    Abstract
    While the Web has grown significantly in recent years, some portions of the Web remain largely underdeveloped, as shown in a lack of high-quality content and functionality. An example is the Arabic Web, in which a lack of well-structured Web directories limits users' ability to browse for Arabic resources. In this research, we proposed an approach to building Web directories for the underdeveloped Web and developed a proof-of-concept prototype called the Arabic Medical Web Directory (AMedDir) that supports browsing of over 5,000 Arabic medical Web sites and pages organized in a hierarchical structure. We conducted an experiment involving Arab participants and found that the AMedDir significantly outperformed two benchmark Arabic Web directories in terms of browsing effectiveness, efficiency, information quality, and user satisfaction. Participants expressed strong preference for the AMedDir and provided many positive comments. This research thus contributes to developing a useful Web directory for organizing the information in the Arabic medical domain and to a better understanding of how to support browsing on the underdeveloped Web.

    Abstract
    The BAER Web Resources Group was charged in October 1999 with defining and describing the parameters of electronic resources that do not clearly belong to the categories being defined by the BAER Digital Group or the BAER Electronic Journals Group. After some difficulty identifying precisely which resources fell under the Group's charge, we finally named the following types of resources for our consideration: web sites, electronic texts, indexes, databases and abstracts, online reference resources, and networked and non-networked CD-ROMs. Electronic resources are a vast and growing collection that touch nearly every department within the Library. It is unrealistic to think one department can effectively administer all aspects of the collection. The Group then began to focus on the concern of bibliographic access to these varied resources, and to define parameters for handling or processing them within the Library. Some key elements became evident as the work progressed. * Selection process of resources to be acquired for the collection * Duplication of effort * Use of CORC * Resource Finder design * Maintenance of Resource Finder * CD-ROMs not networked * Communications * Voyager search limitations. An unexpected collaboration with the Web Development Committee on the Resource Finder helped to steer the Group to more detailed descriptions of bibliographic access. This collaboration included development of data elements for the Resource Finder database, and some discussions on Library staff processing of the resources. The Web Resources Group invited expert testimony to help the Group broaden its view to envision public use of the resources and discuss concerns related to technical services processing. The first testimony came from members of the Resource Finder Committee. Some background information on the Web Development Resource Finder Committee was shared. The second testimony was from librarians who select electronic texts. Three main themes were addressed: accessing CD-ROMs; the issue of including non-networked CD-ROMs in the Resource Finder; and, some special concerns about electronic texts. The third testimony came from librarians who select indexes and abstracts and also provide Reference services. Appendices to this report include minutes of the meetings with the experts (Appendix A), a list of proposed data elements to be used in the Resource Finder (Appendix B), and recommendations made to the Resource Finder Committee (Appendix C). Below are summaries of the key elements.

    "Wissenschaftler brauchen fundierte Informationen aus Quellen, auf die man sich verlassen kann. Die Suche nach solchen Quellen, wissenschaftlichen Aufsätzen, Dissertationen, Büchern, Datenbanken und Linklisten gestaltete sich bislang schwierig: Bibliotheken oder Verlage von Fachzeitschriften mussten einzeln angesteuert werden, einen zentralen, einheitlichen und einfachen Zugang gab es bislang, nicht. Das soll sich jetzt ändern: Das vom Bundesministerium für Bildung und Forschung (BMBF) und von der Deutschen; Forschungsgemeinsehaft (DFG) geförderte Internetportal "vascoda", das nach dem Willen seiner Initiatoren auch Grundbaustein für die "Digitale Bibliothek Deutschland" sein soll, will Forschern Zugang zu wissenschaftlicher Information unterschiedlichster Fachrichtungen und unterschiedlichster Formate bieten. Das ist bundesweit in dieser Form ebenso einzigartig wie die Tatsache, dass die an vascoda angeschlossenen Datenbanken ausschließlich ;,geprüfte" Informationen liefern sollen: "Fachbibliothekare und Fachwissenschaftler der Anbieter, die sich unter dem vascoda-Dach zusammengeschlossen haben, prüfen, welche Texte vdrfügbar gemacht werden", sagt Christine Burblies von der vascoda-Geschäftsstelle in Hannover. "So können wir gewährleisten, dass die Informationen wissenschaftlichen Ansprüchen genügen." Das macht dann auch den wesentlichen Unterschied zu anderen Suchmaschinen aus: Die Suchmaske des Wissenschaftsportals ist zwar ähnlich einfach zu handhaben wie die Internet-Suchmaschine Google - vascoda verirrt sich aber nicht im World Wide Web. Und während andere Internet-Suchmaschinen nicht den Zugriff auf das so genannte "invisible web" bieten, also beispielsweise auf Bibliothekskataloge, ermöglicht vascoda auch den Zugriff auf dieses unsichtbare Netz. Das Wissenschaftsportal ist unentgeltlich nutzbar, und auch ein Großteil der Informationen ist kostenlos zu beziehen. Es sind aber auch kostenpflichtige Informationen verfügbar - zum Beispiel aus Verlagsangeboten und kommerziellen Datenbanken. Wer Informationen etwa zu soziologischen Fragen sucht, landet sicher auch auf den Internetseiten des Instituts für Soziologie in Darmstadt (www.ifs.tu-darmstadt.de/forsch.htm), das ebenso zu den vascoda-Anbietern gehört wie das Deutsche Institut für Internationale Pädagogik (DIPF) in Frankfurt (www.dipfde/index_1024.htm). In vascoda eingebunden sind zur Zeit 23 virtuelle Fachbibliotheken (ViFas), die vier großen Informationsverbünde EconDoc (Wirtschaft), GetInfo (Naturwissenschaften und Technik), infoconnex (Pädagogik, Sozialwissenschaften, Psychologie) und Medizin sowie die Elektronische Zeitschriftenbibliothek (EZB), ein kooperativer Service von 209 Bibliotheken zur Bereitstellung von elektronischen Zeitschriften, -die im Internet publiziert werden. "Wir planen überdies die Erweiterung um das Fach Germanistik, und wenn es soweit ist, wird die Stadt- und Universitätsbibliothek Frankfurt diesen Service bereitstellen", sagt Burblies."

