    Abstract
    Für Webseiten ist, wie für alle interaktiven Anwendungen vom einfachen Automaten bis zur komplexen Software, die Benutzerfreundlichkeit von zentraler Bedeutung. Allerdings wird eine sinnvolle Benutzung von Informationsangeboten im World Wide Web häufig durch "cooles Design" unnötig erschwert, weil zentrale Punkte der Benutzerfreundlichkeit (Usability) vernachlässigt werden. Durch Usability Evaluation kann die Benutzerfreundlichkeit von Webseiten und damit auch die Akzeptanz bei den Benutzern verbessert werden. Ziel ist die Gestaltung von ansprechenden benutzerfreundlichen Webangeboten, die den Benutzern einen effektiven und effizienten Dialog ermöglichen. Das Buch bietet eine praxisorientierte Einführung in die Web Usability Evaluation und beschreibt die Anwendung ihrer verschiedenen Methoden.

    Abstract
    CyberMedienWirklichkeit ist ein Buch, welches man nicht mehr so schnell aus der Hand legt. Wir bewegen uns heutzutage mehr in der Virtualität, als mancher es für möglich hält. Wirklichkeit ist kein fester Begriff mehr, den man sich sicher sein sollte; Wirklichkeit ist ein Netz voller Spannungen und Gegenspannungen, die erst in der Konstruktion dieser ihre Existenz konstituieren. Die Welten des Cyberspace wurden nach dem Platzen der New Economy-Blase allzu sehr unterschätzt, was dem Gegenstand allerdings einfach nicht gebührt. Gerade weil wir nicht wissen, wohin die Reise geht, kommt es darauf an, diesen Vorteil effizient auszunutzen - wie das geschehen kann, zeigt in der gegenwärtigen deutschen Virtualitätsliteratur niemand anderes besser als der Bonner Publizist Goedart Palm. Fazit: Unbedingt lesen! Wer das nicht tut, verpasst etwas.

