    Abstract
    Als Erfinder des «Allgemeinen» gilt, gemäß dem Bericht des Aristoteles und seit diesem Bericht, Sokrates. Er ist es, der nicht mehr danach suchte, woraus ein Ding zu dem geworden ist, was es ist, oder wie es entstanden ist, sondern danach, «was [ein Ding] ist», und somit ist Sokrates der erste gewesen, der die Herausarbeitung des Allgemeinen (?a?????) forderte und mit seinen Fragen seine Gesprächspartner zu dieser Herausarbeitung trieb bzw. lockte; die Definition (???sµ??) war das Ziel des sokratischen Gesprächs, und die sokratische Aporie war das Vehikel.

    Abstract
    Eine der wesentlichen Aufgaben als Fachreferent*in ist die inhaltliche Erschließung der neuerworbenen Literatur, sowie die Begutachtung und Auswahl der neu erschienenen Werke in den jeweiligen Fachgebieten hinsichtlich der Relevanz für die eigenen Sammlungen gemäß dem Sammlungsprofil der TU Wien Bibliothek. Im Zuge der Corona-Krise wurde die herkömmliche Arbeitsweise in der Sacherschließung beeinträchtigt, und es haben sich neue Herausforderungen, aber auch Möglichkeiten ergeben. Neben der fehlenden Autopsie der Literatur leidet auch die Sichtung und Erwerbung neuer Literatur unter der physischen Abwesenheit vom Arbeitsplatz bzw. der entsprechenden technischen Infrastruktur. Auch der persönliche Austausch mit den Kolleg*innen wurde deutlich erschwert. Neben den Schwierigkeiten wurden aber auch die neuen Handlungsoptionen auf beruflicher und individueller Ebene positiv gesehen. In dem Artikel werden unsere individuellen Erfahrungen an der TU Wien Bibliothek sowie Ausblicke in die Zukunft wiedergegeben.

    Abstract
    Das Problem der Wahrnehmung und Darstellung von Wahrheit durch die Medien führt zu vier zentralen Fragen: Wie viel Wahrheit gibt es in der Welt, über die Journalisten berichten müssen? Wie ermittelt oder recherchiert man diese Wahrheit? Wie trennt man die Spreu vom Weizen? Und wie geht man als Journalist mit dem um, was man als Wahrheit erkannt hat oder erkannt zu haben glaubt? Hier gibt es ganz offensichtlich eine Parallele zwischen Journalisten und Wissenschaftlern. Journalisten und Wissenschaftler brauchen erstens Hypothesen, zweitens geeignete Hypothesentests, drittens ein gutes Abgrenzungs-Kriterium und viertens Verfahren, um die erkannten Sachverhalte auf angemessene Weise für eine Kommunikation mit anderen zu repräsentieren, das heißt sie darzustellen. Es gibt zwei große Unterschiede zwischen Journalisten und Wissenschaftlern: Journalisten sind in der Regel auf raum-zeitlich begrenzte Aussagen aus, Wissenschaftler in der Regel auf raumzeitlich unbegrenzte Gesetze. Aber diese Unterschiede sind fließend, weil Wissenschaftler raum-zeitlich begrenzte Aussagen brauchen, um ihre All-Aussagen zu überprüfen, und Journalisten sich immer häufiger auf das Feld der allgemeinen Gesetzes-Aussagen wagen oder doch zumindest Kausalinterpretationen für soziale Phänomene anbieten. Der zweite Unterschied besteht darin, dass die Wissenschaft weitgehend professionalisiert ist (zumindest gilt dies uneingeschränkt für die Naturwissenschaften und die Medizin), was ihr relativ klare Abgrenzungs- und Güte-Kriterien beschert hat. Diese fehlen weitgehend im Journalismus.

    Abstract
    Wissenschaftliche Karrieren und Publikationen benötigen Reputation und möglichst viel Beachtung. Literatur, die diese Aufmerksamkeit findet, wird - so die gängige Annahme - häufig zitiert. Ausgehend von dieser Überlegung wurden Verfahren der Zitationsmessung entwickelt, die Auskunft über die Relevanz oder (wie im- und explizit oft auch postuliert wird) gar die Qualität einer Publikation oder eines Wissenschaftlers geben sollen.