    Abstract
    CORC is an OCLC project that id developing tools and systems to enable libraries to provide enhanced access to Internet resources. By adapting and extending library techniques and procedures, we are developing a self-supporting system capable of describing a large and useful subset of the Web. CORC is more a system for hosting and supporting subject gateways than a gateway itself and relies on large-scale cooperation among libraries to maintain a centralized database. By supporting emerging metadata standards such as Dublin Core and other standards such as Unicode and RDF, CORC broadens the range of libraries and librarians able to participate. Current plans are for OCLC as a full service in July 2000

    Abstract
    Reports a preliminary analysis of organizational schemes applied by academic libraries worldwide to arrange their electronic resources an their Web-based information gateways. The unsystematic sample consists of 41 academic libraries in 10 countries representing 4 languages, Chinese, English, German, and Spanish. The study reveals a widely accepted practice in applying 6 simplistic methods to organizing online information: by resource type, alphabetical by title, alphabetical by subject (mostly discipline and genre), by vendor/publisher, by broad classification, and random. In addition, it notes a marked difference between libraries in the English-speaking world and those in other countries in that the former present significantly more systematic characteristics.

    Wie sehr sich die Verhältnisse seit den Anfangstagen der Liste gewandelt haben, machte InetBib-Initiator Michael Schaarwächter (Dortmund) in seinem Eröffnungsvortrag schlaglichtartig deutlich, als er die damaligen Bedenken zitierte, die Freigabe des Internets für öffentliche PCs in der UB könnte den Anschluss der Einrichtung an das Wissenschaftsnetz ("64 kB für die ganze Uni") über Gebühr belasten. Eine solche Rückschau blieb jedoch die Ausnahme, vielmehr widmete sich die Jubiläumstagung intensiv der Bestandsaufnahme und dem Ausblick. Dabei verdichtete sich über die drei Tage hinweg der Eindruck, daß die technologischen Herausforderungen, denen die Bibliotheken heute gegenüberstehen, nur eine - und vielleicht nicht die am schwierigsten zu bewältigende - Seite des sich revolutionierenden elektronischen Informationsmarktes darstellen. Gerade in den Sektionen, die sich schwerpunktmäßig mit dem elektronischen Publizieren, dem E-Learning, mit Suchmaschinen und Fachportalen und mit der Situation der elektronischen Dokumentenlieferdienste beschäftigten, wurde deutlich, dass konstruktive Kommunikations- und Kooperationsstrukturen zwischen der Wissenschaft und den Bibliotheken eine zentrale Voraussetzung für die Herausbildung einer funktionierenden Wissens- und Informationsversorgung darstellen. Zur Herstellung solcher Kommunikationsstrukturen könnten nicht zuletzt auch die InetBib-Tagungen beitragen, wenn sie in Zukunft verstärkt Wissenschaftler und Bibliothekare ins Gespräch über das Machbare und das Wünschenswerte brächten. Dass die gerne gebrauchten Begriffe "Information" und "Kommunikation" im Verhältnis zwischen wissenschaftlichen Forschungseinrichtungen und ihren bibliothekarischen und informationellen Infrastruktureinrichtungen zur Zeit häufig noch mit Inhalten zu füllen sind, zeigte Thomas Kamphusmann vom Fraunhofer-Institut für Software- und Systemtechnik (Dortmund) mit seinen Ausführungen zur technischen Unterstützbarkeit wissenschaftlicher Kommunikation auf. Nur durch das Verständnis wissenschaftlicher Arbeitsund Kommunikationsprozesse, so die am Beispiel elaborierter Benachrichtigungssysteme erläuterte These, lassen sich bibliothekarische Dienstleistungen aus der Sicht ihrer Nutzer optimieren. Andererseits scheint wiederum das Bewusstsein, gegenwärtig eine Informations- und Beschaffungskrise zu erleben, das als ein Kristallisationspunkt gemeinsamen Vorgehens fungieren könnte, bei Bibliothekaren weiter verbreitet zu sein, als bei vielen Wissenschaftlern.
