    Abstract
    25 Jahre DGI-Online-Tagung sind eine stolze Leistung. In dieser Zeit ist diese Tagung der DGI zu einer festen Größe in der Informationswissenschaft und Informationswirtschaft geworden. Ein solches Jubiläum ist natürlich auch Motiv für einen kleinen Rückblick ebenso wie für den Ausblick in die Zukunft. Lassen Sie mich beginnen mit einem Rückblick auf die Entwicklungen in der Informationstechnik und der Fachinformationspolitik, die uns das Ausmaß des Wandels im Laufe eines Vierteljahrhunderts verdeutlichen. - 25 Jahre Wandel - 1978 erlebten wir, ohne es wirklich abschätzen zu können, die Entstehung des Markts für Personal Computer und zugleich die Genese eines herstellerunabhängigen, globalen Computernetzwerks, also die Keimzellen der PC- und Internetrevolution. Erste Mikrocomputer wie der Apple 2, der Commodore PET u.a. kamen auf den Markt und erreichten erstmals hohe Stückzahlen. Das was wir heute als Internet kennen, nahm Gestalt an durch die Herausbildung der heute noch gültigen Internetprotokolle TCP/IP, die aber erst 1981 zum offiziellen Standard wurden. Auch informationspolitisch bahnte sich vor 25 Jahren ein Wandel an. Die Bundesregierung hatte die ersten Fachinformationszentren gegründet mit dem Ziel, die sehr verstreut gesammelten Informationen und Daten unterschiedlicher wissenschaftlicher Institutionen zu bündeln. Es gab zum ersten Mal einen systematischen Aufbau von fachlichen Informationseinrichtungen. Mit der Verbesserung der Informationsdienstleistungen sollten die Effektivität und Produktivität der Forschungs- und Entwicklungsarbeit erhöht und Innovationen beschleunigt werden. Es entstand ein elektronischer Fachinformationsmarkt. Technisch stehen wir heute vor einem Entwicklungsschritt, bei dem die Kommunikation Maschine-Maschine die Kommunikation von Mensch zu Maschine weitgehend ablöst. Die Bandbreite der Kommunikationsnetze, die enormen Rechnerleistungen, die vor allem durch die neuen Formen verteilten Rechnens möglich sind, die Vernetzung von Datenbanken, die zunehmende Nutzung der Internettechnologien, der multimedialen Inhalte und der mobilen Kommunikation, lassen Oualitätssprünge in den wissenschaftlichen Anwendungen erwarten. Computer, Internet und Fachinformation haben sich in den letzten 25 Jahren dynamisch weiterentwickelt. Damals ging es darum, das exponentielle Wachstum wissenschaftlicher Publikationen zu strukturieren und in den Griff zu bekommen. Heute geht es darum, die ins Unermessliche gewachsenen Datenmengen zu strukturieren und vernetzt zugänglich zu machen. Damit sind neue Anwendungen zu realisieren, die man sich bisher kaum vorstellen konnte. Heute ist es möglich, Forschung und Lehre mit elektronischen Arbeitsumgebungen zu unterstützen, in denen Kommunikation, Information, Daten, Experimente, E-Learning-Module u.a. räumlich verteilt organisiert werden können. Das Internet und die elektronischen Medien verlangen, dass über die Gestaltung der Wissensversorgung unserer Gesellschaft in einem globalen Umfeld neu nachgedacht werden muss.

    Abstract
    Informationskompetenz Informationskompetenz ist sowohl in Dänemark als auch in anderen technologisch hochentwickelten Staaten ein national wichtiger Begriff, da der moderne Mensch heute die Fähigkeit besitzen muss, den Zusammenhang zwischen Problemlösung und Informationssuche zu erfassen. Die Informationsmenge nimmt ständig zu, und damit man diese finden kann, benötigt man ein Wissen über eine Reihe von Werkzeugen. Informationskompetenz ist die Fähigkeit - vor dem Hintergrund eines erkannten Informationsbedarfs - relevante Informationen durch zielgerichtete Suchstrategie und mit Hilfe der passenden Hilfsmittel zu suchen und zu sammeln. Nach Beschaffung dieser Informationen ist es außerdem erforderlich, eine kritische Sortierung nach Wert und Relevanz vornehmen zu können. Danach sind die Informationen in Hinblick auf die Zusammenstellung neuen Wissens, das den Hintergrund für zukünftige Stellungnahme und Handlung bilden kann, zu bearbeiten. In Dänemark gibt es keine formulierte gemeinsame nationale Strategie, aber es gibt eine lange Reihe von nationalen / regionalen und lokal finanzierten Projekten. In der Bibliothekswelt arbeitet man z. B. seit einigen Jahren mit der Stärkung der Informationskompetenz des einzelnen Bürgers.

    Auf Wunsch des Kunden stellen die Netguides auch alle Autohändler in München zusammen. Oder sie finden heraus, wer in Berlin gerade den günstigsten Videorecorder verkauft. Als virtuelle Privatsekretäre können die Netguides auch beauftragt werden, eine Route zum gewünschten Reiseziel vorzuschlagen und gleich noch die Flüge und Übernachtungen zu buchen. V-Commerce (Video-Handel) ist ein weiterer Bereich, in dem das Unternehmen seine Dienste anbietet. Durch die persönliche Beratung in Bild und Ton sieht Talking.net Chancen, die hohe Abbruchrate bei Käufen im Internet zu senken. Zwei von drei Benutzern brechen derzeit den Kauf aufgrund von fehlender Beratung und mangelndem Vertrauen in die anonyme Online-Welt ab. Die Netguides hingegen erläutern den Kunden alle gewünschten Produkte und helfen bei der Abwicklung des Kaufs über das Internet. "Wir sind eigentlich kein typisches Internet-Unternehmen", sagt Pressespreeher Tilman Kube, "weil wir auf Menschen setzen. Wir glauben, dass der Mensch auch im Internet-Zeitalter mit anderen Menschen kommunizieren will". Bis Mitte des Jahres soll die Zahl der Netguides von derzeit 120 auf 2000 erhöht werden. Erreichbar ist Talking.net jeden Tag zwischen 8 und 24 Uhr unter der Rufnummer 11821. Die Abrechung erfolgt über die Telefonrechnung. So kostet die Sprachauskunft 0,5452 Mark für jede angebrochene Einheit von 15 Sekunden Dauer. Für Rückrufe, Fax oder E-Mail-Antworten staffeln sich die Preise der Auskunftei nach dem Schwierigkeitsgrad der Anfrage; sie liegen zwischen vier und elf Mark zuzüglich des zeitabhängigen Grundtarifs. Im Frühjahr wird Talking.Net seinen Dienst auch online anbieten. Bei Aufruf von www.talkingnet.de kann der Kunde seinen Internet-Berater auf dem Computer-Bildschirm sehen und gleichzeitig mit ihm per Telefon oder Mikrofon im PC sprechen.