    Abstract
    Ob wir spazieren gehen, einkaufen oder uns unterhalten - ständig teilen wir die Lebewesen und Dinge, die uns umgeben, ein in verschiedene Kategorien: Bäume und Blumen, Milchprodukte und Gemüse, sympathische Menschen und unsympathische. So schaffen wir Ordnung und finden uns in der Welt zurecht wie in einer Bibliothek - alles hat seinen Platz. Diese Ordnung kommt ins Wanken, sagt David Weinberger. It grew from the First International Conference on Human Perspectives in the Internet Society held in Cadiz, Spain, in 2004. The editors and contributors have addressed an impressive array of significant issues with rigorous research and insightful analysis although the resulting volume does suffer from the usual unevenness in depth and content that affects books based on conference proceedings. Although the $256 price is prohibitive for many individual scholars, the effort to obtain a library edition for perusal regarding particular areas of interest is likely to prove worthwhile. Unlike many international conferences that are able to attract scholars from only a handful of nations, this genuinely diverse conference included research conducted in Australia, Beijing, Canada, Croatia, the Czech Republic, England, Fiji, Germany, Greece, Iran, Ireland, Israel, Italy, Japan, Jordan, Malaysia, Norway, Russia, Scotland, South Africa, Sweden, Taiwan, and the United States. The expense of a conference format and governmental travel restrictions may have precluded greater inclusion of the work being done to develop information technology for use in nonindustrialized nations in support of economic, social justice, and political movements. Although the cultural variants among these nations preclude direct cross-cultural comparisons, many papers carefully provide sufficient background information to make basic conceptual transfers possible. A great strength of the work is the unusual combination of academic disciplines that contributes substantially to the depth of many individual papers, particularly when they are read within the larger context of the entire volume. Although complete professional affiliations are not universally available, the authors who did name their affiliation come from widely divergent disciplines including accounting, business administration, architecture, business computing, communication, computing, economics, educational technology, environmental management, experimental psychology, gender research in computer science, geography, human work sciences, humanistic informatics, industrial engineering, information management, informatics in transport and telecommunications, information science, information technology, management, mathematics, organizational behavior, pedagogy, psychology, telemedicine, and women's education. This is all to the good, but the lack of representation from departments of women's studies, gender studies, and library studies certainly limits the breadth and depth of the perspectives provided.
    The editorial and peer review processes appear to be slightly spotty in application. All of the 55 papers are in English but a few of them are in such need of basic editing that they are almost incomprehensible in sections. Consider, for example, the following: "So, the meaning of region where we are studying on, should be discovered and then affect on the final plan" (p. 346). The collection shows a strong array of methodological approaches including quantitative, qualitative, and mixed methods studies; however, a few of the research efforts exhibit fundamental design flaws. Consider, for example, the study that "set[s] out to show that nurses as care-givers find it difficult to transfer any previously acquired technological skills into their work based on technology needs (p. 187). After studying 39 female and 6 male nurses, this study finds, not surprisingly, exactly what it "set out" to find. Rather than noting the limitations of sample size and data gathering techniques, the paper firmly concludes that nurses can be technologists "only in areas of technology that support their primary role as carers" (p. 188). Finally, some of the papers do not report on original research but are competent, if brief, summaries of theories or concepts that are covered in equal depth elsewhere. For example, a three-page summary of "the major personality and learning theories" (p. 3) is useful but lacks the intellectual depth or insight needed to contribute substantially to the field. These problems with composition, methodological rigor, and theoretical depth are not uncommon in papers designed for a broadly defined conference theme. The authors may have been writing for an in-person audience and anticipating thoughtful postpresentation discussions; they probably had no idea of the heavy price tag put on their work. The editors, however, might have kept that $256 in mind and exercised a heavier editorial hand. Perhaps the publisher could have paid for a careful subject indexing of the work as a substantive addition to the author index provided. The complexity of the subject domains included in the volume certainly merits careful indexing.
    The volume is organized into 13 sections, each of which contains between two and eight conference papers. As with most conferences, the papers do not cover the issues in each section with equal weight or depth but the editors have grouped papers into reasonable patterns. Section 1 covers "understanding online behavior" with eight papers on problems such as e-learning attitudes, the neuropsychology of HCI, Japanese blogger motivation, and the dividing line between computer addiction and high engagement. Sections 2 (personality and computer attitudes), 3 (cyber interactions), and 4 (new interaction methods) each contain only two papers on topics such as helmet-mounted displays, online energy audits, and the use of ICT in family life. Sections 6, 7, and 8 focus on gender issues with papers on career development, the computer literacy of Malaysian women, mentoring, gaming, and faculty job satisfaction. Sections 9 and 10 move to a broader examination of cyber society and its diversity concerns with papers on cultural identity, virtual architecture, economic growth's impact on culture, and Iranian development impediments. Section 11's two articles on advertising might well have been merged with those of section 13's ebusiness. Section 12 addressed education with papers on topics such as computer-assisted homework, assessment, and Web-based learning. It would have been useful to introduce each section with a brief definition of the theme, summaries of the major contributions of the authors, and analyses of the gaps that might be addressed in future conferences. Despite the aforementioned concerns, this volume does provide a uniquely rich array of technological analyses embedded in social context. An examination of recent works in related areas finds nothing that is this complex culturally or that has such diversity of disciplines. Cultural Production in a Digital Age (Klinenberg, 2005), Perspectives and Policies on ICT in Society (Berleur & Avgerou, 2005), and Social, Ethical, and Policy Implications of Information Technology (Brennan & Johnson, 2004) address various aspects of the society/Internet intersection but this volume is unique in its coverage of psychology, gender, and culture issues in cyberspace. The lip service often given to global concerns and the value of interdisciplinary analysis of intransigent social problems seldom develop into a genuine willingness to listen to unfamiliar research paradigms. Academic silos and cultural islands need conferences like this one-willing to take on the risk of examining the large questions in an intellectually open space. Editorial and methodological concerns notwithstanding, this volume merits review and, where appropriate, careful consideration across disciplines."

