    Abstract
    Presents the findings of the South Ayrshire Libraries OPen Learning and the Internet project, Sep 1997 to Oct 1998. The objective was to demonstrate how open learning materials available on the Internet could be integrated with the provision of local open learning resources to provide an enhanced learning environment in public libraries. The main areas of concentration within the project were information skills support to public library users and the provision of WWW based independent materials to learners. The organisation and retrieval of Web based resources for local use was a major issue throughout the project. Recommends the adoption of Dublin Core metadata standards, the connection of databases of resources with searchable wen pages, and the development of thesauri of terms used to index the Web based resources locally. Sstaff training, and the new skills which will need to be developed, were identified as issues. Cost was also identified as a related issue, extending to issues such as access to open learning material and the Internet

    Abstract
    The aim of the CATRIONA (Cataloguing and Retrieval of Information over Networks Applications) feasibility study was to investigate the technical, organizational and financial requirements for the development of applications software and procedures to enable the cataloguing, calssification and retrieval of documents and other resources over networks such as the Internet. The CATRIONA feasibility study demonstrated that the idea of a distributed catalogue of Internet resources integrated with standard Z39.50 library system OPAC interfaces is already a practical proposition at its most basic level. Proposes that the next step should be a distributed CATRIONA demonstrator project, based on the Scottish University and Research Libraries (SCURL) group of libraries cooperating to catalogue local electronic resources and selected areas of BUBL Subject Trees, but also sufficiently 'open' to encompass other sites, projects and approaches

    Reports results of a study, prompted by a number of questions which have been raised about the extent to which the DOI meets, or can be developed to meet, the real requirements of the marketplace for a unique identifier of digital content.     Abstract
    After a short outline of problems, possibilities and difficulties of systematic information retrieval on the Internet and a description of efforts for development in this area, a specification of the terminology for this report is required. Although the process of retrieval is generally seen as an iterative process of browsing and information retrieval and several important services on the net have taken this fact into consideration, the emphasis of this report lays on the general retrieval tools for the whole of Internet. In order to be able to evaluate the differences, possibilities and restrictions of the different services it is necessary to begin with organizing the existing varieties in a typological/ taxonomical survey. The possibilities and weaknesses will be briefly compared and described for the most important services in the categories robot-based WWW-catalogues of different types, list- or form-based catalogues and simultaneous or collected search services respectively. It will however for different reasons not be possible to rank them in order of "best" services. Still more important are the weaknesses and problems common for all attempts of indexing the Internet. The problems of the quality of the input, the technical performance and the general problem of indexing virtual hypertext are shown to be at least as difficult as the different aspects of harvesting, indexing and information retrieval. Some of the attempts made in the area of further development of retrieval services will be mentioned in relation to descriptions of the contents of documents and standardization efforts. Internet harvesting and indexing technology and retrieval software is thoroughly reviewed. Details about all services and software are listed in analytical forms in Annex 1-3.

    Abstract
    Durch die Möglichkeiten der Einbindung von Bibliotheken in internationale Kommunikationsnetzwerke wie dem Internet zeichnen sich völlig neue Potentiale für die Vermittlung und Distribution von Wissen ab. Die globale Vernetzung verbindet die elektronischen Bestände aller angeschlossenen Bibliotheken, Datenbankanbieter oder sonstiger Informationsprodutzenten zu einer einzigen 'virtuellen Bibliothek' - der alte Traum von einer umfassenden Enzyklopädie des Weltwissens scheint damit in greifbare Nähe zu rücken. Neue Formen von Informationsprodukten entstehen und damit gleichzeitig der Bedarf nach veränderten Methoden und Regeln der Wissenserschließung, -aufbereitung und -verteilung. Die direkte Zugänglichmachung von Dokumenten in elektronischer Form verändert auf gravierende Weise die Gepflogenheiten unserer traditionellen 'Informationskultur'. Mit der Dematerialisierung des Wissens, d.h. mit der Unabhängigkeit des Rohstoffs 'Wissen' von festgelegten Formaten und Trägermedien stellt vielleicht auch das 'Gebäude' Bibliothek in seiner bisherigen physischen Präsenz bald einen Anachronismus dar.

    Describes work of the BOPAC2 project, funded by the British Library Research and Inoovation Centre, from Sep 1996 to Jan 1997, to investigate the issues involved in managing large and complex retrievals involving Z39.50 searches, including searches of multiple databases. The system is a WWW front end that allows simultaneously access to a number of library OPACs via Z39.50. The system is designed to make access to large and complex retrieval simpler, similar records are clustered together and retrievals may be sorted in a number of ways and by different criteria.     Abstract
    In 1995 a full time project worker was appointed to promote the Library Association bid to the Millennium Commission for funding for a project aimed at connecting all public libraries to the Information Superhighway, work with Project EARL (Electronic Access to Resources in Libraries), and participate in UKOLN public library research. Describes the 2 unsuccessful millennium bids, and work with EARL and UKOLN. Appendices include: a job description, details of 5 case studies looking at networking activities in public library authorities which were submitted as part of the 2nd millennium bis, examples of relevant articles published, and details of the 1st millennium bid

    Abstract
    Die Studie untersucht die Usability der Homepage des Landtags NordrheinWestfalen. Es wird analysiert, wie benutzerfreundlich die Website ist, ob sie effektiv genutzt werden kann und ob die Inhalte der Site den Erwartungen der Benutzer entsprechen. Drei Evaluationsmethoden finden Einsatz: Ein Thinking-Aloud-Test, eine heuristische Evaluation und eine Availability-Untersuchung. Der hier eingesetzte Thinking-Aloud-Test ist ein Benutzertest, bei dem zwanzig Laien und zwanzig Information Professionals zuerst ihre Erwartungen an die Site äußern und dann anhand der Homepage, unter Beobachtung, Aufgaben bearbeiten. Anschließend geben sie anhand eines Fragebogens eine Beurteilung ab. Die heuristische Evaluation ist eine expertenzentrierte Methode. Usability-Experten stellen Checklisten auf, anhand derer eine Homepage untersucht wird. In dieser Studie finden drei Heuristiken Anwendung. Die Availability-Untersuchung der homepageeigenen Suchmaschine ist eine bibliothekarische Evaluationsmethode, die anhand einer Suche nach Webseiten, von denen bekannt ist, dass ihr Angebot aktiv ist, die Qualität der Suchmaschine hinsichtlich der Erreichbarkeit der Dokumente bestimmt. Die drei Methoden ergänzen einander und decken in ihrer Variation einen großen Pool an Usability-Fehlern auf. Die Ergebnisse: Die Benutzer vermissen auf der Homepage besonders Informationen über den Landeshaushalt, eine Liste der Mitarbeiter mit ihren Zuständigkeiten, Hintergrundinformationen zu aktuellen landespolitischen Themen und Diskussionsforen als Kommunikationsmöglichkeit. Im Durchschnitt liegen die Klickhäufigkeiten für das Lösen einer Aufgabe über denen, die für den kürzesten Weg benötigt werden. Die Abbruch-Quote aufgrund einer nicht lösbar erscheinenden Aufgabe beträgt bei 40 Probanden à sechs Aufgaben 13,33% (32 Abbrüche). In der Abschlussbefragung äußern sich die Testpersonen größtenteils zufrieden. Die Ausnahme stellt der Bereich "Navigation" dar. 40% halten die benötigten Links für schwer auffindbar, 45% aller Probanden wissen nicht jederzeit, an welcher Stelle sie sich befinden.
