- Abstract
- Elektronische Medien haben die Sammlung, Archivierung und Bereitstellung von Information radikal verändert. Die Wissensorganisation des Einzelnen wird mehr und mehr von der Externalisierung von Gedächtnisleistungen geprägt. Der Erwerb von Information und Wissen wird häufig in digitaler Form über die Datenbanken und Netzwerke des Internets organisiert, die als Ressource und als Kommunikationsmedium für die Lösung von Wissensproblemen erheblich an Bedeutung gewinnen. Durch die Nutzung elektronischer Medien für den Informations- und Wissenserwerb und die Wissensbewahrung müssen sich auch die Inhalte und Methoden der universitären Ausbildung verändern. Die Fähigkeit zur Aneignung von Wissen und die Fähigkeit zur eigenständigen Organisation von (individuellen und organisatorischen) Wissensbeständen durch die Nutzung elektronischer Wissensspeicher werden zu einer Schlüsselqualifikation. Informationskompetenz und individuelles Wissensmanagement, also die Fähigkeit zur Organisation der eigenen Wissensbestände und zur Lösung von neu auftauchenden Wissensproblemen, die nicht mehr durch Rückgriff auf eigene Erfahrung gelöst werden können, durch die Nutzung digitaler Daten in elektronischen Netzen werden zunehmend zu Erfordernissen moderner Wissensarbeit.

- Abstract
- Prozesse bilden die Grundlage für die berufliche Weiterbildung in der IT Branche: Mit diesem neuen Konzept für qualifiziertes und strukturiertes Lernen am Arbeitsplatz und in realen Projekten geht das Fraunhofer ISST in dem Projekt "Arbeitsprozessorientierte Weiterbildung in der IT-Branche" (APO-IT) neue Wege. 35 neue Profile auf drei Ebenen bis hin zu hochschuladäquaten Abschlüssen wurden im Rahmen der beruflichen Neuordnung [Verord02, Vereinb02] der IT-Branche definiert. Ausgehend von den 1997 neu geschaffenen Ausbildungsberufen wie dem Fachinformatiker oder dem Informatikkaufmann wurden 29 Spezialisten, vier operative und zwei strategische Professionals definiert. Die Spezialisten sind in sechs Funktionsgruppen unterteilt, die Techniker, die Softwareentwickler, die Entwicklungsbegleiter, die Lösungsentwickler, die Administratoren sowie die Produkt und Kundenbetreuer. Der Datenbankentwickler - der im Folgenden als Beispiel dienen wird - gehört zur Gruppe der Software-Entwickler. Als Kennzeichen für den Database Developer dienen zum einen der Gegenstand, mit dem sich dieser Spezialist beschäftigt, nämlich Datenbanken, zum anderen der "Referenzprozess" als profiltypischer Arbeitsprozess. Die Darstellung des Arbeitsprozesses erfolgt anhand eines abstrahierten Datenbankentwicklungsprojekts und zeigt aus der Sicht des Spezialisten seine profilprägenden Tätigkeiten im Entwicklungsprozess. Die Struktur der jeweiligen Referenzprozesse liegt auch der Einteilung der Spezialisten in die genannten Funktionsgruppen zu Grunde. Die operativen und strategischen Professionals sind ebenfalls durch ihre typischen Arbeitsprozesse gekennzeichnet. Projektmanagement, Linienfunktionen, Beratung sowie Mitarbeiterführung sind typische Beispiele für die Tätigkeiten operativer Professionals. Langfristige Unternehmensentwicklung ist einer der Referenzprozesse, die ein strategischer Professional verantwortet und durchführt. Arbeitsprozessorientiert sind neben den neuen Berufsbildern auch die Weiterbildungs- und Zertifizierungsbestimmungen. Die Umsetzung einer arbeitsprozessorientierten Weiterbildung erfolgt über "Transferprojekte": Ein Weiterbildungsteilnehmer sucht sich ein reales Projekt an seinem Arbeitsplatz, welches in Niveau, Komplexität und Umfang dem Referenzprojekt entspricht. Dieses wird gemäß dem Referenzprojekt strukturiert und dann durchgeführt.