    Abstract
    Das Internet und besonders das Web 2.0 sind ein Segen für die Meinungsfreiheit, so heißt es: Endlich können alle bestimmen, worüber diskutiert wird - nicht nur wenige Experten, Top-Journalisten und wortgewaltige Autoren, die das Meinungsmonopol für sich beanspruchen. Doch was haben wir uns da eingehandelt? Forumsbeiträge, die vor Dummheit und falschen Fakten strotzen, und an Idiotie kaum zu überbietende Videoclips bei YouTube. Es kommt noch schlimmer: - Politische Splitterparteien und verschrobene Wirrköpfe maskieren sich immer häufiger als harmlose Blogger, um demokratiefeindliche Hetzkampagnen zu verbreiten. Betroffene können sich kaum dagegen wehren. - Unternehmen betreiben auf subtile Weise "virales Marketing", um ihre Produkte von vermeintlich begeisterten Kunden empfehlen zu lassen. - Clevere Lobbyisten mischen sich unter falscher Identität in Diskussionen ein, um ihre fragwürdigen Interessen durchzusetzen. Wir befinden uns auf einem gefährlichen Irrweg, sagt Andrew Keen: Wo Halbwissen und blanke Lügen herrschen statt verlässlicher Information, da fehlt auch die Basis für vernünftige und tragfähige politische Entscheidungen, da ist unsere Kultur in ihren Grundfesten erschüttert. Ein scharf formuliertes Plädoyer gegen die absurden Auswüchse der großen Verdummungsmaschine, die sich Internet nennt.

    Abstract
    Darstellung der vielfältigen Bedrohungen durch Viren, Trojaner, Spam-Mails, Adware, Phishing-Versuche und DDoS-Angriffe. Der sehr lesenswerte Band berichtet über die vielfältigen Bedrohungen durch Viren, Trojaner, Spam-Mails, Adware, Phishing-Versuche und die DDoS-Angriffe, bei denen die Webseiten von Unternehmen überschwemmt werden und tagelang nicht mehr erreichbar sind. Gegen manche Verbrecher, etwa die Versender von Unikat-Trojanern, sind Antiviren-Programme machtlos, weil diese Trojaner nur an wenige Unternehmen verschickt werden und der Analyse entgehen. Bei der großen Menge der verschickten E-Mails mit schädlichen Anhängen ist das Fazit aber "Menschliches Versagen". Die Empfänger können selbst dämlichen Betreffzeilen nicht widerstehen; viele Systemadministratoren spielen Sicherheitspatches erst mit tage- oder wochenlanger Verspätung ein. Andererseits sind die Gesetze vor allem gegen Spamming in vielen Ländern (auch in den USA) zu lasch oder nicht vorhanden. Die Möglichkeiten, erbeutetes Geld per Blitzüberweisung in andere Länder zu verschieben, werden in diesem Band ebenfalls ausführlich dokumentiert. - Wer das Buch liest, wird nicht allen Schnüffelversuchen entgehen, aber vorsichtiger handeln.

    Abstract
    Cyberscience will be different from traditional science. For two decades already, the scholarly community has witnessed a considerable increase in the use of information and communication technologies (ICT). As opposed to "traditional" science that does without networked computers, the notion of "cyberscience" captures the use of these ICT-based applications and services for scientific purposes. The basic assumption of this study is that ICT use impacts on the basic parameters of how academia is organised, of how it functions, and of what it produces. This book describes and analyses the use of ICT in the academic world; it explains the status quo based on an analytical model; it draws a realistic and differentiated picture of probable future developments; it assesses the impact of ICT on various aspects of academic activity and on the substance of research; and it discusses the implications for research policy and the steering mechanisms within the scholarly organisations. The overall conclusion is that we are in midstream of a forceful development. Cyberscience is already taking place, but will develop its full shape and potentials only later. The new media have only just begun to play a central role in a large array of scholarly activities, and in regard to the institutional setting. Not only academic communication in the narrow sense, but also the distribution of knowledge and, most importantly, even knowledge production are affected. Hence, the impact of ICT can hardly be underrated.