    Abstract
    Der Begriff Informationskompetenz definiert Techniken und Methoden der Recherche, Beurteilung und Nutzung von Informationen und gilt in der modernen Informa­tionsgesellschaft als Schlüsselkompetenz. Die deutsche Übersetzung des aus dem angloamerikanischen Raum stammenden "Information Literacy" hat sich in den vergangenen Jahren auch in Deutschland etabliert. Auf Basis einer exemplarischen Untersuchung wird der Stand der Vermittlung von Informationskompetenz an Bibliotheken in vier deutschen Millionenstädten beschrieben. Für die Untersuchung wurden nach vorangegangenen Online-Recherchen Kriterien festgelegt, nach denen die Auswahl der untersuchten Bibliotheken erfolgte. Die Untersuchung erfolgte mit einem Fragebogen, dessen Fragen die Bereiche "Allgemein", "Personal", "Bildungsan­gebot" und "Methodik" hinsichtlich der Vermittlung von Informationskompetenz durch Bibliotheken abdecken. Die Sondierung erfolgte im September und Oktober 2014 durch die schriftliche Beantwortung der Fragebögen durch die zuständigen Bibliothekare. Die Ergebnisse dieser exemplarischen Befragung offenbaren, dass Informationskompetenz an allen fünf untersuchten Bibliotheken aktiv in Form von Schulungen bzw. Kursen vermittelt wird und dabei unterschiedliche Schwerpunkte gesetzt werden. Auffällige Gemeinsamkeit der Befragung sind die fehlende einheitliche Definition von Informationskompetenz und das Fehlen von Standards zur Vermittlung von Informationskompetenz.