- Abstract
- Im Kontext der durch die Deutsche Forschungsgemeinschaft (DFG) geförderten Projekte "Virtuelle Fachbibliothek Politikwissenschaft" und "Virtuelle Fachbibliothek Wirtschaftswissenschaften" wird für den Nachweis von Onlinequellen jeweils ein Fachinformationsführer aufgebaut. Die verantwortlichen Institutionen, die Staatsund Universitätsbibliothek Hamburg (SUB Hamburg), die Universitäts- und Stadtbibliothek Köln (USB Köln) und die Deutsche Zentralbibliothek für Wirtschaftswissenschaften (ZBW Kiel) haben dazu ein Metadatenkonzept in Abstimmung mit nationalen und internationalen Entwicklungen auf Basis von Dublin Core entwickelt und dieses Konzept beim Aufbau der Verbunddatenbank Internetquellen umgesetzt.

- Abstract
- Die gesellschaftliche Verantwortung der professionellen Wissensorganisation beschäftigt die Informations- und Bibliothekswissenschaften seit geraumer Zeit. In der Ausbildung an den Hochschulen werden informationstheoretische, ökonomische und ethische Fragen berücksichtigt. Angesichts der gesellschaftlichen Entwicklungen der letzten Jahre ist jedoch die verantwortliche Organisation von Wissen zu einem Problem geworden, das einer umfassenderen Berücksichtigung in Wissenschaft, Ausbildung und Praxis bedarf: Informatisierung und Kommerzialisierung von Wissensprodukten führen zu neuen Exklusionen und Kontrollmöglichkeiten im Umgang mit Wissen und wissenschaftlicher Leistung. Qualitätsmanagement und Nachhaltigkeit rücken bei Wissensgewinnung und - verbreitung stärker in den Mittelpunkt. Die 9. Tagung der Deutschen Sektion der Internationalen Gesellschaft für Wissenorganisation mit dem Thema "Wissensorganisation und Verantwortung" verstand sich als Beitrag zur Weiterentwicklung der gesellschaftlichen Verantwortung der Wissensorganisation in den fachlichen Grundlagen, in der Ausbildung und der wissensorganisatorischen Praxis. In den Mittelpunkt der Tagung stand die Verzahnung verantwortlichen, praktischen Handelns mit der wissenschaftlichen Reflexion. Dabei wurden empirische, rechtliche und ökonomische Fragen ebenso relevant erachtet wie theoretischsystematische Diskurse. Der thematische Rahmen wurde mit den folgenden Fragen umrissen: - Wird in der praktischen Wissensorganisation verantwortlich gehandelt? - Wie kann das Ziel Gesellschaftliche Verantwortung in der Praxis wirksam gemacht werden? - Unterstützt Wissensorganisation den gleichen Zugang zu Informationsressourcen? - Welche Empfehlungen sind für die Ausbildung in der nachhaltigen und verantwortlichen Wissensorganisation auszusprechen? - Wie kann verantwortliches Handeln in der Wissensorganisation begründet werden? - Was bedeutet Nachhaltigkeit in der Wissensorganisation? - Wie kann Wissen und verantwortliche Wissensorganisation quantifiziert oder bewertet werden? - Welches Wissen sollte nicht erschlossen und zugänglich gemacht werden? - Sollte Wissen durch Digital-Rights-Management-Systeme geschützt werden? - Sollten ökonomische Aspekte, z.B. beim Ranking von Retrievalsystemen, berücksichtigt werden? Die Tagung richtete sich an Wissenschaftsforscher, Wissenschaftsmanager, Informations- und Bibliothekswissenschaftler, sowie alle, die sich mit der gesellschaftlichen Verantwortung der Wissensorganisation und Wissensverbreitung beschäftigen. Aus dieser Tagung ist nun die vorliegende Buchveröffentlichung hervorgegangen, die erfreulicher Weise fast alle gehaltenen Beiträge - auch die per Telekonferenz geschalteten - enthält. Den Autoren sei für Ihre Mühe zur Verschriftlichung ausdrücklich gedankt. Zusätzlich konnten noch die ausgearbeiteten Ko-Referate von Gerhard Budin und Robert Fugmann aufgenommen werden. Damit enthält dieser Band 36 teils überarbeitete Beiträge, die 7 Kapiteln zugeordnet wurden und unterschiedliche Aspekte und Verständnisse von Wissensorganisation widerspiegeln. Natürlich konnten auf der Konferenz nicht alle Fragen und diese in allen Tiefen beantwortet werden; trotzdem dürfte ein interessantes Kompendium mit orientierenden und exemplarischen Beiträgen zusammengetragen worden sein. Die sehr interessante Podiumsdiskussion zu 'Wissensorganisation und gesellschaftliche Verantwortung' wurde übrigens von Thomas Sporen ad hoc auf der Tagung mitgeschnitten und ist - unter den gegeben qualitativen Bedingungen - unter http://www.knowledgebay.de/static/download/poko.mp3 abhörbar. Eine Textfassung hiervon konnte bisher leider nicht realisiert werden. Im Folgenden soll eine kurze Charakterisierung der einzelnen Beiträge dieses Tagungsbandes gegeben werden.

