    Abstract
    Knowledge management in digital libraries is a universal problem. Keyword-based searching is applied everywhere no matter whether the resources are indexed databases or full-text Web pages. In keyword matching, the valuable content description and indexing of the metadata, such as the subject descriptors and the classification notations, are merely treated as common keywords to be matched with the user query. Without the support of vocabulary control tools, such as classification systems and thesauri, the intelligent labor of content analysis, description and indexing in metadata production are seriously wasted. New retrieval paradigms are needed to exploit the potential of the metadata resources. Could classification and thesauri, which contain the condensed intelligence of generations of librarians, be used in a digital library to organize the networked information, especially metadata, to facilitate their usability and change the digital library into a knowledge management environment? To examine that question, we designed and implemented a new paradigm that incorporates a classification system, a thesaurus and metadata. The classification and the thesaurus are merged into a concept network, and the metadata are distributed into the nodes of the concept network according to their subjects. The abstract concept node instantiated with the related metadata records becomes a knowledge node. A coherent and consistent knowledge network is thus formed. It is not only a framework for resource organization but also a structure for knowledge navigation, retrieval and learning. We have built an experimental system based on the Chinese Classification and Thesaurus, which is the most comprehensive and authoritative in China, and we have incorporated more than 5000 bibliographic records in the computing domain from the Peking University Library. The result is encouraging. In this article, we review the tools, the architecture and the implementation of our experimental system, which is called Vision.

    Abstract
    Zu dem von Ulrich Naumann mit o. g. Beitrag angesprochenen Thema "Informationsmanagement" wird es noch mehr Diskussion geben" was im Hinblick auf die Weiterentwicklung von Bibliotheken und Informationseinrichtungen notwendig und wichtig ist. Aus Sicht des in diesem Kontext genannten Informations-, Kommunikations- und Medienzentrums (IKMZ) der BTU Cottbus ist dazu festzustellen: Ob Fortbestand" Überlebens- und Zukunftsfähigkeit von Bibliotheken abhängig sind von Namen oder Bezeichnungen? Die Ziele der bibliothekarischen Weiterentwicklung" die der Beitrag vermittelt" stimmen jedenfalls mit denen des IKMZ überein. Auch in Cottbus gilt weiterhin der Grundauftrag und das Grundverständnis bibliothekarischer Aufgaben" das "seit 5000 Jahren gilt: sammeln, ordnen und verfügbar machen". Zugleich ist die Bibliothek der größte Teilbereich des IKMZ und vom Gebäude her unübersehbar präsent'. Anders ist allerdings die organisatorische Einbindung der Bibliothek in die Informationsinfrastruktur der Universität: Welche Ziele verbinden sich mit dem IKMZ? Im Grunde geht es darum" die Dienste- und Servicestruktur der zentralen Einrichtungen zu vereinheitlichen" um Zugang und Zugriff auf die Informations-" Literatur- und Medienangebote der Universität zu vereinfachen und um die Arbeitsumgebung für Leser und Nutzer zu optimieren. Die im IKMZ zusammengefassten Einrichtungen Bibliothek" Multimediazentrum, Rechenzentrum und Verwaltungs-Datenverarbeitung bringen dafür ihre jeweiligen Kernkompetenzen ein. Um die damit verbundenen Aktivitäten besser zu koordinieren" wurden die vier Bereiche unter eine gemeinsame Leitung zusammengeführt. Von der Universität werden darin bessere Erfolgchancen für die Weiterentwicklung ihrer Informationsinfrastruktur gesehen" als wenn diese vier Bereiche als eigenständige Einrichtungen kooperieren. Zu dem von Ulrich Naumann prognostiziertem "Kompetenzwirrwarr" hat diese Entwicklung nicht geführt; auch sind die einzelnen Teilbereiche organisatorisch abgesichert und weiterhin wahrnehmbar. Der mit dem IKMZ verfolgte Ansatz ist nutzerorientiert und in Anbetracht des neuen IKMZ-Gebäudes auch bibliotheksorientiert. Die Bibliothek ist mit den anderen Einrichtungen in die gemeinsame Weiterentwicklung der universitären Informationsinfrastruktur eingebunden" was ihre Rolle stärkt und die Transformation zur Hybrid-Bibliothek unterstützt" ohne dass deshalb die Versorgung mit gedruckten Medien in den Hintergrund tritt. Aufgrund des Profils der BTU Cottbus liegt allerdings ein Schwerpunkt auf digitalen Formen der Literatur- und Informationsversorgung. Selbstverständlich versteht sich das IKMZ als ein (jedoch nicht als das einzige) Modell" das die sicher notwendige Kooperation zwischen Bibliothek" Medien- und Rechenzentrum und Verwaltungsdatenverarbeitung sicherstellt; zugleich hat der in Cottbus verfolgte Weg auch experimentellen Charakter. Eine "allkompetente Einheitseinrichtung für das Informationsmanagement" ist das IKMZ nicht. Im Mittelpunkt aller Aktivitäten stehen nutzerorientierte Dienste und deren gemeinsame Verbesserung: Viele Wege führen nach Rom - an der BTU Cottbus heißt er IKMZ!

