    Abstract
    Authority control has long been an important part of the cataloging process. However, few studies have been conducted examining how librarians learn about it. Research conducted to date suggests that many librarians learn about authority control on the job rather than in formal classes. To offer an introduction to authority control information for librarians, an annotated bibliography is provided. It includes monographs, articles and papers, electronic discussion groups, Web sites related to professional conferences, additional Web sites related to authority control, and training offered through the Name Authority Cooperative Program and the Subject Authority Cooperative Program. A summary of possible future trends in authority control is also provided.

    Abstract
    Normalization rules are essential for interoperability between bibliographic systems. In the process of working with Name Authority Cooperative Program (NACO) authority files to match records with Functional Requirements for Bibliographic Records (FRBR) and developing the Faceted Application of Subject Terminology (FAST) subject heading schema, the authors found inconsistencies in independently created NACO normalization implementations. Investigating these, the authors found ambiguities in the NACO standard that need resolution, and came to conclusions on how the procedure could be simplified with little impact on matching headings. To encourage others to test their software for compliance with the current rules, the authors have established a Web site that has test files and interactive services showing their current implementation.

    Abstract
    Catalogers have become interdependent in their pursuit to provide bibliographic control and access. This interdependency has brought with it the need for greater agreement in applying common cataloging policies and rules. The expanded application of AACR2 (Anglo-American Cataloguing Rules) is fostering greater uniformity in the provision of bibliographic description and access. The rules have been translated into numerous languages and used in European, Middle Eastern, and Latin American countries. Cataloging committees and individual libraries in Europe and South Africa have expressed strong interest in adopting, adapting, or aligning with AACR2. PCC (Program for Cooperative Cataloguing) is one of the most successful cooperative cataloging efforts and has a considerable international component, which encourages the use of AACR, LCSH (Library of Congress Subject Headings), and MARC. AACR2 is successful on an international level because it is based in internationally developed standards, including ISBDs and the Paris Principles. ISBDs (International Standard Bibliographic Description) and the Functional Requirements for Bibliographic Records are examples of the contributions that IFLA (International Federation of Library Associations and Institutions) has made to the internationalization of cataloging. IFLA sponsored the international conference that resulted in the Paris Principles as well as subsequent projects to craft international policy in relation to uniform headings for persons, corporate bodies, and titles.

    Abstract
    This paper examines the current state of authority control development in Spanish university repositories. As a decade has now gone by since the initiation of the first projects for institutional repositories in Spain, it would seem a suitable time to draw attention to authority control, an element of the first rank in evaluating the consistency and integrity of systems for recovering bibliographic information. The work is focused on examining the implementation of authorities in twenty-six Spanish university repositories, taking into account the information provided by the standardization experts working in them. The study considers the responses of the coordinators for these digital collections using a set of analytic criteria set out in the study. The handling of authorities in the group of university repositories studied may be described as uneven. Greater interest may be observed in controlling author entries, with laxer solutions for authority control of subjects. It suggests the need to establish effective policies for the management of authorities by means of cooperative efforts permitting the building up of corpora of entries for authorities that would aid the processes of cataloguing, metadata creation, and information retrieval in systems based on syntactic and semantic interoperability in which manual intervention should be minimal.

    Abstract
    While many catalogers are using the Web to find the information they need to perform authority work quickly and accurately, the full potential of the Web to assist catalogers in name authority work has yet to be realized. The ever-growing nature of the Web means that available information for creating personal name, corporate name, and other types of headings will increase. In this article, we examine ways in which simple and effective Web searching can save catalogers time and money in the process of authority work. In addition, questions involving evaluating authority information found on the Web are explored.

    Abstract
    This article examines the motivations for the collaboration between the British Library and Library of Congress to develop a joint (Anglo-American) authority file. It describes the obstacles that had to be overcome for the British Library to become a Name Authority Cooperative (NACO) "copy holder", or node. It considers the contribution the British Library made to NACO, the benefits it has derived from participation in Program for Cooperative Cataloging (PCC), and concludes by looking ahead to the next 25 years.

    Abstract
    This presentation attempts to fit the subject contribution mechanism used in the Program for Cooperative Cataloging's SACO Program into the context of subject gateways. The discussion points to several subject gateways and concludes that there is no similarity between the two. Subject gateways are a mechanism for facilitating searching, while the SACO Program is a cooperative venture that provides a "gateway" for the development of LCSH (Library of Congress Subject Heading list) into an international authority file for subject headings.