- Abstract
- Die Universitätsbibliothek Freiburg bietet Kurse zur Entwicklung und Förderung von Informations- und Medienkompetenz an, die nicht auf den Umgang mit bibliographischen Quellen beschränkt, sondern auf den nicht minder wichtigen Umgang mit Multimedia erweitert sind. Eine andere Herausforderung betrifft die Bewältigung des Massenproblems infolge hoher Studierendenzahlen in manchen Fächern. Allein durch Präsenzveranstaltungen dürfte es kaum möglich sein, die steigende Nachfrage nach Bibliothekskursen zu befriedigen. Es bedarf der Unterstützung durch virtuelle Lernangebote, die seit dem Jahr 2003 erprobt und praktisch umgesetzt werden.

- Abstract
- "Die Entdeckung des Public Understanding of Science durch Wissenschaft, Wirtschaft und Politik knüpft an bestehende Konzepte der Wissensvermittlung und die darin begründeten Motivationen ihrer Akteure an. Nach einer durchaus erfolgreichen Popularisierung von Wissenschaft im Rahmen einer verbreiteten Fortschrittsbegeisterung - insbesondere beim interessierten Bürgertum - in der zweiten Hälfte des 19. Jahrhunderts, wurde Mitte des 20. Jahrhunderts ein weitererWeg beschritten, der alle wichtigen Merkmale einer Wettbewerbssituation und den unmittelbaren Zusammenhang von wissenschaftlichem und wirtschaftlichem Erfolg aufweist. - Begrenztheit der reinen Aufklärungsansätze - Nicht mehr interessierte Individuen bzw. benennbare Gruppen ("gebildetes Bürgertum") fordern die Popularisierung, sondern staatliche Akteure fördern die (partielle) gesellschaftliche Durchdringung mit Wissen über Wissenschaft und Technik. So wurde, ausgelöst vom "Sputnik-Schock" 1957, vor allem in den USA eine Kampagne mit dem Ziel ins Leben gerufen, das öffentliche Interesse an der Wissenschaft, die Zahl der Absolventen in naturwissenschaftlich-technischen Fächern sowie die Förderung der Forschung zu erhöhen. Vergleichbare Motivationen spiegeln sich auch heute noch in weiten Bereichen der "Wissensvermittlung" wider und dienen in erster Linie dem Werben um Zustimmung, welches wiederum auf einem eindirektionalen Modell der Wissensvermittlung fußt. Das Fatale an diesem als "deficit model" bekannt gewordenen Ansatz ist nicht der berechtigte, vor dem Hintergrund angestrebter Zustimmung allerdings wenig taugliche Anspruch, Informationen weitergeben zu wollen. Vielmehr wird mit der entsprechenden Festlegung von "Experte" und "Laie" gleichzeitig auch die gesellschaftliche Funktion bzw. Aufgabe von Wissenschaft und der daraus abgeleitete Wahrheitsanspruch einseitig bestimmt. Es ist der Versuch, öffentliche Zustimmung zur Rolle von Wissenschaft in der Gesellschaft zu erzeugen, die sie sich selbst zuschreibt. Mit dem weitgehenden Scheitern des "deficit models" hat sich die Begrenztheit der reinen Aufklärungsansätze gezeigt: Der Umstand, dass eine höhere formale Bildung (Schule, Universität) zu einem höheren Interesse, Bewusstsein und Verständnis hinsichtlich naturwissenschaftlich-technischer Themen und Entwicklungen führt, ist eine vielfach dokumentierte Erkenntnis. Und der Wert von Wissenschaft und Technik bei der Lösung aktueller und zukünftiger Probleme und Herausforderungen, fürwirtschaftliche Prosperität, gesellschaftlichen Wohlstand und eine nachhaltige Entwicklung ist in unzähligen Beiträgen mehr oder minder stichhaltig diskutiert und nachgewiesen worden."