    Abstract
    Das Internet ist in neun von zehn deutschen Schulen vorgedrungen. Zumindest endet in etwa 31000 Bildungseinrichtungen eine ISDN-Leitung, die die Telekom bezahlt, wie deren Chef Ron Sommer jetzt in Düsseldorf berichtete. Die restlichen 5000 Schulen sollen in den kommenden drei bis vier Monaten folgen. Trotz der Erfolgsmeldung: Auf ein ausreichend ausgebautes, schnelles Schulnetz werden sich viele Jugendliche vergeblich freuen. Dafür ist die ISDN-Anbindung schnell zu dünn. Und natürlich sind genügend Rechner nötig. Zwar stattet die Telekom bis zum Herbst 30 Internetklassen mit je 20 Computern und 5000 Medienecken mit vier Geräten aus. Bedenklich stimmt aber, wenn Nordrhein-Westfalens Ministerpräsident Wolfgang Clement (SPD) bei der Privatwirtschaft weitere Spenden anmahnt - weil die öffentliche Hand mit der Anschaffung überfordert sei. Dazu kommt: Mit der Ausstattung alleine ist es nicht getan. Der,richtige Umgang mit der Technik ist entscheidend. Damit ist weniger das erfolgreiche Öffnen des Webbrowsers samt Bedienen einer Suchmaschine gemeint - das können die Jugendlichen ohnehin meist besser als ihre Lehrer. Gefordert sind die Pädagogen vor allem, um Schüler in einen kritischen Umgang mit den vielfältigen Angeboten aus dem Netz einzuführen. Je mehr Informationen zur Verfügung stehen, desto wichtiger wird deren kompetente Bewertung auch später in Studium und Beruf. Diese Medienkompetenz zu entwickeln, ist schwieriger als es klingt. Lehrer sollten die Chance bekommen, sich umfassend auf die neue Aufgabe vorzubereiten. Und hier ist weniger die Industrie als vielmehr die Politik gefragt

    The ESRC data archive at the University of Essex has provided access to social science research data for the academic community since the late 1960s. Since the mid-1980s bibliographic descriptions of all the Archive's 5000 plus datasets have been available to users of JANET and the Internet via the Archives BIRON (Bibliographic Information Retrieval Online) System.     Abstract
    The work begins by reviewing publications on the use of optical-disc technology in cataloging departments. This section includes descriptive information on specific products and comparative considerations on the value of the CD genre. Most commentary to date seems to find cost advantages to the optical format for smaller libraries but fewer attractions for larger institutions who would lose online immediacy. An outline of the design and results of the OCLC test follows along with various tables showing the class makeup of the overall sample, the hit-rate for the two vendors, and other data. Most of the sample consisted of English-language titles that would support the general academic mission of a variety of disciplines. Well over 90% of the titles searched had MARC records on discs within two issues or three months. Although concluding that departments acquiring over 5000 titles per year may find online utilities more effective, the article still urges a careful analysis of laser cataloging products with a variety of acquisition samples and for a variety of libraries.
