der Schweiz, - der Lesesaal: eine Sammlung von 10.000 Nachschlagewerken und - das Schweizerische Literaturarchiv: etwa 10.000 literarische Werke von schweizer Autoren und dazu gehörender Sekundärliteratur. Neben der Nutzung als Aufstellungssystem sollte die Klassifikation für zwei weitere Zwecke geeignet sein. Eine sachliche Zugangsmöglichkeit zusätzlich zur Aufstellung sollte durch den elektronischen Bibliothekskatalog angeboten werden, indem die Dokumente durch ein entsprechendes Feld für die Klassifikation im Katalogisierungssystem recherchierbar wurden. Außerdem wurde eine Umstellung der Nationalbibliografie Das Schweizer Buch (SB) zu ihrem hundertsten Geburtstag 2001 geplant. Da die Bibliografie seit langem unverändert geblieben war, sollte ein Klassifikationsschema eingeführt werden, das mit den Empfehlungen der IFLA und der UNESCO übereinstimmte.

    Abstract
    Nach einer zeitweise sehr heftig geführten Debatte um die Zukunft der Regelwerke schien der Umstieg von RAK auf die Anglo-American Cataloguing Rules (AACR) in weite Ferne gerückt zu sein. Zu stark war die Gegenwehr vor allem bei den Spezialisten aus der bibliothekarischen Praxis, die sich von einem Wechsel keine großen Vorteile für die Verbundkatalogisierung und Opac-Recherche versprachen. Die Kritiker monierten zudem, dass der Umstellungsaufwand vordem Hintergrund knapper Finanzen vor allem für die kleineren Bibliotheken kaum zu schultern sei. Der Umstieg auf AACR und MARC bleibt dennoch ein Dauerbrenner: Durch die internationale Fachdiskussion um gemeinsame Regelwerke hat das Thema in jüngster Zeit wieder neue Nahrung bekommen. Im Mai des vergangenen Jahres ging ein kollektives Aufatmen durch die Bibliothekswelt: Einen Umstieg auf AACR2 - so wurde kolportiert - werde es nicht geben, das Projekt sei »gestorben«. Die offizielle Sprachregelung des Standardisierungsausschusses freilich gab schon damals Anlass zur Skepsis: »Nach Aussage der Studie stehen einem Umstieg keine grundsätzlichen Hindernisse entgegen, statt dessen werden Vorteile eines Umstiegs aufgezeigt. Die Befürworter sehen jedoch zurzeit keine Möglichkeit, einen Umstieg generell durchzusetzen, und sprechen sich für eine schrittweise Internationalisierung des deutschen Regelwerks aus.« Es war daher damit zu rechnen, dass das Thema eher früher als später wieder aus der Schublade gezogen würde. Und tatsächlich: Schon bei der nächsten Sitzung im Dezember 2004 lag der Vorschlag auf dem Tisch, ein neues Regelwerk auf der Basis einer deutschen AACR-Übersetzung zu erarbeiten. Zwar wurde dieser sehr radikale Antrag zurückgezogen; nichtsdestoweniger wurden mit der Umstellung auf MARC21 und der Einführung von Deutsch als Ansetzungssprache Beschlüsse von weitreichender Konsequenz gefasst. Trotz der verständlichen Ermüdungserscheinungen, mit denen viele Kolleginnen und Kollegen der anhaltenden Regelwerksdiskussion mittlerweile begegnen, seien deshalb im Folgenden einige wichtige Entwicklungen und Ergebnisse der vergangenen Zeit nachgezeichnet und kommentiert.