    Abstract
    International efforts to provide authority control include the work of IFLA, the AUTHOR Project funded by the European Commission, and related work conducted under the auspices of the ICA/CDS. IFLA developed the guidelines Form and Structure of Corporate Headings, documented the formulation of names along the lines of national origin in its publication Names of Persons, and published Guidelines for Authority and Reference Entries. Attention has shifted from a single authority record for each entity that would be shared internationally through the exchange of records to linking parallel authority records for the same entity. The access control of the future will account for difference in cataloging rules, transliteration standards, and cultural differences within the same language as well as for the need for different languages and scripts and will enable users to display the script and form of a heading that they expect. Project AUTHOR is a shared set of resource national authority files that used selections from the authority files of France, the United Kingdom, Spain, Portugal, and Belgium. The prototype tested an adaptation of Z39.50 server software for authority records and displays for user interface. An international standard for authority control records has been developed for corporate bodies, persons, and families. Through joint meetings efforts have been synchronized to develop authority control at the international level.

    Abstract
    The Name Authority Cooperative (NACO), founded in 1976, now encompasses some 395 institutions that have collectively developed and maintained a database of more than 2,000,000 authority records in addition to the more than 3,500,000 records created by Library of Congress staff. The NACO family of libraries is expanding at a rate of about 50 new members annually. The membership include institutions from all but four of the 50 U.S. states and 43 institutions in 16 countries within Europe, Africa, Oceania, Asia, and Latin America. The NACO model has changed over time to create more cost-effective and user-friendly policies and procedures to meet participants' needs. Increased recognition, especially by library administrators, of the value of authority control also encouraged NACO to flourish. This presentation explains membership requirements, benefits to the participants, as well as the role of the Library of Congress which serves as secretariat to NACO and oversees a variety of training and documentation activities to support program operations. One of the NACO's unique features - the opportunity to participate via a "Funnel Project" in which a group of institutions band together - is also described. Internationally, as the trend towards adopting AACR and MARC 21 increases, the number of NACO partners outside the U.S. also increases. For countries where other standards prevail or where English is not the official language, NACO can serve as a model to consider to provide a framework for a national program while awaiting longer-term development of a more global approach to authority control.

    Abstract
    This paper aims at illustrating the methodology of constructing the Arabic authority headings. Accordingly, the main focus is on the system of linking name headings in Arabic-Roman scripts and subject headings in the three languages Arabic, English and French. The Bibliotheca Alexandrina's biscript / trilingual authority file project »bibalex« can be considered the first step toward establishing cooperative projects with union catalogs and authority files.

    Abstract
    This paper discusses the basics of creating name authority records for Arabic personal names in accordance with Resource Description and Access instructions and Program for Cooperative Cataloging guidelines. A background into the use of romanization for non-Latin scripts in bibliographic and authority records is provided to establish the context. Issues with romanization that are particular to Arabic are addressed. Separate sections on modern and classical names provide an overview of the major challenges, and strategies to enhance discovery are outlined. The paper concludes with an examination of the possible benefits of identity management and other changes in the authority control landscape for names in non-Latin script.

    Abstract
    This article presents an overview of the LEAF project (Linking and Exploring Authority Files)1, which has set out to provide a framework for international, collaborative work in the sector of authority data with respect to authority control. Elaborating the virtues of authority control in today's Web environment is an almost futile exercise, since so much has been said and written about it in the last few years.2 The World Wide Web is generally understood to be poorly structured-both with regard to content and to locating required information. Highly structured databases might be viewed as small islands of precision within this chaotic environment. Though the Web in general or any particular structured database would greatly benefit from increased authority control, it should be noted that our following considerations only refer to authority control with regard to databases of "memory institutions" (i.e., libraries, archives, and museums). Moreover, when talking about authority records, we exclusively refer to personal name authority records that describe a specific person. Although different types of authority records could indeed be used in similar ways to the ones presented in this article, discussing those different types is outside the scope of both the LEAF project and this article. Personal name authority records-as are all other "authorities"-are maintained as separate records and linked to various kinds of descriptive records. Name authority records are usually either kept in independent databases or in separate tables in the database containing the descriptive records. This practice points at a crucial benefit: by linking any number of descriptive records to an authorized name record, the records related to this entity are collocated in the database. Variant forms of the authorized name are referenced in the authority records and thus ensure the consistency of the database while enabling search and retrieval operations that produce accurate results. On one hand, authority control may be viewed as a positive prerequisite of a consistent catalogue; on the other, the creation of new authority records is a very time consuming and expensive undertaking. As a consequence, various models of providing access to existing authority records have emerged: the Library of Congress and the French National Library (Bibliothèque nationale de France), for example, make their authority records available to all via a web-based search service.3 In Germany, the Personal Name Authority File (PND, Personennamendatei4) maintained by the German National Library (Die Deutsche Bibliothek, Frankfurt/Main) offers a different approach to shared access: within a closed network, participating institutions have online access to their pooled data. The number of recent projects and initiatives that have addressed the issue of authority control in one way or another is considerable.5 Two important current initiatives should be mentioned here: The Name Authority Cooperative (NACO) and Virtual International Authority File (VIAF).