    Abstract
    Die letzten Jahre waren von einem rasanten Wandel im Bereich der Medien und der Kommunikation geprägt. Was anfänglich ein von militärischen Interessen inspiriertes technisches Kommunikationsmittel war und Mitte der neunziger Jahre einen wirtschaftlichen Boom grösseren Ausmasses ausgelöst hatte um schliesslich an der Schwelle zum neuen Jahrtausend eine realistischere Einschätzung zu erfahren, ist heute schlicht Teil unseres Alltages geworden: das Internet. Die Hälfte der schweizerischen Bevölkerung gehört mittlerweile zu den regelmässigen oder unregelmässigen Internet-Usern (Stand anfangs 2001), eine von drei Personen surft mehrmals pro Woche im World Wide Web. Auch die Wissenschaft ist von dieser Entwicklung nicht unberührt geblieben: Eine der umfassendsten Analysen zu diesem Thema legte Michael Nentwich im Auftrag des Instituts für Technikfolgenabschätzung der Österreichischen Akademie der Wissenschaften und dem Max-Planck-Institut für Gesellschaftsforschung in Köln 1999 vor. Nentwich geht von der These aus, dass die Informations- und Kommunikationstechniken "einige Rahmenbedingungen und praktisch alle Formen wissenschaftlicher Tätigkeit betreffen". Involviert sind (respektive werden sein) die Formen der wissenschaftlichen Kommunikation und die Wissensvermittlung, aber auch der organisatorische Rahmen des Wissenschaftsbetriebes und die Art und Weise der Wissensproduktion. Diese Veränderungen, so Nentwich weiter, werden nicht nur - wie heute zumeist angenommen - die Kommunikation beschleunigen, sondern sie haben "das Potential zu qualitativen Veränderungen des Wissenschaftssystems". Dass die Auswirkungen dieses Wandels höchst vielfältig sind, zeigt ein Blick in die Flut neuer und neuester Studien und Stellungnahmen zu diesem Thema. Die breit angelegte SteFi-Studie (Studieren mit elektronischen Fachinformationen) zum Beispiel kam zu folgendem Schluss: Die Informationskompetenz der meisten Studierenden ist unzureichend; sie empfinden das Angebot elektronischer Informationen als unübersichtlich und sehen sich ausserstande, die Qualität der Ergebnisse zu bewerten. Gleichzeitig hielt die SteFi-Studie auch fest, dass das Internet zunehmend zum Informationsmedium Nummer 1 bei der Suche nach wissenschaftlicher Literatur geworden ist.

    Abstract
    Der Begriff des Wissens geht davon aus, dass Tatbestände als 'wahr' und 'gerechtfertigt' angesehen werden. Die Gründe für solche Überzeugungen liegen in der Gewissheit der eigenen Wahrnehmung sowie in der Kommunikation dieser Wahrnehmungen. Beide Bedingungen befinden sich gegenwärtig im Umbruch: Unsere sinnliche Wahrnehmung wird durch Medien und Sensorsysteme gestützt, und die Verständigung über solcherart erzeugte Wahrnehmungen wird in wachsendem Maße telematisch kommuniziert. Die tendenziell globale Ausweitung der kollaborativen Erzeugung des Wissens durch computergestützte Netzwerke irritiert nicht nur die Vertrauensverhältnisse, die den Wissensprozessen zugrunde liegen, sondern auch die Struktur und Funktionen des Wissens selbst.