    "Vertreter des Deutschen Bibliotheksverbandes e.V. und des Börsenvereins des Deutschen Buchhandels e.V. haben sich auf eine Charta zum gemeinsamen Verständnis von § 52 a UrhG nach Inkrafttreten der Urheberrechtsnovelle im Oktober 2003 verständigt. Paragraph 52 a UrhG ist eine gesetzliche Lizenz. Sie privilegiert den Unterricht und die wissenschaftliche Forschung, indem es gestattet ist, ohne dass es einer Zustimmung des Rechtsinhabers bedarf, Werkteile und einzelne Beiträge aus Zeitungen und Zeitschriften sowie Werke geringen Umfangs in Netze einzustellen, die dann einem begrenzten Kreis von Unterrichtsteilnehmern oder wissenschaftlich Arbeitenden zugänglich gemacht werden können. Dabei kommt es nicht darauf an, ob die Vorlage bereits elektronisch vorliegt oder ob Gedrucktes erst digitalisiert werden muss. Der Börsenverein hat gegen den Eingang dieses Ausnahmetatbestandes in die Gesetzesnovelle erheblichen Widerstand geleistet. Die Verleger befürchteten, dass Bibliotheken nunmehr sich absprechen würden, zugespitzt nur noch ein Exemplar käuflich zu erwerben, und die Informationsversorgung der Bibliotheksnutzer via Netz in Anwendung des § 52 a UrhG in allen Bibliotheken stattfindet. Schlagzeilen wie "Stellen Sie sich vor, Sie schreiben ein Buch und der Staat nimmt es Ihnen weg", sollten das Bundesjustizministerium und das Parlament im Gesetzgebungsprozess beeinflussen. Hier aber sprach man sich bewusst für das Privileg zugunsten der Bildung und Wissenschaft aus und stützte sich dabei auf die Empfehlung aus der EU-Urheberrechtsrichtlinie, die in Art. 5 Abs. 3 Buchst a die öffentliche Zugänglichmachung und Vervielfältigung zugunsten von Unterricht, Forschung und Wissenschaft ausdrücklich den Mitgliedsstaaten als Ausnahme freistellte, wenn damit kein mittelbarer oder unmittelbarer wirtschaftliche Zweck verfolgt wird. Um den Befürchtungen der Verlegerseite Rechnung zu tragen, wurde ein Kompromiss gefunden. Der Deutsche Bundestag, initiiert von dem Abgeordneten Tauss, schrieb erstmalig eine Befristung in das Urheberrechtsgesetz: § 52 a UrhG gilt bis zum 31.12.2006. Bis dahin soll festgestellt werden, welche Auswirkungen er tatsächlich hat.
    Gesetzliche Lizenzen, d.h. Ausnahmetatbestände sind nur dann zulässig, wenn sie sich auf einzelne definierte Sonderfälle, wie sie der Unterricht und die wissenschaftliche Forschung darstellen, beschränken. Darüber hinaus darf die Anwendung nicht zu einer unverhältnismäßigen Beeinträchtigung der berechtigten Interessen der Rechtsinhaber führen, welche zum Beispiel bei einem völlig veränderten Kaufverhalten vorliegen könnte. Die Anwendung von Ausnahmen muss auch immer geboten sein. Geboten sein bedeutet, dass das gewünschte Ergebnis nicht problemlos und zumutbar z.B. durch Kauf oder Leihe des Werkes erreicht werden kann.' Der Begriff zumutbar umfasst zwar nicht explizit den Preis, aber die Lizenzgebühr darf dennoch nicht unverhältnismäßig über den Gesamtkosten der Selbstherstellung liegen. Auch ist es unzumutbar, wenn z.B. eine Lizenz für ein Jahreabonnement abgeschlossen werden muss, um nur einen Beitrag daraus zugänglich zu machen. Es geht also bei der vorliegenden Charta darum, den Bibliotheken einen Verhaltenskodex an die Hand zu geben, der geeignet ist, die Grundsätze und Voraussetzungen für eine gesetzliche Ausnahme zu erhalten. Daraus ergeben sich die drei zentralen Aussagen in der Charta: 1. Das Erwerbungsverhalten nicht aufgrund des § 52 a UrhG zu verändern. 2. Literatur, die vor Ort vorhanden ist, zu verwenden und 3. soweit die benötigte Literatur vom Rechtsinhaber elektronisch problemlos und zumutbar zur Verfügung gestellt werden kann, einen Lizenzvertrag abzuschließen.
    Des weiteren befinden sich in der Charta Begriffsbestimmungen, da die Begründung zu § 52 a UrhG dazu nur wenige Aussagen macht: 1. Unterricht ist nicht nur der Schulunterricht, sondern auch die Vorlesung, das Seminar, ein Kurs. 2. Zugangsberechtigt im Rahmen des Unterrichts sind alle Teilnehmer an den o.g. Unterrichtsformen, unabhängig vom Ort, an dem sie sich befinden. 3. Zugangsberechtigt im Rahmen der wissenschaftlichen Forschung kann eine Person sein, aber auch ein Kreis von Personen, der an einem bestimmten Forschungsgebiet gemeinsam arbeitet. 4. Die Beschränkung auf Werkteile darf nicht durch die sukzessive Entnahme von Werkteilen aus dem immer gleichen Werk umgangen werden. 5. Werke geringen Umfangs sind auch vollständige Bilder, Fotos, Abbildungen. 6. Die Bestimmung der Zugänglichmachung an einen bestimmten Kreis von Personen ist durch technische Schutzmaßnahmen sicherzustellen. Diese können z.B. durch passwortgeschützte Zugangskontrollen realisiert werden. § 52 a UrhG ist vergütungs- und verwertungsgesellschaftspflichtig. Damit in den Genuss der Tantieme der konkrete Autor und der entsprechende Verlag kommt, sind alle Anwender aufgefordert, die konkreten Daten der genutzten Werke zu registrieren."

    Abstract
    Im Gegensatz zu den traditionellen Rechnungslegungssystemen gibt es im Rahmen des Wissensmanagements keine erprobten Messverfahren auf die man zur Messung und Bewertung organisationalen Wissens zurückgreifen kann. Wissen kann selten auf eine Messdimension zurückgeführt werden und häufig ist der Messaufwand sehr hoch, jedoch liegt im Bereich der Wissensbewertung ein bisher stark vernachlässigtes Potential. Das Ziel der vorliegenden Arbeit liegt in der kritischen Analyse eines Ansatzes zur Wissensbewertung. Im Zuge dieser Untersuchung wird die Methodik der Balanced Scorecard zur Eignung der Wissensbewertung hinterfragt, indem auch die betriebliche Praxis anhand eines konkreten Fallbeispieles untersucht wird. Abschließend wird ein mehrstufiges Indikatorenmodell zur Wissensbewertung vorgestellt

