    Abstract
In this paper, we present two ways to improve the precision of HITS-based algorithms onWeb documents. First, by analyzing the limitations of current HITS-based algorithms, we propose a new weighted HITS-based method that assigns appropriate weights to in-links of root documents. Then, we combine content analysis with HITS-based algorithms and study the effects of four representative relevance scoring methods, VSM, Okapi, TLS, and CDR, using a set of broad topic queries. Our experimental results show that our weighted HITS-based method performs significantly better than Bharat's improved HITS algorithm. When we combine our weighted HITS-based method or Bharat's HITS algorithm with any of the four relevance scoring methods, the combined methods are only marginally better than our weighted HITS-based method. Between the four relevance scoring methods, there is no significant quality difference when they are combined with a HITS-based algorithm.

    Abstract
Project SSG-FI at SUB Göttingen provides special subject gateways to international high quality Internet resources for scientific users. Internet sites are selected by subject specialists and described using an extension of qualified Dublin Core metadata. A basic evaluation is added. These descriptions are freely available and can be searched and browsed. These are now subject gateways for 3 subject ares: earth sciences (GeoGuide); mathematics (MathGuide); and Anglo-American culture (split into HistoryGuide and AnglistikGuide). Together they receive about 3.300 'hard' requests per day, thus reaching over 1 million requests per year. The project SSG-FI behind these guides is open to collaboration. Institutions and private persons wishing to contribute can notify the SSG-FI team or send full data sets. Regular contributors can request registration with the project to access the database via the Internet and create and edit records

    Abstract
Purpose The purpose of this paper is to discuss the affective premises and economics of the influence of search engines on knowing and informing in the contemporary society. Design/methodology/approach A conceptual discussion of the affective premises and framings of the capitalist economics of knowing is presented. Findings The main proposition of this text is that the exploitation of affects is entwined in the competing market and emancipatory discourses and counter-discourses both as intentional interventions, and perhaps even more significantly, as unintentional influences that shape the ways of knowing in the peripheries of the regime that shape cultural constellations of their own. Affective capitalism bounds and frames our ways of knowing in ways that are difficult to anticipate and read even from the context of the regime itself. Originality/value In the relatively extensive discussion on the role of affects in the contemporary capitalism, influence of affects on knowing and their relation to search engine use has received little explicit attention so far.

    Abstract
Waters and Amoudi describe GeoSearcher, a prototype ranking program that arranges search engine results along a geo-spatial dimension without the provision of geo-spatial meta-tags or the use of geo-spatial feature extraction. GeoSearcher uses URL analysis, IptoLL, Whois, and the Getty Thesaurus of Geographic Names to determine site location. It accepts the first 200 sites returned by a search engine, identifies the coordinates, calculates their distance from a reference point and ranks in ascending order by this value. For any retrieved site the system checks if it has already been located in the current session, then sends the domain name to Whois to generate a return of a two letter country code and an area code. With no success the name is stripped one level and resent. If this fails the top level domain is tested for being a country code. Any remaining unmatched names go to IptoLL. Distance is calculated using the center point of the geographic area and a provided reference location. A test run on a set of 100 URLs from a search was successful in locating 90 sites. Eighty three pages could be manually found and 68 had sufficient information to verify location determination. Of these 65 ( 95%) had been assigned reasonably correct geographic locations. A random set of URLs used instead of a search result, yielded 80% success.

    Abstract
We present the first systematic study of the influence of time on user judgements for rankings and relevance grades of web search engine results. The goal of this study is to evaluate the change in user assessment of search results and explore how users' judgements change. To this end, we conducted a large-scale user study with 86 participants who evaluated 2 different queries and 4 diverse result sets twice with an interval of 2 months. To analyze the results we investigate whether 2 types of patterns of user behavior from the theory of categorical thinking hold for the case of evaluation of search results: (a) coarseness and (b) locality. To quantify these patterns we devised 2 new measures of change in user judgements and distinguish between local (when users swap between close ranks and relevance values) and nonlocal changes. Two types of judgements were considered in this study: (a) relevance on a 4-point scale, and (b) ranking on a 10-point scale without ties. We found that users tend to change their judgements of the results over time in about 50% of cases for relevance and in 85% of cases for ranking. However, the majority of these changes were local.

    Abstract
In this issue Ford, Miller and Moss utilize 68 volunteers from a population of 250 Master's students to complete on the web three search tasks with clear fact based goals and three or less facets. One task required broadening the search concepts from those given, a second provided a specific terminology for one facet but required a second facet that would require translation, and the third required general to specific transformation. The students were measured as to their performance on Entewistle's Revised Inventory of Approaches to Studying providing values for ten study variables and asked to assess their experience on the Internet, with Alta Vista, and with Boolean search. Searches were conducted on Alta Vista using Netscape Navigator 4 with participants free to choose and switch Boolean, best match or combined search modes at will while a front end script recorded all submitted searches and help access. Search related variables extracted were from Boolean only queries, best match only queries, and combined queries. Factor analyses were conducted on all variables for each search mode for each search. In task one Boolean is differentiated from best match search by sharing high loads on active interest, intention to reproduce, fear of failure, and relating ideas. The combined searcher is linked with the best match searcher with low active interest, low intention to reproduce and low fear of failure. In task 2 Boolean is differentiated from best match search by sharing high loads on intention to reproduce and low on intention to understand. Best match loads positively with intention to understand and negatively with intention to reproduce. Combined searching linked with both good and with poor time management. In task 3 the loads mimic task 1. It seems Boolean is consistently linked to a reproductive rather than a meaning seeking approach, but also with high levels of interest and fear of failure. Best match associates with the converse of these measures.