    Abstract
    Die Datenrecherche und der Zugriff auf Informationen wurde in den letzten Jahren durch Angebote im Internet erleichtert. Während im Bibliothekswesen bereits seit Jahrzehnten Erfahrungen durch die Verbundkatalogisierung im Bereich des Datenaustauschs gesammelt wurden, wurde eine kooperative Datenhaltung zwischen Archiven erst in den letzten Jahren begonnen. In dieser Arbeit wird der Frage nachgegangen, inwieweit Daten aus Archiven und Bibliotheken in gemeinsamen Datenpools angeboten werden können: Sind die Inhalte der verschiedenen Datenkategorien ähnlich genug, um sie zusammenfassen zu können? Welche Standards liegen den Daten zugrunde? Um diese Fragen beantworten zu können, werden zunächst die verschiedenen Regelwerke des Archivs- und Bibliothekswesens zur archivischen Verzeichnung bzw. der bibliographischen Beschreibung untersucht und anschließend die darauf fußenden Austauschformate. Folgende (Regel-) Werke werden in die Analyse integiert: Papritz: Die archivische Titelaufnahme bei Sachakten, die Ordnungs- und Verzeichnungsgrundsätze für die staatlichen Archive der Deutschen Demokratischen Republik (OVG-DDR), Internationale Grundsätze für die archivische Verzeichnung (ISAD(G)), das Handbuch für Wirtschaftsarchive, Praktische Archivkunde, die Regeln für die alphabetische Katalogisierung in wissenschaftlichen Bibliotheken (RAK-WB), die Anglo-American Cataloguing Rules (AACR), General International Standard Bibliographic Description (ISBD(G)) und für den Bereich der Nachlasserschließung als Schnittstelle zwischen Archiven und Bibliotheken die Ordnungs- und Verzeichnungsgrundsätze [des Goethe- und Schiller-Archivs] (OVG-GSA), König: Verwaltung und wissenschaftliche Erschließung von Nachlässen in Literaturarchiven sowie die Regeln zur Erschließung von Nachlässen und Autographen (RNA). Von den Datenaustauschformaten werden Encoded Archival Description (EAD), Maschinelles Austauschformat für Bibliotheken (MAB) und Machine Readable Cataloguing (MARC) vorgestellt. Die Analyse zeigt, dass Daten aus Archiven und Bibliotheken in einer gemeinsamen Datenmenge zur Verfügung gestellt werden können, um sie für eine spartenübergreifende Recherche nutzbar zu machen. Es muss aber eingeräumt werden, dass im Austauschformat für ähnliche Beschreibungselemente nicht identische Kategorienummern verwendet werden können, da hierfür die Inhalte der Kategorien zu stark differieren. Aus diesem Grund kann das MAB-Format auch nicht ohne weiteres für archivische Elemente verwendet werden: Entweder müsste das bestehende MAB-Schema an die Belange des Archivwesens angepasst werden oder es müsste ein neues Austauschformat generiert werden, da auch das internationale EAD-Format nicht ohne Änderungen auf die deutsche Verzeichnungstradition abgebildet werden kann. Insbesondere wäre sowohl innerhalb der Sparten Archiv- und Bibliothekswesen als auch darüber hinaus eine tiefere Diskussion um verbindliche Regelwerke und Austauschformate zu empfehlen.

    Abstract
    Although it was decided more than a year ago to adopt BIBOS Catloguing System for use in Austrian academic libraries, the Working Group on Cataloguing has been voicing doubts as its use begins. Lists these doubts. Deals in detail wih the problem of the hierarchical structure of BIBOS into which records of multi-volume works have to be fitted. In Sept 88 the computer company (EDV GmbH) itself came forward with a technical improvement which would allow the build up of records from the smaller fields, instead of imposing the shape of records from the ultimate data set, which had on occasion even led to contravention of the nominative cataloguing rules, RAK-WB. Cataloguing in the interim period will be complex. The working group has still made no final decision.