    Abstract
    Ziel dieser Arbeit ist es mit der Methodik der analytischen Rechtsethik die Plausibilität säkularer Begründungsdiskurse zum normativen Status biologischer Entitäten transparenter zu machen. Diese Untersuchung versucht daher vorrangig die weitgehend versteckten Wert- und Normprämissen bei bioethischen Diskursen herauszuarbeiten. Fundamental kritisiert wird die scheinbar weltanschaulich neutrale These einer verfügbaren "Würde des menschlichen Lebens" bei Embryonen.

    Abstract
    Regionale und lokale Zeitungen sind durch besondere Qualitätsmerkmale gekennzeichnet, die im vorliegenden Beitrag diskutiert werden.     Abstract
    Tonmaterial in Form von Audio- oder Videoaufnahmen spielt in Bereichen der Wissenschaft, die sich mit verbaler Interaktion beschäftigen, eine bedeutende Rolle. Solche Gebiete sind u,a. die Linguistik, Psychologie, Soziologie und Kriminalistik. Gegenstand der Untersuchung können dabei z.B. die Formen des sprachlichen Handelns und der Sprachvariation in Abhängigkeit von der Situation oder die Ausprägung und Entwicklung von Sprachunterschieden vor dem sozialen Hintergrund sein. Im Rahmen der Analyse eines Gesprächsverlaufs kann beispielsweise die Form der Rederechtsicherung von Interesse sein. In diesem Zusammenhang stellen sich Fragen wie z.B. "Wie bringen Gesprächsteilnehrner Gesprächsbeteiligte dazu, ihre Rede zu unterbrechen?" oder "Wie wehren Gesprächsteilnehmer Unterbrechungsversuche voll anderen Teilnehmern ab?". Denkbar ist hier u.a. nach dem Vorkommen von "ausreden lassen" zu suchen, wobei diese beiden Wörter nicht unbedingt nebeneinander auftreten müssen. Bei der Suche nach Stellen an denen ein Gesprächsteilnehmer Ansprüche oder Forderungen an einen Gesprächspartner stellt, können die flektierten Formen der Modalverben wie z.B. "müssen", "sollen" oder "dürfen" für die Anfrage wichtig sein, während Konnektiva wie "aber", "ja aber" oder "doch" auf oppositive Gesprächsabschnitte verweisen können. Näheres zur gesprächsanalytischen Methodik kann Deppermann (1999) und Brünner et al. (1999) entnommen werden. In dem Bereich der Linguistik, die den Gebrauch von gesprochener Sprache in offiziellen und privaten Situationen zum Gegenstand hat, sind u.a. auch Aussprachevarianten von großem Interesse. Von der Untersuchung der Sprachfärbungen erhofft man sich detaillierte Aussagen über die Sprechersituation und die regionale (König (1988)) und soziale Herkunft des Sprechers machen zu können.     Abstract
    Bei der Gestaltung des Fernunterrichts sollten mehrere Lerntheorien herangezogen werden. Kognitive, pragmatische und affektive Lernziele wurden formuliert. Für die kognitiven Lernziele wurde die Lernzieltaxonomie von Bloom an die weitergehenden Erfordernisse des Formalerschließungsunterrichts angepasst. Daneben wurden persönliche Kompetenzen angegeben. Der Unterricht muss auf die Bedürfnisse der Zielgruppe abgestimmt sein. Zu beachten sind Alter, Bildungsgrad, fachspezifische Vorbildung, Geschlecht und die verschiedenen Lernstile. Besonders Fernstudien bedürfen entsprechender Motivierung der Lernenden. Dafür wurde die ARCS-Motivationstheorie um den Punkt "Freiheit" erweitert. Die neun Instruktionsereignisse von Gagné wurden durch konstruktivistische Methoden zu elf "didaktischen Anweisungen" ergänzt und für den Formalerschließungsfernunterricht ausformuliert.