    «Current proposals for the future of the Web describe the use of ontologies for making the Web more intelligent for machine and automatic processing. The Virtual International Authority File (VIAF) could be one of the basic building blocks to a »semantic web« when combined with other controlled vocabularies and authority files from such sources as abstracting and indexing services, archives, museums, publishers, etc. Libraries now have an opportunity to make a great contribution to this future and should help make this vision a reality.« This article gives a status report on the VIAF, a cooperative project of the Library of Congress, the Bibliotheque nationale de France, OCLC and the German National Library.

    Abstract
    In 2018, the national, bilingual authority file maintained by Library and Archives Canada (LAC), called Canadiana Authorities, underwent major changes when the internally-developed Integrated Library System (ILS) AMICUS was decommissioned and OCLC's WorldShare Management Services (WMS) was adopted as a replacement. As a part of the transition, LAC split its single, bilingual authority file Canadiana Authorities into separate English and French language files and joined Name Authority Cooperative Program (NACO) in order to manage its English-language authority records. This has been a significant change that has challenged the organization to rethink everyday practices while maintaining its commitments to the Canadian and global library community. This paper discusses this national library's history of bilingual cataloging, the reason for the changes, and the attempt to ensure that the two files "talk" to each other.

    Abstract
    Authority control of Spanish-language subject headings is described, with a special focus on Mexico. Efforts currently underway in Colombia, Chile, Spain and Mexico, although they share the same language, are somewhat lacking in standardization and cooperation among countries. In the absence of a national authority for bibliographic control in Mexico, a group of university libraries has initiated a cooperative project to build in the near future a national file of Spanish subject headings for the Social Sciences. The project, based upon the experience and rich collections of El Colegio de Mexico, has attracted support from the U.S. Library of Congress and is being partially financed by the U.S.-Mexican Fund for Culture (sponsored by the Rockefeller and Bancomer Foundations). The paper mentions some of the difficulties found in translating LCSH, which is the main resource for the project.     Abstract
    The University and Regional Library (ULB) of Münster in Westphalia indexes its documents since 1990 with Regeln für den Schlagwortkatalog (RSWK) and Schlagwortnormdatei (SWD), the German rules for subject indexing and its authority file. In this area the library profits from the regional and national cooperation, particularly from the German National Library's external services for new German publications. The ULB itself has to index primarily new foreign literature, for instance Dutch books within the scope of the special subject fields programme of the German Research Society (DFG), but also its numerous acquisitions of older books and collections. Also some retrospective conversion has been done in the field of subject cataloguing. In the ULB indexing is the task of the subject librarians. They are supported by a small local editorial staff which especially takes care of the subject catalogue management and cooperates with the North-Rhine Westphalian library network for academic libraries, HBZ in Cologne. Furthermore, in its function as the Regional Library of Westphalia the ULB indexes books and above all a great number of articles listed in the regional bibliography of North Rhine-Westphalia (NWBib).     Abstract
    The paper provides an illustration of the benefits of subject authority control improving multilingual subject access in NEBIS - Netzwerk von Bibliotheken und Informationsstellen in der Schweiz. This example of good practice focuses on some important aspects of classification and indexing. NEBIS subject authorities comprise a classification scheme and multilingual subject descriptor system. A bibliographic system supported by subject authority control empowers libraries as it enables them to expand and adjust vocabulary and link subjects to suit their specific audience. Most importantly it allows the management of different subject vocabularies in numerous languages. In addition, such an enriched subject index creates re-usable and shareable source of subject statements that has value in the wider context of information exchange. The illustrations and supporting arguments are based on indexing practice, subject authority control and use of classification in ETH-Bibliothek, which is the largest library within the NEBIS network.

    Abstract
    Discusses the function of MARC field 670 in providing AACR authority control in OPACs through the AAAF: where field 670 is used to justify the form of content of established headings and their cross references. Reports results of a study of field 670 entries from national name authority records pertaining to the subject area of the Catholic Church in terms of: the number of field 670 entries per record; types of work cited; and information on the work themselves. Results indicate that considerable differences exist among the categories of authority records, with some (modern personal names and uniform titles) being more amenable to computerized generation.     Abstract
    A sample was taken of the name and title provisional, or minimal level, authority records created by Blackwell North America, Inc., during its authority control processing in preparation for the implementation of NOTIS at the State Univerity of New York at Buffalo Libraries. Analysis of the sample showed that approximately 10 % of theses provisional records were created unnecessarily, while approximately 7 % had Library of Congress Name Authority File recordsestablished since the vendor's work was completed. The remaining 83 %, which will require original authority work in order to be upgraded to 'full' status, are categorized in such a manner as to determine the best approach to achieving the libraries' goal of absolute authority control.