    Ein etwas zwiespältiges Gefühl hinterließ auch die von Berndt Dugall (Frankfurt) ebenso amüsant wie schonungslos vorgetragene Leistungsbewertung des Internetportals www.vascoda.de. Dugall dokumentierte aus der Nutzerperspektive einige von ihm mit zweifelhaftem Erfolg durchgeführte Recherchen in diesem Portal, wobei er fraglos auf ähnliche Erfahrungen vieler seiner Zuhörerinnen und Zuhörer rekurrieren konnte. Die Erkenntnis, dass der Auftritt von vascoda Schwächen hat, ist freilich nicht neu und wird nicht einmal von Seiten der vascoda-Gremien bestritten. Eine Kritik, die vor allem darauf aufbaut, dass Fachwissenschaftler für die Informationssuche mit ihrem jeweiligen Fachportal besser bedient sind als mit vascoda, geht jedoch an vascodas eigentlichem Ziel vorbei. Die potentielle Stärke von vascoda kann und soll nicht darin liegen, virtuelle Fachbibliotheken zu ersetzen. Im Gegenteil: als betont interdisziplinärer Sucheinstieg kann dieses Dachportal im Idealfall helfen, das Angebot der einzelnen Fachportale auch für weitere, aus verschiedenen Disziplinen stammende Wissenschaftskreise zu öffnen und Informationssuchende zur weiteren Recherche in Fächern anzuregen, die ihnen ansonsten eventuell verschlossen geblieben wären. Dieser Vorteil einer zusätzlichen übergreifenden Recherche kommt freilich, hier ist Dugall zuzustimmen, momentan durch die sachliche und formale Heterogenität der abgefragten Bestände häufig nicht zum Tragen, so dass das Motto von vascoda -"Entdecke Information" - im Alltagsbetrieb hin und wieder eine unfreiwillig komische Komponente entwickelt. Wenn eine Recherche einerseits eine nicht mehr zu bewältigende Masse von Nachweisen bei einigen der in das Portal eingebundenen Angebote ergibt (etwa weil in großer Zahl Volltexte und Abstracts durchsucht werden), andererseits aber eigentlich zu erwartende, da thematisch nahe liegende Treffer ausbleiben (weil allein der Fachinformationsführer der entsprechenden Fachbibliothek in die Metasuche eingebunden ist), so ergibt dies ein schiefes Bild, das kaum Rückschlüsse auf die Relevanz des recherchierten Begriffs in den einzelnen Wissenschaften erlaubt. Nun mag zwar vascoda seinem ehrgeizigen Anspruch (noch?) nicht gerecht werden - aber ist der Anspruch deswegen schon vermessen? In gewisser Weise spiegeln die Probleme von vascoda die schwierigen Seiten der vielgestaltigen wissenschaftlichen Bibliotheks- und Informationslandschaft in Deutschland wieder, zu deren Verbesserung nun mal ehrgeizige politische, institutionelle und technische Infrastrukturmaßnahmen notwendig sind. Vascoda stellt eine solche Infrastrukturmaßnahme dar, deren Bedeutung am Beginn der zweiten Ausbauphase vielleicht immer noch mehr in der visionären Idee als in der aktuellen Realisierung liegt. Kritik an Funktionalität und Performanz von vascoda ist vor diesem Hintergrund nicht nur berechtigt, sondern auch notwendig, kann aber wohl nur fruchtbar werden, wenn die Verbesserung des interdisziplinären wissenschaftlichen Informationswesens von den Bibliotheken und Informationszentren im Sinne ihrer Nutzer als gemeinsam zu bewältigende Aufgabe begriffen wird. Wenn sowohl die Mailingliste als auch die Tagungen sich weiterhin dieser Aufgabe stellen und beide darüber hinaus noch stärker zu Foren des Austausches zwischen Bibliothekaren und Wissenschaftlern werden, so wird man sich um "die InetBib" in den nächsten zehn Jahren wenig Sorgen machen müssen - allen Kommunikationsstörungen zum Trotze."

    Abstract
    Multisource web news portals provide various advantages such as richness in news content and an opportunity to follow developments from different perspectives. However, in such environments, news variety and quantity can have an overwhelming effect. New-event detection and topic-tracking studies address this problem. They examine news streams and organize stories according to their events; however, several tracking stories of an event/topic may contain no new information (i.e., no novelty). We study the novelty detection (ND) problem on the tracking news of a particular topic. For this purpose, we build a Turkish ND test collection called BilNov-2005 and propose the usage of three ND methods: a cosine-similarity (CS)-based method, a language-model (LM)-based method, and a cover-coefficient (CC)-based method. For the LM-based ND method, we show that a simpler smoothing approach, Dirichlet smoothing, can have similar performance to a more complex smoothing approach, Shrinkage smoothing. We introduce a baseline that shows the performance of a system with random novelty decisions. In addition, a category-based threshold learning method is used for the first time in ND literature. The experimental results show that the LM-based ND method significantly outperforms the CS- and CC-based methods, and category-based threshold learning achieves promising results when compared to general threshold learning.