Sources of information on the Web are in constant competition with each other for attention. The attention a source receives will determine its prominence, the ability to be a provider of leading information, and its inclusion in authoritative spaces. Rogers explores the politics behind evaluating sources that are collected and housed on authoritative spaces. Information politics on the Web can be looked at in terms of frontend or back-end politics. Front-end politics is concerned with whether sources on the Web pay attention to principles of inclusivity, fairness, and scope of representation in how information is presented, while back-end politics examines the logic behind how search engines or portals select and index information. Concerning front-end politics, Rogers questions the various versions of reality one can derive from examining information on the Web, especially when issues of information inclusivity and scope of representation are toiled with. In addition, Rogers is concerned with how back-end politics are being controlled by dominant forces of the market (i.e., the more an organization is willing to pay, the greater will be the site's visibility and prominence in authoritative spaces), regardless of whether the information presented on the site justifies such a placement. In the book, Rogers illustrates the issues involved in back-end and front-end politics (though heavily slanted on front-end politics) using vivid cases, all of which are derived from his own research. The main thrust is the exploration of how various "information instruments," defined as "a digital and analytical means of recording (capturing) and subsequently reading indications of states of defined information streams (p. 19)," help capture the politics of the Web. Rogers employs four specific instruments (Lay Decision Support System, Issue Barometer, Web Issue Index of Civil Society, and Election Issue Tracker), which are covered in detail in core chapters of the book (Chapter 2-Chapter 5). The book is comprised of six chapters, with Chapter 1 being the traditional introduction and Chapter 6 being a summary of the major concepts discussed.
    Chapter 2 examines the politics of information retrieval in the context of collaborative filtering techniques. Rogers begins by discussing the underpinnings of modern search engine design by examining medieval practices of knowledge seeking, following up with a critique of the collaborative filtering techniques. Rogers's major contention is that collaborative filtering rids us of user idiosyncrasies as search query strings, preferences, and recommendations are shared among users and without much care for the differences among them, both in terms of their innate characteristics and also their search goals. To illustrate Rogers' critiques of collaborative filtering, he describes an information searching experiment that he conducted with students at University of Vienna and University of Amsterdam. Students were asked to search for information on Viagra. As one can imagine, depending on a number of issues, not the least of which is what sources did one extract information from, a student would find different accounts of reality about Viagra, everything from a medical drug to a black-market drug ideal for underground trade. Rogers described how information on the Web differed from official accounts for certain events. The information on the Web served as an alternative reality. Chapter 3 describes the Web as a dynamic debate-mapping tool, a political instrument. Rogers introduces the "Issue Barometer," an information instrument that measures the social pressure on a topic being debated by analyzing data available from the Web. Measures used by the Issue Barometer include temperature of the issue (cold to hot), activity level of the debate (mild to intense), and territorialization (one country to many countries). The Issues Barometer is applied to an illustrative case of the public debate surrounding food safety in the Netherlands in 2001. Chapter 4 introduces "The Web Issue Index," which provides an indication of leading societal issues discussed on the Web. The empirical research on the Web Issues Index was conducted on the Genoa G8 Summit in 1999 and the anti-globalization movement. Rogers focus here was to examine the changing nature of prominent issues over time, i.e., how issues gained and lost attention and traction over time.
    In Chapter 5, the "Election Issue Tracker" is introduced. The Election Issue Tracker calculates currency that is defined as "frequency of mentions of the issue terms per newspaper and across newspapers" in the three major national newspapers. The Election Issue Tracker is used to study which issues resonate with the press and which do not. As one would expect, Rogers found that not all issues that are considered important or central to a political party resonate with the press. This book contains a wealth of information that can be accessed by both researcher and practitioner. Even more interesting is the fact that researchers from a wide assortment of disciplines, from political science to information science and even communication studies, will appreciate the research and insights put forth by Rogers. Concepts presented in each chapter are thoroughly described using a wide variety of cases. Albeit all the cases are of a European flavor, mainly Dutch, they are interesting and thought-provoking. I found the descriptions of Rogers various information instruments to be very interesting. Researchers can gain from an examination of these instruments as it points to an interesting method for studying activities and behaviors on the Internet. In addition, each chapter has adequate illustrations and the bibliography is comprehensive. This book will make for an ideal supplementary text for graduate courses in information science, communication and media studies, and even political science. Like all books, however, this book had its share of shortcomings. While I was able to appreciate the content of the book, and certainly commend Rogers for studying an issue of immense significance, I found the book to be very difficult to read and parse through. The book is laden with jargon, political statements, and even has several instances of deficient writing. The book also lacked a sense of structure, and this affected the presentation of Rogers' material. I would have also hoped to see some recommendations by Rogers in terms of how should researchers further the ideas he has put forth. Areas of future research, methods for studying future problems, and even insights on what the future might hold for information politics were not given enough attention in the book; in my opinion, this was a major shortcoming. Overall, I commend Rogers for putting forth a very informative book on the issues of information politics on the Web. Information politics, especially when delivered on the communication technologies such as the Web, is going to play a vital role in our societies for a long time to come. Debates will range from the politics of how information is searched for and displayed on the Web to how the Web is used to manipulate or politicize information to meet the agendas of various entities. Richard Rogers' book will be of the seminal and foundational readings on the topic for any curious minds that want to explore these issues."