- Abstract
- Hochwertige Informationen und schnelle Wissensvermittlung - diese Voraussetzungen lebenslangen Lernens sind in unserer Gesellschaft unverzichtbar. In diesem Bereich sind Bibliotheken qualifizierte Dienstleister: Sie erbringen in den Kommunen, in den Hochschulen und in wissenschaftlichen Institutionen einen grundlegenden Beitrag zu Bildung und Forschung, zu politischer Teilhabe und zur Orientierung im täglichen Leben. Entwicklungsstand und Leistungsfähigkeit der Bibliotheken in Deutschland zeigen allerdings ein ambivalentes Bild. Einerseits ist die bibliothekarische Infrastruktur gut entwickelt: Es gibt derzeit ca. 2.100 hauptamtlich geleitete kommunale öffentliche Bibliothekssysteme mit rund 3.600 Standorten, ca. 13.000 nebenamtlich geführte öffentliche Bibliotheken, davon ca. 7.000 kommunale öffentliche, ca. 5.000 kirchliche und ca. 1.000 Bibliotheken in sonstiger Trägerschaft sowie ca. 1.700 wissenschaftliche Bibliotheken, die die wissenschaftliche Informationsversorgung von Universitäten, Fachhochschulen, Forschungseinrichtungen oder einer ganzen Region sicherstellen. Dazu gehören neben Universitäts- und Hochschulbibliotheken auch Universalbibliotheken, Fach-, Landes- und Regionalbibliotheken sowie die Spezialbibliotheken.

- Abstract
- Im Jahr 2001 stand auf dem Programm der ASpB-Tagung in Hannover ein Vortrag mit dem Titel "Virtuelle Fachbibliotheken - Ziele und Aufgaben der projektübergreifenden Zusammenarbeit". In den vergangenen 25 Monaten ist nun soviel passiert, dass ein Beitrag mit einem ähnlichen Titel durchaus nicht viele Wiederholungen enthalten muss. Die Zahl der geförderten Projekte ist inzwischen von 14 auf 23 angestiegen und das geplante übergeordnete Portal soll nicht mehr nur die Dienste der einzelnen Virtuellen Fachbibliotheken umfassen, sondern auch das Angebot der Elektronischen Zeitschriftenbibliothek (EZB) und der vom Bundesministerium für Bildung und Forschung geförderten vier Informationsverbünde (mit dem Schwerpunkt digitale Volltextserver, Verlagspublikationen und Graue Literatur). Auf diese geplante Zusammenführung wird im letzten Abschnitt genauer eingegangen. Am Anfang einer Einführung über Virtuelle Fachbibliotheken sollte eine Definition dessen stehen, was eine Virtuelle Fachbibliothek ist. Da das Angebot so heterogen ist, wird sich die Definition allerdings erst aus der Summe der Komponenten ergeben können. Nur soviel sei für eine ganz allgemeine Definition vorweggenommen: Virtuelle Fachbibliotheken sollen eine fachliche Orientierung bieten in der Fülle der durch das Internet und andere Dienste bereit gestellten Informationen. Sie gestatten den Zugriff auf alle fachlich relevanten Informationen, unabhängig von ihrer physikalischen Form, also auf gedruckte ebenso wie auf elektronisch vorliegende Materialien. Hier sollen zunächst Hintergrund und Anliegen, sowie Komponenten der Virtuellen Fachbibliotheken erläutert werden, bevor in einem Ausblick die neueren Entwicklungen und ihre möglichen Auswirkungen dargestellt werden.
