    Abstract
    The telecommunications service is a scientific tool which libraries should use to save time in supplying information. Information can be read, retrieved, copied or discussed immediately with the help of electronic publishing. The service has great social potential. International cooperation is important yet national identity must be maintained and access to information guaranteed. If librarians regard electronic publishing simply as a technology, the readers will not accept it and the system will become ineffectual. More research is needed on copyright law problems. Electronic publishing improves data bank access and should overcome inequalities between regions and sections of the population.

    Abstract
    Seitdem Texte nicht mehr nur auf gedruckten Buchstaben, sondern in elektronischer Form auf dem flüchtigen alphanumerischen Code beruhen, wandeln sich auch die Risiken und Chancen des Sammlungsauftrages von Bibliotheken. Der ungeheure Zuwachs an nahezu unverzüglichem Informationszugang im Internet geht mit einer teilweise bewusst in Kauf genommenen Fokussierung auf erweiterte Gegenwart zuungunsten nachhaltiger Speicherung einher. Wo an die Stelle der Gesamterfassung von Publikationen der Gegenwart notwendig die stichprobenhafte Archivierung in Intervallen tritt, zeichnet sich ein neues Verhältnis von Zeit und kulturellem Gedächtnis ab. In der Zeitökonomie dynamischer Zwischenarchivierung obliegt es den Bibliotheken, sich diesem Trend zu öffnen und gleichzeitig zu widerstehen. Es bedarf einerseits der institutionell gesicherten Orte, nicht nur die Nutzeroberflächen des Web, sondern auch ihre Bedingungen (Quellcode bis hin zur Emulation von Computerhardware) für künftige Kulturkritik nachvollziehbar zu bewahren; andererseits gilt es mit neuen Formen der algorithmischen Erschließung solcher Big Data zu experimentieren.

    Abstract
    Initiativen, die Transparenz, offenen und möglichst einfachen Zugang zu Informationen, etwa in Wissenschaft und Verwaltung fordern und herstellen, gewinnen rasant an Bedeutung und beginnen sich immer weiter zu differenzieren. Die Forderungen reichen von freiem (im Sinne von kostenlosem) Zugang zu Informationen bis hin zu offenem Zugang analog den Prinzipien der Open Source Community. Manche Initiativen und Phänomene fokussieren stärker auf Transparenz als auf Offenheit, wie z.B. die Whistleblower-Plattform Wikileaks, während wiederum andere (z.B. Open Government oder Open Access zu Forschungsdaten) die Forderungen nach Transparenz und Offenheit kombinieren oder sich an der Bereitstellung nicht-proprietärer Informationen versuchen (wie das Geodaten-Projekt OpenStreetMap oder die Open Metrics Konzepte im Wissenschaftskontext). Zwölf Autorinnen und Autoren aus Open Data Projekten und aus den Bereichen Open Access, Open Science, Journalismus und Recht beschreiben und analysieren die besagten und andere Open Initiatives, diskutieren deren Gemeinsamkeiten und Grenzen sowie radikale Offenheitskonzepte wie WikiLeaks und Anonymous.