    Abstract
    Das Buch gibt eine umfassende Darstellung der Möglichkeiten und Probleme des elektronischen Publizierens in der wissenschaftlichen Kommunikation. Ausgehend von der gegenwärtigen Situation wird die Notwendigkeit neuer elektronischer Publikationsformen dargelegt. Durch die Einbeziehung praktischer Erfahrungen bei der Erstellung einer elektronischen Zeitschrift wird eine enge Verknüpfung von Theorie und Praxis des elektronischen Publizierens hergestellt. Angesprochen sind alle, die von der Problematik des elektronischen Publizierens betroffen sind: die Autoren, die Verleger, die Bibliothekare und die Dokumentare

    Abstract
    Im Rahmen einer auf die moderne Informations- und Mediengesellschaft übertragenen Diskussion um Mythen und Kulte stellt der Autor Aussagen wie die folgende zu Diskussion: "Der Glaube an eine grundsätzliche Verbesserung des Privat- oder Arbeitslebens durch vernetzte Kommunikation und schnellen Zugang zu Botschaften und Informationen lässt sich durchaus als mit kultischen Handlungen verbunden interpretieren." (S.67) Daraus leitet sich ab, dass eine mythologisierende Betrachtung (etwa des Internet) die Funktion hat, rational nicht Verstandenes (vielleicht für den Einzelnen auch nicht Verstehbares) als für die eigene Erfahrungswelt zugänglich zu machen und beherrschbar erscheinen zu lassen. Nicht allein, aber besonders durch Internet und Massenmedien wird der Mythos wieder zum Gegenwartsphänomen, indem er uns, die wir doch sonst eher die Prinzipien einer als rational verstandenen Aufklärung für unser Denken und Handeln in Anspruch nehmen, die Furcht vor dem Unbekannten nimmt und für Undurchschaubares die prinzipielle Sinnhaftigkeit garantiert? Eine sicher diskutierbare, aber doch reizvolle Sicht auf viele Erscheinungsformen in diversen Darstellungen, Mailinglisten und Diskussionsforen.

    Abstract
    Elektronische Technologien durchdringen zunehmend alle Lebens- und Arbeitsbereiche wie Politik, Wirtschaft, Wissenschaft und Kultur. Vor allem durch die breite Nutzung des Internets formiert sich die so genannte Informationsgesellschaft. Innerhalb dieser haben Archive zusammen mit Bibliotheken und Museen für die Sicherung und Bereitstellung des Kulturerbes einen bedeutenden Stellenwert. Im Zeitalter globaler Kommunikation treten so neben konventionelle Formen des Informationsangebots zunehmend auch neue Wege der Informationsvermittlung. Die Staatliche Archivverwaltung Baden-Württemberg als traditioneller Dienstleister für Verwaltung und Forschung entwickelt sich in den letzten Jahren verstärkt zu einem öffentlichen Informationsdienstleister. Dabei werden auch neue Kooperationsformen eingeschlagen, wozu auch die Zusammenarbeit mit dem Bibliotheksservice-Zentrum Baden-Württemberg (BSZ) gehört. Im Mittelpunkt steht die Entwicklung eines kundenorientierten, mehrstufigen Internetangebots, das bis zur Präsentation von digitalisiertem Archivgut auf der untersten Stufe reicht. So wurden in den letzten Jahren neue Lösungen für Online-Findmittel mit Präsentationsmodulen für digitalisiertes Archivgut entwickelt, die die Basis für die Teilnahme an verschiedenen Portal-Projekten bilden. Durch die Digitalisierung von Archivgut besteht die Möglichkeit, interessierten Bürgern, Wissenschaftlern, Studenten und Schülern den Zugang zu den Quellen über Online-Medien wie dem Internet zu ermöglichen. Dadurch können einerseits die wertvollen Originale und Unikate geschützt werden, andererseits erhält der Nutzer unabhängig von Ort und Zeit völlig neue Zugriffsmöglichkeiten auf Archivgut. In diesem Beitrag werden verschiedene Internet-Angebote und Technologien der Staatlichen Archivverwaltung Baden-Württemberg vorgestellt, die neue Möglichkeiten des Zugangs zu Archivgut bilden.     Abstract
    Demokratie kann nur auf der Basis eines ausgewogenen Spiels der Kräfte funktionieren. Öffentlichkeit ist hierbei ein ausgezeichnetes Mittel, dieses Spiel am Laufen zu halten. Medien, die Öffentlichkeit herstellen, werden deshalb sogar als »vierte Macht« bezeichnet. Sie werden dann zur Macht, wenn sie nicht nur als Vermittler der öffentlichen Meinung auftreten, sondern durch ihr Agieren selbst Gesellschaft gestalten. Hauptaufgabe der Medien ist es, eine Öffentlichkeit durch Transparenz herzustellen. Je mehr relevante Informationen Bürger erhalten, desto eher sind sie in der Lage, sich eine Meinung zu bilden. In den USA wird das Recht der Bürger auf Information umschrieben mit dem »Recht der Öffentlichkeit, zu wissen«, »the public's right to know«. Informationsfreiheit ermöglicht Bürgern, sich zu informieren, sich zu bilden und mündig Entscheidungen zu treffen. Die Medien stehen damit im Dienste des öffentlichen Interesses auf Wissen und Bildung.