    Abstract
    "Für die Schlagwortkatalogisierungsregeln ist im Bereich der Ansetzung von Personennamen, Körperschaftsnamen und Titeln, in denen sie sich mit den Formalkatalogisierungsregeln überlappen, eine Konformität mit diesen aus verschiedenen Gründen sehr wünschenswert, wenn nicht geboten."' Diese These von Peter Baader, seinerzeit Leiter der Abteilung Alphabetische Katalogisierung der Deutschen Bibliothek, stammt aus der Zeit vor dem Erscheinen der ersten Auflage (1986) der RSWK und ist heute immer noch genauso aktuell wie im Jahre 1983. Baader warnte vor einer "Zersplitterung" der jeweiligen Regelungen, konnte diese jedoch nicht verhindern, da die RSWK sich letztlich auf etablierte deutsche Schlagwortregelwerke und die Ergebnisse von Abstimmungen durch deutsche Bibliotheksverbünde und Einzelbibliotheken beriefen. Dies geschah nicht zuletzt, um die Akzeptanz der RSWK als neues Einheitsregelwerk zu erhöhen. Zwanzig Jahre später diskutiert die deutschsprachige bibliothekarische Fachwelt endlich ergebnisorientiert über die Angleichung von RAK und RSWK, jetzt allerdings unter Anpassung der RAK an Struktur und Inhalte der Anglo-American Cataloguing Rules (AACR) bzw. ihres Nachfolgers. Die folgende Darstellung unternimmt den Versuch, auf der Grundlage dieser Prämisse das Modell eines für die Formal- und Inhaltserschließung gemeinsamen deutschen Regelwerks zu skizzieren und die noch bestehenden Unterschiede zu dokumentieren. Zum besseren Verständnis des doch so langwierigen Annäherungsprozesses soll zunächst die bisherige Entwicklung betrachtet werden. Eckpunkte der Vorgeschichte - Die DBI-Kommission für Erschließung und Katalogmanagement (KEK) beschließt 1991 in ihrem Arbeitsprogramm den Abgleich beider Regelwerke und erklärt 1992 ihre Absicht, die Ansetzungen der Personennamen in RAK und RSWK zu harmonisieren. - Die Expertengruppe Online-Kataloge empfiehlt 1994 einheitliche Ansetzungsformen in RAK und RSWK für Personen- bzw. Körperschaftsnamen sowie eine umfassende Bestimmung von Einheitssachtiteln. - Die Expertengruppen RAK und RSWK beschließen 1996, dass bei der Ansetzung von Personen- und Körperschaftsnamen substanzielle Abweichungen zwischen den beiden Regelwerken vorläufig erhalten bleiben und stattdessen unterschiedliche Ansetzungsformen miteinander verknüpft werden sollen. Kurz nach dem Beginn der Diskussion über einen möglichen Umstieg auf internationale Formate und Regelwerke (MARC 21, AACR2) fasst der Standardisierungsausschuss im Juni 2002 den Beschluss zur Angleichung von RAK und RSWK. Ausgangspunkt sollen die Ansetzungsformen von Personen und Körperschaften sein. Im Dezember 2002 wird von einem RAK-RSWK-Expertentreffen vorgeschlagen, bei Regeländerungen die AACR2 zu berücksichtigen, ein gemeinsames Datenformat für PND, GKD und SWD zu entwickeln, den Änderungsaufwand in den Normdateien abzuschätzen und einen Zeitplan für ein gestuftes Vorgehen bei den Regeländerungen zu entwickeln. Im Mai 2004 beschließen die Expertengruppen Formalerschließung, PND und RSWK/SWD bei getrennten und überwiegend unterschiedlichen Regelwerkstexten einheitliche Ansetzungsformen in RAK und RSWK für Personennamen. Der Standardisierungsausschuss erklärt seine Absicht, einen für Formal- und Inhaltserschließung gemeinsamen Regelwerkstext zu veröffentlichen. Im Januar 2005 wird von Vertretern der Expertengruppen ein von der Arbeitsstelle für Standardisierung vorgelegtes Arbeitspaket "Gemeinsame Ansetzungsregeln für Körperschaften" (GKR) beschlossen. Im März 2005 legt die Arbeitsstelle für Standardisierung ein Konzept zur Entwicklung eines gemeinsamen Normdatenformats vor.