    Abstract
    Die Welt wird zu einem Dorf, in dem jeder jeden kennt und die Distanz keine Rolle mehr spielt. So versuchte der kanadische Pop-Medientheoretiker Marshall McLuhan in den 60er Jahren eine Welt zu begreifen, die schon im Vorinternet-Zeitalter durch die elektronischen Medien näher zusammenrückte. In der Tat, die Massenmedien Rundfunk und Fernsehen sowie das Telefon ermöglichten zunehmend über Satelliten- und Kabelverbindungen einen Informations- und Kommunikationsfluss, in dem die Entfernung des Raums aufgehoben wird und Informationen in Echtzeit von Menschen auf der ganzen Erde gesendet und empfangen werden können. Prinzipiell könnte damit jeder Ort auf dem Globus zu einem öffentlichen Platz werden, so dass die Weltöffentlichkeit im Augenblick des Geschehens dieses telepräsent beobachten könnte. Die seitdem möglich gewordene globale Öffentlichkeit gibt es aber nur in seltenen Ausnahmefällen, bei großen Ereignissen wie Kriegen, manchen Sportveranstaltungen oder Terroraktionen. Die Anschläge vom 11. September 2001 auf das World Trade Center in New York oder die Flutkatastrophe Ende 2004 in Asien waren solche globalen Ereignisse, die die kollektive Aufmerksamkeit aller Menschen, die Zugang zu Medien haben, in ihren Bann gezogen haben. Die Zuschauer, so weit sie auch entfernt sein mochten, wurden durch die Fernsehbilder am 11. September tatsächlich zu Augenzeugen der schrecklichen Geschehnisse. Gleichwohl ist diese Öffentlichkeit eine der Massenmedien und - im Extrem - die eines globalen, durch Massenmedien vermittelten Bewusstseins, während in der Regel und viel deutlicher mit dem Internet und/oder dem Mobilfunk die Informations- und Kommunikationsströme parallel und dezentral fließen. Das entspricht auch Ereignissen wie der Flutkatastrophe, die nicht wie Terroranschläge für die Kameras an einem überschaubaren Ort inszeniert werden, sondern in einem riesigen Gebiet stattfinden.

    Abstract
    Zentrale Erwerbung von wissenschaftlichen Informationsressourcen im Netz der virtuellen Hybridbibliothek der Max-Planck-Gesellschaft »Excellent Information Services for Excellent Research« ist das Motto der Anfang 2007 gegründeten Max Planck Digital Library (MPDL). Diese ambitionierte Leitlinie würdigt die Relevanz eines modernen wissenschaftlichen Informationsmanagements für eine exzellente Spitzenforschung. Mit Gründung der MPDL wurde in der Max-Planck-Gesellschaft (MPG) ein entscheidender Schritt zur zentralen Unterstützung eines bisher weitgehend dezentralen Informationsversorgungsnetzes gegangen. Die Entscheidung zu einer Kombination aus zentraler und dezentraler Informationsversorgung trägt den Veränderungen Rechnung, die sich durch die Möglichkeiten der digitalen Welt ergeben haben. Intention der Neugründung ist jedoch nicht, ein unter der Prämisse der Institutsautonomie etabliertes, wohl durchdachtes Literatur- und Informationsversorgungssystem sukzessive durch eine zentrale Einheit abzulösen, sondern gemäß der Maxime der Subsidiarität Stärken von dezentralen und von zentralen Einheiten zu einem effizienten Gesamtsystem zu ergänzen. Der vorliegende Artikel skizziert das Netz der Informationsversorgung in der MPG mit dem Schwerpunkt auf der Versorgung mit elektronischen Medien des institutsübergreifenden Bedarfs. Dieser Schwerpunkt kennzeichnet eines der Hauptarbeitsfelder der MPDL, deren weitere Services und Arbeitsfelder kontextgebunden und ausgewählt vorgestellt werden sollen?
